SAN YSIDRO, Calif. (KGTV) - Customs and Border Protection officials tweeted thermal camera video Friday of men climbing the U.S.-Mexico border fence and damaging the concertina wire.The video was recorded by U.S. Border Patrol cameras placed near Border Field State Park in Imperial Beach, opposite from where migrants have been gathering as more members of the Central American caravan arrive in Tijuana.There was no word on whether the incident captured on video led to an arrest.The Department of Defense confirmed with 10News that military troops are at Ream Field in Imperial Beach to assist in Border enforcement. The Special Purpose Marine Air Ground Task Force members here, consist of 400 Marines out of Camp Pendelton, as well as an Army Military Police Battalion. The Marines will be unarmed, focusing primarily on logistical support. SAN YSIDRO (KGTV) -- Local businesses are feeling a one-two punch after the border closure for non-essential travel was extended during the coronavirus pandemic.The owner of El Rincon Restaurant in San Ysidro said the extension is devastating for business."I just found out a couple hours ago that they were going to do this, I had absolutely no clue," Owner Edgar Alaniz said. He was looking forward to the reopening of the border planned for June 22, now pushed back for a third time to July 21.Alaniz said he didn't want to be mad because all of this is to protect our health and safety but it's extremely difficult for businesses to survive after being closed for three months. Alaniz said about 75-80% of their customers come from Mexico. Currently, the business is only seeing about 20% of those customers. "That's what happens when the border is closed for three months, people find different ways and for a restaurant like me, they find a different restaurant," he said.He hopes when the border reopens to welcome them back.Alaniz said they closed the restaurant March 15, and continued with take-out service. Just last week they reopened for dine-in service with protective procedures, like masks and extra cleaning, in place.Alaniz hopes to see more of his neighbors reopening as well, saying he only knows of one other locally owned restaurant in San Ysidro reopening so far.He is confident we will all get through this, "we move forward with strength and a bright vision, that's what it is and that's what it will always be about."The news comes as the U.S., Canada, and Mexico agreed to extend their agreement to keep their borders closed to non-essential travel through July 21 during the coronavirus pandemic."This is an important decision that will keep people in both of our countries safe,” Canadian Prime Minister Justin Trudeau said Tuesday. 1870

(KGTV) - Over 70 migrants from the central American caravan are now in CPB custody, making their cases for asylum, according to attorneys working with them in Tijuana. The attorneys say 49 people were taken into custody on Wednesday, starting the process that could last months. Ultimately, it will be up to an immigration judge to decide if their claims are legitimate.  There are three different groups seeking asylum. SANTA CRUZ COUNTY, Calif. -- With wildfires burning across the West Coast and coronavirus concerns impacting communities, emergency evacuation shelters in California are facing crisis and chaos.In Santa Cruz County, leaders say local fires have displaced about one in every five residents.That includes Anthony Koppe, who lost his house in Boulder Creek during the CZU fire.“I don’t want to dwell on it too much. you know,” he said. “It’s happened and we got to move on.”Koppe and many others from California’s Central Coast are now seeking help at a local recovery resource center where new safety measures have been added to combat COVID-19.“If somebody has something, instead of passing it on, you can catch it at the door,” he said.Just to get in those doors, people have to pass a pretty strict health screening, like filling out an extensive questionnaire and getting your temperature taken with a new touchless thermometer.“It’s impacted everything,” Rosemary Anderson, emergency services manager for the County of Santa Cruz, said about how COVID-19 has changed how emergency evacuations shelters are operating.Gone are the days of hundreds of cots stuffed in an auditorium. Now, places like Kaiser Permanente Arena, which normally holds 25,000 people, has a maximum capacity of 68.“Everything was measured out so each of the tables and the resources are all 6 feet apart and people can interact from a distance where its COVID safe,” Anderson said.COVID-19 concerns have also impacted other disaster relief organizations.“Where we’d normally have 500 people in a gym, now we’re only doing about 50,” said Tony Briggs of the American Red Cross.Briggs says the coronavirus has forced his teams to change how they help people cope with disaster during this pandemic.“Now, with COVID, we can do all the listening, but you can’t do the contact,” he said. “And for some people, that hug is a really, really big deal.”Even with the added attention to detail, leaders in Santa Cruz are expecting coronavirus transmission rates to increase because more people are coming in contact at these resource centers.“If something is wrong with somebody, I definitely don’t want to catch it or my lady or my son,” Koppe said.While people like Koppe may have lost their homes, these new safety measures haven’t let them lose hope“It definitely gives me peace of mind,” he said. 2375

SAN FRANCISCO (KGTV) -- A boy who became well known after a photo of him hugging a police officer was widely shared on social media is feared dead along with his family after their SUV fell over a cliff, according to the Associated Press.Authorities say 15-year-old Devonte Hart is feared dead after the family’s vehicle fell 100 feet over a cliff along Highway 1 near County Road 430.Tha California Highway Patrol said 19-year-old Markis Hart, 14-year-old Jeremiah Hart and 14-year-old Abigail Hart died along with their parents, Jennifer and Sarah Hart. "We have every indication to believe that all six children were in there," Mendocino County Sheriff Tom Allmon said. "We know that an entire family vanished and perished during this tragedy."The California Highway Patrol hasn’t determined why the vehicle went over the cliff into the ocean.Devonte gained fame after a photo of him hugging a police officer went viral. In the photo (pictured below) a Portland officer reportedly saw him holding a “free hugs” sign and crying.
