SAN DIEGO (KGTV) - An elderly woman died while she was with her family waiting to cross the border into San Diego Sunday afternoon, according to our reporting partner Televisa.Televisa reported it is unknown why the woman, who was in her late 80s, passed away.This comes as people on both sides of the border expressed frustration at incredibly long wait times."It's unfortunate because I think the policies that CBP puts in place, protocols, punish border crossers," Pedro Rios said. He said it took four hours to cross in Otay Mesa on Saturday.New protocols went into effect on Friday due to the pandemic. Customs and Border Protection planned on slowing down traffic, closing lanes and adding secondary inspections, aimed at delaying those traveling for non-essential reasons.In addition to San Diego, Tucson, Arizona, El Paso, and Laredo Texas have similar protocols in place.One woman waiting to cross into San Ysidro told Televisa, "Yes it is difficult, but no one wants to be here in Tijuana."Another woman said they were heading to the U.S. to visit friends and go to the beach. When Televisa asked if they thought that was essential travel, they replied in Spanish, "Yes, because we're tired and angry. If you're following the regulations, staying away from people, have your mask and disinfectant ... if you're following the protocol, you can."The restrictions on non-essential travel do not apply to anyone crossing the border for work, school, or medical treatment.The restrictions are set to continue through September 21.ABC 10News reached out to CBP for comment and will update this story when they respond. 1630

SAN DIEGO (KGTV) - Adam Shacknai testified Monday in the wrongful death civil lawsuit filed by the family of Rebecca Zahau, whose body was found hanging at the Spreckels Mansion in Coronado.The San Diego County Medical Examiner’s office ruled Zahau’s death was a suicide. Zahau’s family believes she was murdered at the home on 1043 Ocean Blvd.Adam Shacknai, the brother of Zahau’s boyfriend Jonah, told investigators he removed Zahau’s body from the balcony about 6:45 a.m. the morning of July 13, 2011.In testimony, Shacknai said he called 911.Investigators found her body on the ground, her hands and feet bound with red rope. SAN DIEGO (KGTV) – A year-long construction project to improve State Route 163 hit a milestone Tuesday morning with the completion of work on Friars and Frazee Roads.Crews arrived early in the morning, finishing up last minute preps before the big reveal. One noticeably new addition are signal lights put in place to help regulate the flow of traffic.The city also made improvements, like adding lanes on Friars Road. There are four lanes going east and four lanes going west. Changes to the on and off ramps from the 163 onto Friars Road may reduce the confusion and congestion caused by the old traffic pattern. Crews also added sidewalks and clearly-marked bike lanes. “We can separate and have a path for all modes of traffic including foot and bike traffic. So, it will be safer for everyone using Friars Road. SAN DIEGO (KGTV) - A woman was arrested Thursday on suspicion of running over and killing a man she had been arguing with at a Kearny Mesa parking lot. San Diego police said 33-year-old Latisha Ingram and an unidentified 25-year-old man were arguing in a parking lot in the 4600 block of Convoy Street at around 11:30 p.m. Thursday when the altercation escalated. Kiana Smith was in the middle of her shift at Rakiraki ramen restaurant when she heard the noise outside. Ingram was belligerent, Smith said, adding she had been turned away by a bartender at O’Brien’s. "She turned her down because she was way too drunk, then she made her way this way, and a server saw her before I did, saying she was way too drunk, she couldn't even walk." Smith told 10News the male victim, who had been waiting on a table with his girlfriend, was trying to stop Ingram from driving. "It looked like she was trying to get in her car, but she was obviously way too drunk to drive, so the guy was trying to stop her from driving,” said Smith. According to police, Ingram then drove away while the man was holding onto her car. Police said Ingram drove out of the parking lot and turned southbound onto Convoy Street when the man let go and was allegedly run over. "He ended up on the hood, and she made the right turn, and he completely flew off," said Smith.The man was rushed to the hospital, where he died from his injuries, police said. 10News learned Ingram returned to the area about 30 minutes later and was arrested without incident. Ingram was booked on suspicion of felony hit-and-run and felony DUI. 10News learned she has a prior DUI charge from 2011. Smith said returning to work Friday was tough. 1702
