SAN DIEGO (KGTV) — Restaurants up and down 5th Avenue in the Gaslamp District are gearing up for yet another three days of crowded on-street dining.This upcoming weekend will see 24 eateries offering service on the asphalt, up from the original eight that participating during the launch on June 18. But as they bask in the opportunity, restaurants on surrounding streets are asking - what about them?"It's a ghost town, especially at night," said Patrizia Bronchi, who owns Operacaffe on Fourth Avenue. "I'm really scared to have to close the restaurant because it's not possible to go on like this."Bronchi says revenue at Operacaffe is down more than 70 percent. She depends on crowds from the Balboa Theater across the street and visitors to hotels and conventions. All of that is nonexistent amid the Coronavirus outbreak.Bronchi says she is happy that 5th Avenue restaurants are seeing the increased business, but that the crowds are not spilling over onto 4th Avenue. Michael Trimble, who heads the Gaslamp Quarter Association, says the group cannot also close 4th and 6th Avenues due to traffic concerns.However, he said the association wants to help with new marketing, decorative lighting and parklets - such as replacing some parking spaces with permanent outdoor dining areas. "We really are trying to do what we can to support all of the merchants in the Gaslamp Quarter," he said. On Thursday to Saturday, 5th Avenue will be closed from L to F streets to allow on-street dining. During the second weekend of July, the number of participating restaurants will expand to 27. 1595
SAN DIEGO (KGTV) -- San Diego has unveiled its first new trolley station in over a decade as city leaders gathered to celebrate Friday.The Courthouse Station is located at the south side of C Street between State and Union streets.The station will replace the American Plaza station as the new endpoint to Metropolitan Transit System’s Orange Line.The first new station since 2005 began to serve passengers Sunday. Aside from being located outside the city’s new 22-story courthouse, the station is located within close access to 44,500 jobs.Construction of the new station began in August. 598

SAN DIEGO (KGTV) -- San Diego County businesses have until Saturday morning to make sure they are up to par with the state’s COVID-19 purple tier guidelines, but El Cajon’s mayor said businesses in his city won’t be punished for not abiding by the rules.Mayor Bill Wells said he’s fielding a flood of phone calls and emails from El Cajon businesses since the county moved into the purple tier earlier this week.“People are coming up to me saying, ‘We’re not going to close, if we close, we’re never going to reopen.’ And, ‘We don’t want to have issues with the county or state, but we need to feed our family, pay our mortgages,’ and I understand,” Wells said.Since the pandemic began, the El Cajon City Police Department has already been told to categorize COVID-19 related enforcement calls as a low priority. Wells said that approach will not change this weekend.“If somebody called and said there was a nail salon or hair cutting place open, we’re not going to go shut them down. We reserve the right to do some enforcement,” said Wells. “If you don’t like the fact that there’s a business open, don’t go in there. That’s fine, you don’t have to go in there. Don’t give into the temptation to control someone’s behavior and if you do, do it in a civil nice way.”Though he said he understands the concern about the increase in COVID-19 cases, Wells said he believes the attempt to control the spread of the coronavirus shouldn’t be handled like this.He said, “We’ve had a disease as long as people have been alive, and disease runs its course. SAN DIEGO (KGTV) - San Diegans are signing up to build accessory dwelling units, or granny flats, in numbers that haven’t been seen in years. According to the city’s development services department people, more than 200 people went through the permitting process in 2018. “It fits for us to build an additional unit, the ADU since the council changed their ordinances,” said San Diego resident Efrain Conrique. Efrain Conrique has been in the same house since the 1960s but is now planning to build a 1,100 square foot accessory dwelling unit in his backyard. The house is for his granddaughter. "Now this way she can not pay for the rental of an apartment and live here,” Conrique said. “So that's a personal thing, but it would work no matter what.” RELATED: Woman builds granny flat to finance retirementThe ease in regulations is having an impact on the building community. "When you build a custom ADU it ads on to the square footage,” said Gregg Cantor of Murray Lampert Design, Build, Remodel. “The resale value is much higher.” Gregg Cantor says he’s working on several projects that wouldn’t have been possible without the recent regulation changes. He says since the City of San Diego streamlined the ADU process, nearly half calls he gets are people looking to build. SAN DIEGO (KGTV) - San Diego Police confirmed Monday the arrest of a Yuma, Arizona police officer on suspicion of rape.Yuma Police officer Jared Elkins, 33, was taken into custody Friday morning on Marlborough Dr. near Adams Ave. in Kensington.San Diego Police said Elkins was off duty at this time of his arrest. He is a 7-year veteran of the force, the Associated Press reported. Yuma Police are working to place Elkins on administrative leave.Elkins will be charged with rape, oral copulation, threat to do bodily harm, sex asault with a foreign object, and misdemeanor sexual assault, police said.Elkins was released on 0,000 bail Saturday and ordered to appear in court on Sept. 25. 709
