SAN DIEGO (KGTV) -- The County has announced 61 sites where you can easily drop off your mail ballot ahead of the March 3 primary. According to County News Center, those who wait to drop off their ballot past Tuesday, February 25 may want to drop it off at one of the county sites before Election Day. The drop-off sites will be open during each location’s business hours from Monday, February 24 through Election Day Tuesday, March 3. “More than 1.3 million San Diego County voters have chosen the convenience of mail ballots and that number continues to rise,” said Registrar Michael Vu. “The early drop-off sites provide a great service for voters. They help with the timely return of mail ballots and decrease the high volume of voters dropping off mail ballots at polling places on Election Day.”The sites are located at 61 libraries throughout the county. Click here for a list of locations. The county warns that the sites are not for early voting, but for mail ballots only. Voters can also drop off their mail ballot or vote in person at the Registrar of Voters located at 5600 Overland Avenue. The office is open 8 a.m. through 5 p.m. Monday through Friday. On Election Day, the office will be open from 7 a.m. to 8 p.m. The office will also be open from 8 a.m. to 5 p.m. on Saturday, February 29 and Sunday, March 1. SAN DIEGO (KGTV) — The leader of a maritime smuggling ring operating in San Diego and Baja California has been arrested, according to officials.Guillermo Barba, 29, was arraigned Thursday and charged with conspiracy to bring in illegal aliens for financial gain and conspiracy to transport illegal aliens for financial gain, according to the Office Of The United States Attorney Southern District Of California.Barba is accused of being the leader of a smuggling ring based out of San Diego and Baja California, in which panga boats, pleasure crafts, and multiple load vehicles were used in maritime smuggling. Officials say the ring is believed to be responsible for at least 25 smuggling events since November 2017."In addition to undermining this nation’s border security, smuggling on the ocean is extremely dangerous for the individuals being smuggled," said U.S. Attorney Robert Brewer. "Barba’s arrest and the dismantling of this alien smuggling group is the product of outstanding federal and international law enforcement cooperation."Barba is scheduled for a detention hearing on Aug. 4.If convicted, he could face a mandatory minimum of three years in custody and up to 10 years in prison. 1208

SAN DIEGO (KGTV) -- The latest water main break Sunday in the Midway District is the latest example of San Diego’s aging water system. But the city is working to fix the issue, replacing more than 100 miles of water transmission and distribution pipes.According to city documents, since 2013, San Diego spent 8 million to repair and replace 116 miles of water transmission and distribution pipes.A total of 72 miles of those repairs were on cast iron pipes, the oldest ones in the system. The project started in 2007 and sparked a rate increase to pay for the work.RELATED: Water main break in Midway District causes flooding, shuts down roadAs older piper are replaced, the city has seen the number of water main breaks decrease. "We have more than 3,000 miles of pipeline," said department spokesperson Brent Eidson, "To do it properly, we're probably always going to be replacing pipes."Throughout the project, older pipes made from concrete or cast iron are being replaced with new PVC pipes. Edison says PVC is the industry standard. Pipes made from the material usually last between 50-75 years. The city says its water system extends more than 400 square miles and moves roughly 172 million gallons per day. Included in that area is 49 water pumping stations, 29 treated water storage facilities, three water treatment plants and more than 3,300 miles of pipelines. The city hopes to have all the cast iron distribution lines replaced by 2018-19. The goal is to have all the larger cast iron transmission mains replaced by 2023. Some of the cast iron pipes are nearly 100 years old.The following numbers were provided to 10News by the Public Utilities Department and list the number of breaks over the last six years.2012: 1022013: 952014: 742015: 632016: 852017: 81 (as of October 20)2018: 29 (as of August 5) 1841

SAN DIEGO (KGTV) -- The market may soon be looking up for San Diegans hoping to buy a home. A new report by Zillow found that many economists believe the housing market in the West will turn into a buyer’s market by 2020.According to the housing site, home-values have appreciated faster in 2018 than in 2017. That coupled with a fall in inventory means that sellers are in the driver’s seat.At least for now. Zillow says recent data suggest the balance may be starting to tilt back toward buyers. Home growth is slowing in more than half the nation’s 35 largest metros and price cuts are common.Even in San Diego, where the cost of living is well above average, 20 percent of listings saw a price cut in June.A separate report from Zillow found that the increase in home values has also slowed throughout San Diego.Three out of four economists surveyed say the national housing marked could see a shift to a buyer’s market by 2020.Those same economists say the Midwest will be the first to see the shift, beginning as early as 2019, followed by the Northeast, South and West in 2020.“For the past several years, home sellers held all the cards at the negotiating table, fielding multiple offers while buyers faced stiff competition and a fast-moving market,” said Zillow Senior Economist Aaron Terrazas.Over the next year, Zillow expects the rate of appreciation to slow to 4.7 percent in San Diego, where the median home price is 4,100.“Conditions are starting to show signs of easing up, but the effects of years of limited construction still linger. Inventory is still falling on an annual basis, and home values are growing well above their historic pace. Although these trends are starting to lose their edge, it is far too soon to call it a buyers market,” Terrazas said. 1789
