CHULA VISTA, Calif. (KGTV) - The San Diego County Office of Education appointed a fiscal advisor with power to stay and rescind any financial decision made by the troubled Sweetwater Union High School District, the SDCOE said Friday.The SDCOE named the advisor, Dr. Mark Skvarna, to serve as the “eyes and ears” of county education officials inside the district, SDCOD spokesperson Music Watson told 10News. Dr. Skvarna will exercise authority to control any action by the Sweetwater board that’s inconsistent with the district’s ability to meet its financial obligations, wrote SDCOE Assistant Superintendent of Business Services Michael Simonson."What that means is that our fiscal advisor and the county superintendent of schools have authority to review board agenda items with a fiscal impact, comment on them and in extreme events rescind any action taken by the board that we believe is not in their best financial interest," said Simonson.SUHSD’s finances have been under the microscope since a million dollar budget shortfall for the 2018-2019 school year was announced. District officials previously said the shortage was due to expenses from staff raises, including costs of substitute teachers and an unexpected million expense for utilities. This is an adult problem that we are trying to resolve to the best of all of our abilities the kids should not feel anything," Simonson said. CHULA VISTA, Calif. (KGTV) -- Faith leaders and business owners in Chula Vista attended a training Monday night to learn how to plan and prepare for an active shooter threat. Chula Vista police lieutenant, Dan Peak, tells 10News the department received several calls after the Poway Synagogue shooting, asking officers how they could stay safe in the event of an active shooter at their place of worship or business. Chula Vista Police Sergeant, Mike Varga, provided the training for the community. Varga's presentation included a history of active shooters, red flags to look out for, and what to do if you find yourself in an active shooter situation. His advice in that situation is to run, hide or fight. During the presentation, Varga played a 9-minute video detailing exactly what one can do to survive a shooting. Varga also told the audience to listen to their intuition, meaning if someone is displaying red flags, alert the police and let investigators decide whether or not there is a threat. CHULA VISTA, Calif. (KGTV) — A growing turf war over a fee at the San Diego International Airport is threatening to delay the massive project to revitalize Chula Vista's bayfront about 15 miles south.The Port of San Diego is already clearing land to make way for a new resort and convention center. RIDA Development has already been selected to build both. The issue now is how to pay for the 1,600 space parking garage next door. The Port imposed a .50 cent fee on rental cars at the airport to help finance the million garage, which a spokeswoman says is authorized in The Port Act. RELATED: Chula Vista bayfront project: Soil transportation underway"This fee is a tried-and-true method for financing a parking facility that has worked great in San Diego already. It is a previously Board-adopted and legislatively-created funding that is explicitly authorized in Port Act Section 57.5," said Port Spokeswoman Tanya Castaneda.But the Airport Authority says it has the power to impose the fees at its facility. The Authority joined a lawsuit by Hertz and Enterprise challenging the fees - leading to concerns of delays."It would have been nice before this fee was levied for someone to reach out to us," said April Boling, the Airport Authority's chair. (KGTV) -- The Sweetwater Union High School District said Tuesday that it decided to end the employment agreement of Dr. Karen Janney, the district’s superintendent.Janney had been under pressure to step down following a multi-million dollar budget shortfall that prompted an investigation into possible misappropriation of funds.In June of 2020, the board voted 4-1 to place Janney on paid administrative leave.Tuesday afternoon, a district spokesperson wrote to ABC10 News that a new vote happened in a board meeting on Monday night. Video posted by the district only refers to the termination of an employee. Tuesday, the district spokesperson sent ABC10 News the following statement: "The Sweetwater Union High School District Board of Trustees provided Dr. Janney a 90-day notice to end her employment agreement, pursuant to Article 17b of that agreement. On behalf of the entire Sweetwater community, we want to thank Dr. Janney for her many years of service and dedication to the district, its board, and our students."Janney took over as superintendent of the district in 2015. Three years later, the district reported a million budget deficit.Also in June, a report from California’s Fiscal Crisis and Management Assistance Team reported that there was enough evidence that fraud or misappropriation of funds may have occurred within the district.
