SAN DIEGO (KGTV) - The pinch of the partial shutdown on federal government agencies and employees approached a squeeze Wednesday as workers prepared for their first pay period without a paycheck. Hundreds of thousands of federal employees who are furloughed or working without pay during the government shutdown are anticipating an end to the political standoff. The partial shutdown, which took effect Dec. 21, forced 420,000 workers to continue their jobs without pay. 380,000 workers were furloughed nationwide. 5,000 of the affected workers are in San Diego County, according to Rep. Scott Peters' office, which cited the Association of Federal Government Workers. Border Patrol agents enforcing the U.S.-Mexico border in San Diego County are among the affected employees. So are TSA agents, including those who kept holiday travelers safe at Lindbergh Field. However, more people may soon feel the change. Many departments and agencies are running out of carryover cash, Politico reports. Dozens of national parks and museums, including Smithsonian facilities, closed Wednesday as they ran out of money. Yosemite National Park limited entry due to problems with human waste and public safety. Visitors were told to use restrooms in nearby communities before entering the park. The Coast Guard is scaling back boating safety checks, mariner licensing, and fishing law enforcement, according to Politico. Tax filing season, which usually starts in January, may start later, and many IRS workers may be called to work without pay for filing season. The most recent pay period ended Dec. 22, with paychecks arriving Dec. 28. The next pay period ends Jan. 5, with the check due Jan. 11. There’s a possibility that check may never come. Workers may be paid retroactively but it would take an act of Congress. To make the financial picture even more grim for federal employees, President Trump issued an executive order Friday, freezing their pay for 2019. Their 2.1 percent hike was supposed to take effect this month. SAN DIEGO (KGTV) - The sticker-shock of college can be daunting, but with planning and some research there is financial aid out there for the taking.To get the process started families must fill out the Free Application for Student Aid, better known as the FAFSA.The FAFSA is roughly 156 questions and looks at a family's financial situation.Colleges nationwide use the FAFSA to determine the amount of financial aid to award to students,The form can now be filled out online but college planning expert Ron Caruthers also recommends printing a paper copy for reference because it contains more guidance.“It’s my bread and butter because so many families really make mistakes and don’t understand the process," said Caruthers. "I’ve worked for 25+ years helping families pick schools that have money, not make mistakes on the FAFSA and save a ton of money on college.”Families can start submitting FAFSA’s October 1 and the deadline is March 2.Caruthers recommends doing so by January.He says a major mistake families make is listing assets they're not required to, including their home, IRA's, and personal property.What you should list: cash, stocks and bonds that aren't in a retirement account, and equity in a rental home.“This is an area of enormous stress because, for a lot of families, next to their house this is going to be their biggest investment, and it's going to come in a very short period of time, unlike a house they can pay off over 30 years,” said Caruthers.He says it's important to be detail-oriented on the FAFSA, for example, making sure you put income in the right line. SAN DIEGO (KGTV) -- The Valley Fire has scorched more than 17,000 acres forcing families and animals out of their homes, but during all the chaos, the Children's Nature Retreat in Alpine was able to find safe homes for most of its 143 animals. It's been a tough last few days says Executive Director Agnes Barrelet, who spotted the fire and a hillside, the minute it sparked."You can't panic. You have to worry, but you have to remain cool. If you panic, your animals are going to sense it, and it's going to be worse," said Barrelet.In all, the nature retreat had to evacuate 118 of their animal which wasn't easy."We evacuated the most fragile animals first, and then the one's that may panic. I evacuated all the horses, then the mini horses mini donkeys," Barrelet says.A majority of the animals were taken by Good Samaritan's and given places to stay at various locations in East County."They were calling us and we were determining what space they had, and how much space. We also needed to know the height of the fences," Barrelet said. "That gave us an indication of who would take which animals where."It's been a tough year for the Children's Nature Retreat, as they were forced to close earlier this year due to COVID-19, and now the fires have temporarily shut them down."The fire of course forced us to close down again. If we are closed down, we have no revenues at all," Barrelet added. 1409
