OPEC is losing one of its members.The small, gas-rich state of Qatar said Monday that it will leave the oil cartel on January 1 after nearly 60 years of membership. The country's state oil company, Qatar Petroleum, made the announcement in a series of tweets."The withdrawal decision reflects Qatar's desire to focus its efforts on plans to develop and increase its natural gas production," Saad Sherida Al-Kaabi, the country's minister of state for energy affairs, was cited as saying in one of the tweets.Qatar is the world's leading exporter of liquefied natural gas, accounting for about 30% of global demand.For a year and a half, Qatar has been under an economic embargo by some of its neighbors including OPEC's de facto leader, Saudi Arabia. "But it's a disappointment for OPEC because they've been trying to attract members."OPEC has been expanding in Africa, with Congo and Equatorial Guinea joining recently. OTAY MESA (CNS) - A pedestrian died Thursday after being struck by a hit- and-run motorist near Brown Field Municipal Airport, authorities reported.The 21-year-old woman was in a crosswalk in the 8200 block of Otay Mesa Road when a westbound silver Nissan Altima struck her about 9:15 a.m., according to San Diego police.The victim, whose name was withheld pending family notification, died at the scene.Following the fatal impact, the motorist continued driving and fled the area to the west, Officer Tony Martinez said.The vehicle is described as a four-door, silver-colored Nissan Altima. One of the leading COVID-19 vaccine candidates produced virus antibodies in every patient tested in a trial conducted earlier this year, according to a report in the New England Journal of Medicine.The published results describe a successful Phase I testing for the vaccine, which is being produced by biotech company Moderna. The vaccine is currently in Phase II of testing, and Dr. Anthony Fauci said Tuesday that the vaccine would move to the third and final phase by the end of the month.According to the New England Journal of Medicine report, Phase I was conducted in 45 test subjects. Subjects were divided into three groups of 15, each of which was given different doses of the vaccine.Every subject received two shots, each administered 28 days apart.According to the New England Journal of Medicine, the vaccine "induced anti–SARS-CoV-2 immune responses in all participants."The Journal did note that half of the participants indicated they suffered from side effects that included "fatigue, chills, headache, myalgia, and pain at the injection site," most of which came after the second injection. Three of the participants who received the highest dosage of the vaccine reported at least one "severe" side effect.Fauci has said that the US is currently producing the top vaccine candidates with the hopes of distributing them when they are cleared for use by the FDA. (KGTV) — San Diego's Board of Supervisors voted to enter into an agreement with Tri-City Healthcare District to build a new psychiatric health facility in Oceanside.The county will contribute .4 million to build a 16-bed facility on a piece of vacant land at Tri-City Medical Center in Oceanside. Tri-City will operate the facility, but the county will lease the property, build the facility, and sublease the building to Tri-City.Tri-City Healthcare District closed its Behavioral Health Unit in 2018 over changes in federal regulations. Regulations required the hospital to remove all "ligature" risks from rooms, or features of rooms that patients could use to hand themselves. The hospital's "drop" ceilings also did not meet regulations. Replacing the ceilings alone would cost million.The hospital's behavioral health unit provides adult inpatient psychiatric services. The departure of those services have made filling emergency behavioral needs in North County increasingly challenging. Patients had to instead be taken to Palomar Hospital in Escondido or San Diego County Mental Health off of Rosecrans Street.Not only did it make emergency situations a longer drive for patients, but officers would be removed from their jurisdictions for 5 to 6 hours.“Getting Tri-City Health into the behavioral health business has been a top priority,” said Supervisor Jim Desmond, whose district includes the hospital. “The biggest winners are the residents of San Diego County, residents and families who count on and rely on the needed behavioral health services.”The facility could take up to three years to open. 1645
