Ltd (formerly known as Zhangzhuang coalmine) in Xintai City, about 150 kilometers south of Jinan, Shandong's capital.A total of 756 miners were working underground at the time of the flooding and 584 managed to escape after the accident, Xu Qinyu, general manager of the company said on Saturday morning.Downpours hit the area Friday with a precipitation of 205 millimeters, triggering flash flood and a 50-meter breach of a levee of the Wen river in the region.Floodwater from the Wen river swamped the coal mine via an old shaft. A 100-millimeter rainfall Saturday night worsened the flooding situation. The rain ended around 7 a.m. Saturday.By 8:50 a.m., the working places under the mine have been all inundated, according to the rescue headquarters.Wang Ziqi, director of the Shandong coal mine safety administration, said the trapped miners had only slim chances of survival.Most of the trapped people were from rural areas in Tai'an City and surrounding areas, said Wang Junmin, vice governor of Shandong.About 2,000 Chinese People's Liberation Army troops, armed police and miners have closed up a 30-meter section of the breached levee of the Wen river by midday Saturday.The closure of the breach is crucial to the rescue efforts and it will stop water from continuing to flow into the mine, according to rescuers.In a separate accident in Xintai, nine people were trapped in the Minggong coal mine after it flooded because of the rainstorms.Ninety-five people were working underground when the accident happened. Eight-six have been lifted alive. Rescue work is underway.Li Yizhong, director of the Administration of Work Safety and Zhao Tiechui, director of the State Administration of Coal Mine Safety, have rushed to the site to oversee rescue efforts.The work safety watchdog issued on Saturday an emergency notice urging coal mines to draw lessons from the Huayuan mine accident and immediately take preventive measures against rainstorm-triggered floods.Huayuan Mining Co. BEIJING - China's food watchdog issued an emergency circular on Wednesday to ensure food safety in the face of severe winter weather that has blocked transport and endangered supplies in much of central, eastern and southern China.The State Food and Drug Administration (SFDA) ordered all the local food and drug bureaus to tighten inspections of food production and sale facilities so as to prevent inferior or fake food from entering the market.The snow, the heaviest in decades in many places, has been falling in China's east, central and southern regions since January 10, causing building collapses, power blackouts, highway closures and crop destruction.The SFDA ordered all local bureaus to maintain food market order and to prosecute law violations, noting supplies of some foods was already tight.The extreme weather in the past two weeks hit as Chinese travelers began one of the world's biggest annual mass migrations for the Chinese Lunar New Year, or the Spring Festival, the most important festival for Chinese family gatherings.The SFDA also ordered local bureaus to promptly report and tackle emergencies and prevent mass incidents of food poisoning.

BEIJING - China's top legislature on Sunday started to read draft amendment to the Law on Lawyer which aims to make lawyers easier to meet criminal suspects, obtain evidences, improve their moral standards and allow them to open individual law firms. The draft amendment to the Law on Lawyer was on Sunday submitted to the six-day 28th session of the Standing Committee of the National People's Congress (NPC), or China's top legislature, for the first reading.

  

The national urban and township unemployment rate was reduced to 4 percent last year, thanks to the creation of more than 12 million jobs and despite more people entering the workforce, a top labor official said yesterday.The number of jobs created exceeded the target of 9 million set at the beginning of last year, Zhai Yanli, vice-minister of Labor and Social Security, said at a press conference.Zhai said that by the end of the year, 99.9 percent of the country's 869,000 former "zero employment" families had succeeded in finding work for at least one member.Last year saw the total urban and township unemployment rate fall by 0.1 percentage points for the third year in a row.During the period of economic restructuring in the late 1990s, the rate rose to a high of 6 percent.Zhai attributed the decline to the country's economic growth and measures to stabilize employment. He said the rate will be held within 4.5 percent this year.Every year for the past decade, China has posted double-digit GDP growth. Between 1978 and 2006, the number of urban and township jobs rose from 95.14 million to 283.1 million.But the country continues to face employment pressure, with 10 million people entering the workforce every year between now and 2010, according to official figures.At the same time, the move away from labor-intensive industries in line with efforts to upgrade the economy and improve productivity will also mean fewer jobs being created in those industries, Chen Liangwen, an economics researcher at Peking University, said.Research by the Chinese Academy of Social Sciences has suggested the government look to create more jobs in the country's tertiary, or service, industries.While these already account for about 39 percent of the country's total jobs, the ratio in many developed countries is between 50 and 60 percent.Zhai also said the ministry is mulling over a new salary regulation, to guarantee steady pay rises."The regulation has been drafted and is now soliciting advice. It will be submitted to the State Council for deliberation after certain legislative procedures," he said.Labor experts have said the new regulation, together with the newly implemented Labor Contract Law, have helped China enter a new era of employer-employee relations by offering more protection for workers.Wen Yueran, an expert in labor relations from Beijing's Renmin University of China, said low salaries were a major factor in accelerating China's economic growth over the past two decades.The country's total wage payments fell to 41.4 percent of GDP in 2005, compared with 53.4 percent in 1990, according to figures from the National Bureau of Statistics.Workers will need some hefty pay rises if China is to increase its wages-to-GDP ratio to the 55 percent level of most developed countries, Wen told the 21 Century Business Herald.Low wages and slow pay increases have had a negative impact on society and cooled consumption, Chen said.Steady and rational pay rises will help stimulate domestic consumption, which fell to a record low of 51.1 percent of GDP in 2006, Chen said.
