GUIYANG, May 14 (Xinhua) -- A toxic gas burst during an illegal coal mining operation has killed 21 people and injured five others in southwest China's Guizhou Province Thursday, officials said Friday.A total of 31 miners were working in a shaft of Yuanyang Colliery when the accident occurred at about 9:40 p.m. in Puding County, Anshun City. Rescuers on Friday confirmed that 10 people had escaped.The gas burst was triggered by the detonation of explosives for illegal mining, the rescue headquarters said after an initial investigation.The private mine, a combination of three minor collieries, began to improve its infrastructure facilities in 2008 when it received the first of the six necessary mining licenses from the local authorities.Ma Mintang, survivor of the gas outburst, receives treatment in Renmin Hospital of Anshun City, southwest China's Guizhou Province, May 14, 2010. Rescuers on Friday confirmed that 10 people survived and 21 bodies recovered from the coal mine.Mining was prohibited until the mine passed inspections by authorities and gets the other five business licenses, but the company secretly started mining last year under the guise of shaft maintenance, said Hu Yingze, director of the county coal mining administration.It had illegally produced more than 3,000 tonnes of coal so far, which was, in fact, theft of national resources, he said.Sun Guoqiang, vice governor of Guizhou, blamed county-level authorities for failing to examine the mine."Did anyone of you visit the mine after approving the shaft maintenance project?" Sun asked officials of the county's coal mining administration and work safety watchdog.Rising coal prices had driven the owners to start illegal production as the drought season cut short water supplies for power plants, which had to turn to coal. The market price for coal had risen to about 370 yuan (54 U.S. dollars) per tonne from the normal price of about 300 yuan, said Sun.

BEIJING, April 1 (Xinhua) -- China's average daily stock trading volume at the Shanghai Stock Exchange shrank 35.2 percent month on month to 96.85 billion yuan (14.2 billion U.S. dollars) in February, the People's Bank of China (PBOC) said Thursday.China's stock market was closed from Feb. 13 to 19, for the Spring Festival, the most important Chinese traditional holiday.Analysts held that trading was normally bleak in the Spring Festival month, as some investors preferred to cash in profits before going back to hometowns for family gatherings and some were cautious before the release of new economic data after the holiday.The Spring Festival fell in January last year. The daily average stock turnover was down 3.38 billion yuan to 65.4 billion yuan in January 2009 compared with December 2008, according to the PBOC.The benchmark Shanghai Composite Index edged up 110.58 points from Feb. 1 to 3,051.94 points on Feb. 26 this year, the last trading day in the month, the central bank said in a financial market report released Thursday on its official website.China's financial market kept its smooth run in January and February, said the PBOC.The Shanghai Composite Index gained 1.23 percent, or 38.32 points, to end at 3,147.42 points Thursday. The turnover at the Shanghai Stock Exchange was 154 billion yuan, showing investors' heartened confidence in economic recovery.Thursday's official figures revealed that the Purchasing Managers' Index (PMI) for China's manufacturing sector stood at 55.1 percent in March, up 3.1 percentage points from February, the 13th straight month that the index was above 50 percent.

  

BEIJING, June 8 -- South China's Guangdong province has taken the lead in the country by introducing a new accumulating points system to grant urban hukou, or household registration, to migrant workers.The province plans to attract 1.8 million migrant workers to become urban residents via the points accumulation system before the end of 2012, according to Lin Wangping, deputy director-general of the Guangdong provincial bureau of human resources and social security."In addition to helping speed up the province's urban construction, the accumulating points system aims to let more migrant workers share in the province's economic growth achievements together with urban residents and help build a harmonious society," Lin said at a press conference on Monday."Guangdong encourages more farmer-workers to settle down in cities and become urban residents in the upcoming years," she said.Guangdong aims to achieve an urbanization target of 67.5 percent by the end of 2012.And mass events and social conflicts will be avoided or reduced in the years ahead when the province's large number of farmers-turned workers can enjoy the same social treatment as their urban counterparts, she said.Currently, farmers and migrant workers cannot enjoy the same treatment as their urban counterparts in employment, education, medical treatment, social security and related fields in the society.
