The report, conducted by the National Low Income Housing Coalition, named the San Diego-Carlsbad metro the fifth most expensive area for housing in the state. The report found that San Diegans need to make more than an hour to be able to afford a two-bedroom apartment at a fair market value of ,068. SAN DIEGO (KGTV) -- San Diegans spend years saving up enough cash for a down payment on a home, but now the FBI says fraudsters are getting much better at stealing it.Hackers are getting into the emails of private real estate agents and escrow companies - duping would-be buyers into wiring their down payment cash to false accounts. They're also getting tipped off by celebratory Facebook photos about accepted offers, using clues like listing agent signs to get in touch with the buyers and pretend to be escrow companies - asking for payment. In all, the FBI says Americans lost nearly billion in real estate wire fraud in fiscal 2017, up 50 fold from fiscal 2016. San Diego special agent Chris Christopherson says the FBI can reverse wire transfers if contacted quickly after they happen. He said internationally they have a day or two, and domestic about a week. He said San Diegans can protect themselves by verifying payment information they get by email either in person or by phone with a trusted source. "Make sure you're not using a phone number you got from the email, be skeptical, verify it separately," he said. The FBI said another way to help protect yourself is to never to reply to emails that ask for financial information. Instead, forward them to the recipient you know, typing in their address. San Diego realtor Gary Kent was selling a duplex last year when hackers got the buyer to wire a ,000 down payment to a fraudulent account. They mimicked an email pretending to be from the escrow company."The buyer went down to the bank, said 'I need to wire the money,' and they said, this wasn't the same account number you did before," Kent said. Kent noted that the bank was able to reverse the transfer. 1804

SAN DIEGO (KGTV) - San Diego Police believe the man whose mud-covered body was found in the Tijuana River may have floated across the border into the United States, investigators said Friday. The man’s body was found Thursday in the river behind the Las Americas Premium Outlets, police said. He was partially covered in debris, water, and mud. An autopsy revealed the man had suffered traumatic injuries, but investigators did not provide details on the nature of them. “It is possible the man’s body was carried by the Tijuana River across the border into the United States, where it was discovered,” police said. The man had distinctive tattoos, which investigators hope to use to make an identification. SAN DIEGO (KGTV) - San Diego and National City Police detained three people and sought a fourth Friday at a South Bay home where a neighbor said shots were fired.The incident started Friday about 5 p.m. at Alpha and 47th streets in National City. A woman who lives near the home told 10News she heard gunfire. A 10News crew on the scene saw a man and woman leave the home with their hands raised. Police said three people were detained for questioning. Officers were searching for a fourth person in relation to the incident.There were no reports of injuries. 10News is monitoring breaking developments. 611

  

SAN DIEGO (KGTV) -- San Diego City Attorney Mara W. Elliott has heard complaints from neighbors and has filed a civil enforcement action to shut down a short-term vacation rental property in La Jolla that has been dubbed a "COVID party mansion."The complaint alleges that defendants are maintaining a public nuisance and engaging in unfair competition, including false advertising at the La Jolla Farms rental property located at 9660 Black Gold Rd. According to city officials, the rental property continues to operate in violation of state and county COVID-19 public health orders.According to a press release, Elliott is seeking civil penalties and a permanent injunction against property owners Mousa Hussain Mushkor and Zahra Ali Kasim, property manager Nital Meshkoor, and Steven S. Barbarich, who leased the property from Mushkor and subleased it as a short-term rental.City officials said the oceanfront mansion has been the subject of at least 30 calls to the San Diego Police Department. Officers have spent more than 173 hours at the property to investigate nuisance activity. Most of the incidents involved raucous parties, some of which had up to 300 attendees.Elliott said about a dozen of the party complaints came during the COVID-19 pandemic, while public health orders prohibited large gatherings.According to the press release, concerns about the property were brought to the City Attorney’s Office by San Diego police and by neighbors who reported that the situation was "becoming more pronounced as the COVID-19 pandemic progressed." “Shutting down dangerous party houses protects the public health by preventing COVID super-spreader events and other illegal behavior,” Elliott said. “It’s unfortunate that San Diego does not have short term rental regulations in place. Relief for this neighborhood would have come much sooner. Instead we must rely on time-intensive prosecutions at significant taxpayer expense.”According to the press release, gunfire was reported to police during a party in May of 2019. Officers arrived and found a large party in progress. Partygoers questioned by police admitted gunshots were fired during a fight that had occurred earlier. Police found shell casings outside the property and a neighbor found an additional casing the next day and turned it over to police. The City Attorney's Office assembled evidence from investigations by SDPD, the Code Enforcement Division of the City’s Development Services Department, the County Health & Human Services Department, and the City Fire Marshal. Elliott hopes the action makes the owners clean up the property and relieves neighbors. 2644
