Allen was also arrested after specialists conducted interviews with the children. He is being held on .5 million bail.The home was described by reporters as messy with scuffed walls and animal feces in the bathroom. The children slept on cots in the bedroom because they were close, Rogers said.Child protection officials made one prior visit to the home, Rogers said. Aleida Quartman, 23, said she was a co-worker at a heart device monitoring company.Quartman said Rogers’ messy house was just life with children, cats, a dog and a fish. ESCONDIDO, Calif. (KGTV) -- The man accused of hitting and killing an Escondido bicyclist appeared in court Wednesday on unrelated charges. Jamison Connor, 41, pleaded not guilty at his arraignment. The charges were unrelated to the deadly hit-and-run and were instead a result of parole violations in which Connor was found with a bag of methamphetamine and a loaded gun during a traffic stop. Also in the truck at the time of the stop was Connor's young son, prosecutors say. The District Attorney's office went into detail outside the courtroom about the arrest. "During their investigation, police noted several signs and symptoms the defendant was under the effect of controlled substances and alcohol," said Assistant DA Chris Campbell. "When they took the defendant out, law enforcement searched the truck. They found a bag of meth in passenger side door and loaded 25 caliber firearm in glove compartment."After his arrest, police announced Connor as the suspect in a hit-and-run crash that killed 36-year-old Kevin Lentz. (KGTV) - California's nearly 3-year-old ban on single-use plastic bags may be having an unintended impact: a spike in shoplifting.In late June at Major Market in Escondido - just before closing time - two women are recorded sauntering down the liquor aisle, before they begin stuffing their bags. "They're putting in our high-end champagne. About a bottle," said night manager John Kuper.By the time they're done, they collect seven bottles of champagne and one bottle of vodka."They didn't establish eye contact when I said goodbye to them. Their purses looked awfully full," said Kuper.Kuper says when he later looked at the video, he saw them walk out without paying. "Makes me sick to my stomach. That's your profit coming out of the registers there ... We believe the same women may have come in a month before and stolen champagne," says Kuper.Kuper's market is not the only one feeling the pain, as these scenes become more and more common. The Neighborhood Market Association estimates shoplifting losses at local groceries has climbed from 25% to 30% since the ban became law in 2016. Kuper says with so many customers now bringing in their own bags, spotting shoplifters is a big challenge."If they walk out with their own bags, we can't check every bag," said Kuper.Hiring extra security at the door is pricey and risks alienating customers. ENSENADA, Mexico (KGTV) — A San Diego dirt bike racer is recovering tonight in Mexico after a bizarre mid-race crash with a mystery SUV.On Saturday morning, about 60 miles southeast of Ensenada, 29-year-old Josear Carrasco was racing a course he knew well. On this day, he would not finish."Just devastated. It's really hard. He's my everything, so it's hard to see him like this," said his wife, Kylie.Kylie was in a truck along the course when she got the news. Josear was in second place, nearly done with his 100-mile stretch and about to turn his bike over to a teammate. That's when he says he collided with an SUV that had driven onto the course, headed toward him. "He tried to veer off to the right ... the car veered off in same direction. Then, a head-on collision. He doesn't remember anything after that," said Kylie.Josear was discovered by spectators and a teammate, with car parts scattered nearby."Something exploded. When they found him, his gear was just melted off," said Kylie.Josear suffered second-degree burns up and down the left side of his body and broken bones in his arms, legs, shoulder and shin. He also suffered a ruptured intestine, but he was alive."Once I saw him breathing, my heart dropped ... because that's all that matters," said Kylie.Josear has already undergone several surgeries at a hospital in Ensenada. His family trying to raise money for a medical transport back to San Diego, while Mexican authorities hunt for the hit-and-run driver. ERIE, Colo. — A woman says the man she met online and dated for a month-and-a-half robbed her of thousands of dollars worth of valuables, tried to pawn them for cash, and then disappeared. Police have now issued a warrant for his arrest.“I let him into my world completely and I was completely betrayed,” Michelle Cohagan said.She met Joshua Law on the site Plenty of Fish. They dated for a few weeks and became close, with Law spending a lot of time at her Erie home. One night, Cohagan noticed that two of her digital cameras and her roommate’s GoPro camera went missing. A few days later, Law disappeared.“I haven’t seen or heard from him,” she said.Law originally told her he had plans to close on a house nearby. Then he claimed he had to fly across the country for a family emergency. The realtor of the home was the one to tell Cohagan that Law wasn’t actually buying the home. That’s when she noticed even more things were gone.“My grandmother’s wedding ring, a mother’s ring, pearls my father had given me,” she said.“She had about ,500 worth of items between her and her roommate that had been stolen,” Erie Police Department Commander Michael Haefele said.Now Erie PD are involved. They’ve been able to track Law and the missing items to multiple local pawn shops.“We were able to get a signed arrest warrant for the suspect in the case,” Haefele said.“He had been taking and pawning my things since pretty much two weeks in,” Cohagan added. “I think he’s a sociopath. I think he’s a con artist.”She said that she’s spoken to at least two other women who say they dated Law. The stories of falling in love and being ripped off were similar.Police do not know where Law is at the moment. The warrant for his arrest is out, and local towns and law enforcement agencies are aware. Meanwhile, they have been able to locate some of Cohagan’s things including her cameras, expensive purses, and a watch.
