BEIJING, Feb. 20 (Xinhua) -- China Saturday issued a regulation on the implementation of the Audit Law, which required close audit to government-funded projects, to make sure financial funds were properly used.The regulation, issued by the State Council, or China's Cabinet, asked auditing offices to conduct follow-up audit to organizations or projects, which were funded or partly funded by government.The regulation was revised and passed at an executive meeting of the State Council on Feb. 2 and will become effective on May 1 this year.Under the regulation, audit authorities are entitled to launch special investigation into government departments or organizations on budget management or the management and utilization of state assets.To ensure accurate and impartial auditing, the regulation provides that organizations are entitled to apply for government adjudication, administrative review or lodge a lawsuit if they disagree with the audit results.The current Audit Law was amended and passed in February 2006 by the Standing Committee of the Tenth National People's Congress.

ADDIS ABABA, Jan. 12 (Xinhua) -- China will lose no time in implementing the "eight new measures" to strengthen China-Africa cooperation in the next three years, said China's Minister of Commerce Chen Deming on Tuesday. The fourth ministerial meeting of the Forum on China-Africa Cooperation was held in the Egyptian resort of Sharm el-Sheikh on Nov. 8-9. At the meeting, Chinese Premier Wen Jiabao announced eight new measures the Chinese government will take to strengthen China-Africa cooperation in the next three years.     The success of the Sharm el-Sheikh meeting has opened a new page for China-Africa cooperation, Chen said during his talks with Erastus Mwencha, deputy chairperson of the Commission of the African Union (AU).     China will focus on improving African people's well-being, strengthening Africa's agriculture and infrastructure and expanding cooperation in human resources development, he said.     China will support Africa to increase its capacity for independent development, and join hands with Africa in tackling such challenges as the global financial crisis and climate change, in a bid to promote China-Africa friendly cooperation and Africa's economic and social development, said the Chinese minister.     Chen appreciated the AU's efforts to further Africa's integration process and develop China-Africa cooperation, saying China will continue to strengthen all-round cooperation with the AU, and support the AU to play a bigger role in regional and international affairs.     For his part, Mwencha said Africa and China respect each other and treat each other on an equal footing, adding that bilateral ties have stood the test of the time.     He believed the Sharm el-Sheikh meeting will further promote the development of cooperation between Africa and China.     China's eight new measures to enhance cooperation with Africa are consistent to Africa's practical needs, said the AU official.     Mwencha said the AU Commission is willing to play a bigger role in implementing the eight new measures and enhance dialogue between Africa and China.     Chen arrived here on Monday for a working visit, which will also take him to Mozambique and Tanzania.

CANBERRA, Feb. 6 (Xinhua) -- Queensland mining magnate Clive Palmer said Saturday his company has secured Australia's largest coal export deal with China.The Resourcehouse chairman said the company had reached a 20-year agreement with one of China's largest power companies, China Power International Development, the flagship company of China Power Investment Corporation (CPI)."This deal with CPI is Australia's biggest ever export contract," Palmer said in a statement."This is Australia's largest single, non-syndicated, finance deal and the interest from China highlights the strength of the project and the benefits for Queensland and Australia in developing a new world class coal region such as the Galilee Basin," he told reporters."There will be four underground mines and two open cut mines," he said.Meanwhile, Queensland Premier Anna Bligh said there was some environmental red tape to negotiate before the project was approved but she did not expect any last-minute problems."It is world demand which is making it a commercial opportunity," Bligh said.More than 100 million additional tons of coal could be exported every year from Queensland because of new projects under consideration by the state government.

Through years of development, the Internet has been closely connected with people, bringing both convenience and threats. The threats include Internet-based crimes and pornography.It is common practice for countries, including the United States, to take necessary measures to administer the Internet according to their own laws and regulations.The Internet is also restricted in the United States when it comes to information concerning terrorism, porn, racial discrimination and other threats to society.Shortly after the Sept. 11, 2001 terrorist attacks, the U.S. Congress approved the Patriot Act to grant its security agencies the right to search telephone and e-mail communications in the name of anti-terrorism. The move aroused a great deal of controversy far and wide.U.S. authorities have also taken measures, such as installing supervision software and imposing grave punishments, to curb Internet child porn, a serious crime in the country.The United States often gossips about other countries' policies on administering the Internet, but at the same time it takes similar measures to minimize the spread of illegal information.
