BRUSSELS, Nov. 29 (Xinhua) -- The European Union (EU) and China Monday signed an agreement aimed at enhancing cooperation in the field of disaster risk management between the two sides.European Commissioner for International Cooperation, Humanitarian Aid and Crisis Response Kristalina Georgieva and visiting Chinese State Councilor Ma Kai witnessed the signing ceremony of the agreement for a joint project totaling 9 million euros (11.7 million U.S. dollars), among which 6 millions euros (7. 8 million U.S. dollars) will come from the EU.As the first bilateral project in disaster prevention, it is aimed at strengthening China's disaster management system with the support of the EU and its member states.EU Commissioner for International Cooperation, Humanitarian Aid and Crisis Response Kristalina Georgieva (R) shakes hands with visiting Chinese State Councilor Ma Kai in Brussels, capital of Belgium, on Nov. 29, 2010. BEIJING, Nov. 23 (Xinhua) -- China aims to better protect lawyers' rights and facilitate their work through enhanced financial and policy support, according to the Ministry of Justice.The ministry also intends to intensify supervision on the work of lawyers and law firms against unsound practices, it said on Tuesday.Efforts will be made to better protect lawyers' rights to meet with their clients in police custody and facilitate their rights to review documents, conduct necessary investigations and collect evidence, the ministry said in a written interview with Xinhua Tuesday.The ministry, which has recently issued a circular on its proposal to further improve the work concerning lawyers, called for a system to guarantee funding for lawyers' work."Lawyers should be subsidized if working as legal advisors to the government or providing legal services for the public interest," the ministry said.Also, government agencies are urged to continue their financial support for those government-funded law offices in underdeveloped regions of the country and offer more funding for lawyers' training.The ministry called on courts and prosecution agencies to recruit more judges and prosecutors from outstanding lawyers and encouraged government bodies to select more qualified lawyers to work as civil servants.Meanwhile, China will improve the evaluation of lawful practices undertaken by the country's lawyers and increase supervision over the work of law offices and lawyers, according to the ministry."Judicial administration departments should conduct annual checks of law firms' work while bar associations should check lawyers' lawful practices every year," it said.It called for intensified checks for unsound practices of law firms or lawyers, including those of undermining justice in law enforcement, public order, or legal rights and interests of the masses."Lawyers who ignore or violate laws and regulations governing lawyers' practices should be dealt with seriously, including expulsion from the legal profession," the ministry said.Conditions and procedures which applicants should meet and pass before becoming certified lawyers must be strictly followed, the ministry said.According to the ministry, the number of certified lawyers and law firms in China exceeded 166,000 and 15,000, respectively, at the end of 2009.

BEIJING, Dec. 15 (Xinhua) -- China released an amended anti-corruption regulation on Wednesday in which it sets out unprecedented penalties that include imposing punishments for corrupt Party officials, even if they have left their posts or retired.The amended regulation, the latest move of the Communist Party of China(CPC) to battle corruption, was jointly implemented by the CPC Central Committee and the State Council, China's cabinet.Based on a version that took effect in 1998, the amended regulation adds more articles detailing punishments for corrupt officials. It has expanded from 17 articles to 32 articles.Those newly added articles were mainly dedicated to detail the supervisory instructions and liabilities by imbedding provisions from various other regulations in recent years. For example, previously, to punish a retired official was something that was rarely heard of in China.One of the notable changes in the past decade was the popular use of the Internet, which opened up a new channel for the public to supervise officials, said professor Wang Yukai with the Chinese Academy of Governance.The public is able to report more corruption cases through the Internet and by implementing the new regulation, and corrupt officials will have to spend a lifetime constantly 'watching their back,' analysts say.The amended regulation underlines CPC officials' responsibility in promoting transparency when exercising their power and stresses mutual supervision among officials who respectively exercise the power of decision-making, enforcement and supervision.In addition, different punishments were specified for the collective leading organizations and individual leaders in the amended version.In article 18 of the amended regulation, the public is asked to supervise CPC officials, despite no specifications being mentioned in how they might participate.Law enforcement and strengthened supervision from the public and mediaare the key to fighting corruption, professor Wang added.

BEIJING, Dec. 3 (Xinhua) -- China's Ministry of Commerce (MOC) Friday welcomed ruling from the World Trade Organization (WTO) that the European Union (EU) anti-dumping duties on Chinese screws and bolts were discriminatory and are in violation of global commerce rules.For a long time, the EU has been requiring Chinese exporters to prove they meet with the "single duty" requirements when they are responding to anti-dumping cases, bringing a heavy burden and unfair treatment to Chinese companies, said an official with the MOC.In particular the WTO ruled the EU's single duty requirements and practices are discriminatory and violated WTO rules.China urged the EU to respect the WTO ruling and rid itself of codes or practices that go against WTO rules and treat Chinese exporters fairly to ensure normal trade between China and the EU, the official said.At the beginning of 2009, the EU decided to impose anti-dumping duties of up to 87 percent for the next five years on fasteners imported from China.The WTO set up an expert panel on Oct. 23, 2009 after China initiated the WTO case on July 31, 2009, saying anti-dumping measures taken by the EU against the import of Chinese steel fasteners violated WTO trade rules.
