WASHINGTON (AP) — Postmaster General Louis DeJoy told lawmakers Monday that he has warned allies of President Donald Trump that the president’s repeated attacks on mail-in ballots are “not helpful,” but denied that recent changes at the Postal Service are linked to the November elections.“I am not engaged in sabotaging the election,” DeJoy said, adding that, like Trump, he personally plans to vote by mail.The House hearing quickly became a debate over mail delivery disruptions being reported nationwide. I did however suspend these practices, to remove any misperceptions about our commitment to delivering the nation’s election mail,” DeJoy stated in his opening remarks.During questioning, DeJoy clarified that his changes were intended to get the trucks to run on time, as a fundamental change needed for the whole process to be more efficient.“If the trucks don’t run on time, the mail carriers can’t leave on time,” DeJoy said, defending the change, explaining that late trucks lead to overtime and late night deliveries.A story from NewsChannel 5 found that this policy change is leading to empty mail trucks leaving without its intended cargo in order to leave on time.A heated exchange happened during Monday’s hearing, when Representative Stephen Lynch asked DeJoy if he would put mail sorting machines back, reportedly removed earlier this summer, before the election.“Will you put the machines back?” Representative Lynch pressed multiple times, reaching a shouting level.“No, I will not,” DeJoy repeatedly answered.DeJoy has argued the machines were planned to be removed as part of a transition to more package-handling equipment since the post office is handling fewer letters.A little later, during questioning from Representative Ro Khanna, DeJoy seemed to indicate he may put the machines back. Rep. Khanna asked how much money it would take to put the machines back, if the appearance of doing so helped Americans feel confident about voting and sending mail. He asked if it would take a billion dollars.DeJoy responded that Congress “couldn’t get the money,” referencing stalled efforts to pass bipartisan legislation, and the history of not funding the postal service.However, when pressed by Rep. Khanna, DeJoy responded, “Get me a billion (dollars) and I’ll put the machines in.”During the questioning, DeJoy stated he was “surprised by the lack of attention paid to the postal service in the last decade,” referencing comments from a handful of representatives that the postal service has struggled financially for years.The Postmaster General says the postal service is funded through late 2021 without new funding approved by Congress.The House Oversight Committee held a hearing on Monday on operational changes at the Postal Service that have resulted in mail delays across the country, as well as to look into concerns about the process DeJoy became the postmaster general.DeJoy testified before a Senate committee on Friday, answering similar questions.Acknowledging an expected surge in mail-in ballots because of the coronavirus pandemic, DeJoy said Monday voters should request mail-in ballots at least 15 days before the Nov. 3 election to ensure they have enough time to receive their ballot, complete it and mail it back to elections officials on time.The House approved legislation Saturday to reverse the changes and send billion to shore up the agency ahead of the election.In a statement Sunday, the Postal Service said it greatly appreciates House efforts to assist the agency, but remains concerned that some of the bill’s requirements, “while well meaning, will constrain the ability of the Postal Service to make operational changes that will improve efficiency, reduce costs and ultimately improve service to the American people.″ 4411

(KGTV) -- A man who detained two juveniles before taking their skateboards while posing as a sheriff’s deputy was sentenced Monday.  Abraham Joseph Nava, 24, was sentenced to three years of formal probation after pleading guilty in July to felony false imprisonment.In a separate case, Nava also admitted to calling in a false report of a bomb threat. Nava was given credit for 149 days in custody.RELATED: Guilty plea from man who posed as deputy, detained juveniles  He will have to comply with counseling conditions as required by the probation department, including a forensic examination to help determine what course of treatment to take, said Deputy District Attorney Peter Estes.Nava was arrested on June 14, several days after the sheriff’s department was contacted about a suspect claiming to be an undercover deputy.During interviews with several employees in the Main Street area of Vista, investigators learned that the suspect passed out fake business cards and was interacting with juveniles.Investigators also learned that the two juveniles were detained and had their skateboards taken. After identifying Nava as the suspect, investigators obtained a warrant to search his home where they discovered several pieces of San Diego County Sheriff’s Department uniform items, including badges.A box of fraudulent business cards was also found. (KGTV) -- Authorities are asking for the public’s help searching for the suspects they say stole ,000 worth of coins and silver from an antique coin shop.Deputies say the burglary happened at the California Numismatic Funding at 9:50 p.m. on April 21.According to deputies, the five suspects broke in through the back door and used crowbars to get through a security gate.RELATED: Four teenagers beaten, stabbed during City Heights robberyThe suspects were able to get away with antique coins and silver valued at roughly ,000.Surveillance video shows the suspects arriving in two separate vehicles before breaking into the back of the business.One of the suspects kept watch while the others burglarized the coin shop.Anyone with information is asked to call the Vista Sheriff’s Station at 760-940-4551 or Crime Stoppers at 888-580-8477. WASHINGTON (AP) — For decades, there were tales from fishermen and tourists, even lots of photos, of a mysterious killer whale that just didn't look like all the others, but scientists had never seen one.Now they have.An international team of researchers says they found a couple dozen of these distinctly different orcas roaming in the oceans off southern Chile in January. Scientists are waiting for DNA tests from a tissue sample but think it may be a distinct species.The National Oceanic and Atmospheric Administration felt confident enough to trumpet the discovery of the long rumored killer whale on Thursday. Some outside experts were more cautious, acknowledging the whales are different, but saying they'd wait for the test results to answer the species question."This is the most different looking killer whale I've ever seen," said Robert Pitman, a NOAA marine ecologist in San Diego. He was part of the team that spotted the orcas off Cape Horn at the tip of South America.How different? The whale's signature large white eye patch is tiny on these new guys, barely noticeable. Their heads are a bit more rounded and less sleek than normal killer whales and their dorsal fins are narrower and pointed.They likely mostly eat fish, not marine mammals like seals, as other killer whales do, Pitman said. Fishermen have complained about how good they are at poaching off fishing lines, snatching 200-pound fish away.Pitman said they are so different they probably can't breed with other killer whales and are likely a new species. At 20 to 25 feet long (6 to 7.5 meters), they are slightly smaller than most killer whales. In the Southern Hemisphere, killer whales are considered all one species, classified in types A through C. This one is called type D or subantarctic killer whales.Michael McGowen, marine mammal curator at the Smithsonian, said calling it a new species without genetic data may be premature. Still, he said, "I think it's pretty remarkable that there are still many things out there in the ocean like a huge killer whale that we don't know about."Scientists have heard about these distinctive whales ever since a mass stranding in New Zealand in 1955. Scientists initially thought it could be one family of killer whales that had a specific mutation, but the January discovery and all the photos in between point to a different type, Pitman said.He said they are hard to find because they live far south and away from shore, unlike most killer whales."The type D killer whale lives in the most inhospitable waters on the planet. It's a good place to hide."Pitman got interested in this mysterious killer whale when he was shown a photograph in 2005. When he and others decided to go find them, they followed the advice and directions of South American fishermen, who had seen the whales poaching their fish.After weeks of waiting, about 25 of the whales came up to the scientist's boat, looking like they expected to be fed. Equipment problems prevented the scientists from recording enough of the whale songs, but they used a crossbow to get a tissue sample. Pitman said the whales are so big and their skin so tough that it didn't hurt them, saying the arrow "is like a soda straw bouncing off a truck tire."Pitman said he'll never forget Jan. 21 when he finally saw his first and then a bunch of the type D orcas."For 14 years I was looking for these guys.
