BEIJING, Sept. 26 (Xinhua) -- The Chinese government Sunday released a white paper on human rights in China in 2009, highlighting the role of Internet freedom and the country's efforts in safeguarding citizens' legitimate civil and political rights."The overall cause of human rights has been promoted in an all-round way," says the white paper, published by the State Council Information Office under the title "Progress in China's Human Rights in 2009."Chinese netizens' right to freedom of speech on the Internet was protected in 2009 and the Internet has become a new channel for the Chinese government to gauge public opinion, and consequently improve its governance, the report reads.It has become "common practice" for governments at all levels to consult the public via the Internet before formulating some policy, it says.It adds government agencies have set up special websites to facilitate the public's reporting of corruption and dereliction of duty among officials.In 2009, the Chinese government promulgated and implemented its first national action plan with human rights as the theme.The National Human Rights Action Plan of China (2009-2010), which applies the Constitutional principle of respecting and protecting human rights to the various fields of politics, economy, culture, social construction, etc., has been "effectively implemented", according to the white paper.Chinese people's standard of living "has been further improved on the basis of economic and social development" after the country put forward a 4-trillion-yuan (596.6 billion U.S. dollars) stimulus package in the wake of the international financial crisis, it says.In 2009, the per capita net income of rural residents was 5,153 yuan, and the per capita disposable income of urban residents was 17,175 yuan, an increase of 8.5 percent and 9.8 percent respectively over the previous year.The white paper is China's 9th report on human rights since the country began releasing the document in 1991.

BEIJING, Aug. 28 (Xinhua) -- China and Japan pledged on Saturday to enhance dialogue and exchanges on climate change, energy conservation and environmental protection.The two countries, meeting in Beijing, agreed to make a combined effort to implement the Joint Statement on Climate Change between China and Japan, said Zhang Ping, chairman of the National Development and Reform Commission (NDRC), during the third China-Japan high-level economic dialogue.The two sides will conduct pragmatic cooperation in the areas of clean development mechanisms, energy-savings, energy efficiency improvement, new energy, renewable energy, clean coal technology, methane recovery and utilization, carbon capture and storage, adaptation to climate change and technology development and transfer, he said. Chinese Vice Premier Wang Qishan (7th L, front) and Japanese Foreign Minister Katsuya Okada (6th L, front) pose for a group photo with attendees during the third China-Japan high-level economic dialogue in Beijing, capital of China, Aug. 28, 2010.On international climate change negotiations, he said the two sides are ready to fulfill their responsibilities and try their best to cope with climate change in line with the principle of "common but differentiated responsibilities ".He said the Cancun climate summit should continue to adhere to the UN Framework Convention on Climate Change (UNFCCC), the Kyoto Protocol and the Bali Road Map, as well as the principle of "common but differentiated responsibilities ".The negotiation process should be in line with the principle of being open and maintaining transparency, broad participation, being party-driven and achieving consensus, he added.China will host UN climate change talks in Tianjin city this October, which reflects the country's constructive attitude on promoting the UN climate negotiation process, he said.China is willing to work with the other sides, including Japan, to contribute to the Cancun conference slated for the end of this year, Zhang said.During the meeting, China and Japan also agreed to hold the fifth China-Japan Energy-saving and Environment Protection Forum in Tokyo this October.Zhang said the two nations had made substantial achievements in energy-saving and environmental protection.China's National Development and Reform Commission and Japan's Ministry of Economy, Trade and Industry have signed many cooperative documents on energy-saving and environmental protection, he said.The two countries have held four energy-saving and environmental protection forums and inked 76 agreements involving cooperation in this area.Both governments support enterprises of the two countries to cooperate on commercial demonstration projects, he said, adding China had sent 300 management personnel to Japan to study energy conservation policies and technology.During the dialogue, the two sides also pledged to cooperate on developing green economies and low-carbon technologies, enhance cooperation between energy-saving centers of both countries and promote commercial demonstration projects on energy-saving and environmental protection.

TIANJIN, Sept. 5 (Xinhua) -- Executives from China's auto makers Sunday rejected an official warning that unchecked growth in the industry was leading to excess capacity and could harm the wider economy.Chen Bin, an official with the National Development and Reform Commission, China's top economic planner, Saturday said excess auto capacity threatened sustainable economic development and must be "resolutely" stopped.But industry representatives and the China Association of Automobile Manufacturers (CAAM) Sunday argued car makers were only trying to meet expected demand in the world's largest auto market.Dongfeng Automobile, a major Chinese auto manufacturer, had been running in top gear since last year, said Fan Zhong, a senior manager. "Our problem is not having enough capacity."Most entrepreneurs at the International Forum on Chinese Automobile Industry Development in Tianjin had similar views.Ford China was focusing on expanding capacity as demand kept rising, said CEO Robert Graziano.The overall capacity of China's auto industry might seem excessive, but the market had huge potential for restructuring and growth, said Hu Xinmin, honorary chairman of the CAAM.

BEIJING, Sept. 6 (Xinhua) -- China will unswervingly promote the policy of reform and opening up, while creating sound environment for foreign companies operating in China, Vice Premier Wang Qishan told senior U.S. officials Monday.Wang exchanged views on China-U.S. ties and economic and trade cooperation with Lawrence Summers, head of U.S. President Barack Obama's National Economic Council, and Deputy National Security Adviser Tom Donilon, in a meeting in Beijing.Wang said the two countries should bolster cooperation in areas such as economy and trade, investment, finance, new energy and infrastructure upgrading, as their economies are interdependent and complimentary to each other.China is ready to work with the United States to well implement consensus reached by state leaders of the two countries, for sustainable, healthy and steady development of bilateral ties, he said.Wang said the international community should enhance cooperation because the world economy, though on the way to recovery, still encounters twists and turns.He said China is focusing on the change of the growth pattern for more balanced development of the economy.Summers and Donilon briefed Wang on the U.S. economy and the Obama administration's measures to stimulate the economy and create jobs.They stressed that the United States and China should strengthen coordination in macro policies and promote cooperation for a strong, balanced and sustainable growth of global economy.Also on Monday, Li Yuanchao, member of the Political Bureau of the Communist Party of China (CPC) Central Committee, met with the two U.S. officials.Li, also head of the Organization Department of the CPC Central Committee, said the Sino-U.S. ties had maintained a stable development since President Obama took office.China would work with the United States to enhance dialogues and cooperation, while properly handling the differences, to push forward the bilateral ties, he said.8 Summers said the United States attached great importance to the U.S.-Sino relations and firmly believed that the two countries had broad interests and faced with common challenges, including sustainable development of global economy, regional security and climate change.He said the United States was committed to working with China for a positive, cooperative and comprehensive relationship in the 21st century.Chinese Foreign Minister Yang Jiechi also met with Summers and Donilon on Monday. The two sides exchanged views on the future development of Sino-U.S. relations and regional and international issues of common concern.
