(AP) — California wildlife officials say residents cannot keep an invasive beagle-sized rodent as a pet.The Sacramento Bee reports that the California Fish and Game Commission are taking preventive action to avoid the South American nutria from spreading.The commission says they will discuss adding nutria to a legal list of prohibited pets in December.Officials say California could see about 250,000 rodents in five years.Scientists say they captured hundreds in multiple counties already as part of a million plan to eradicate the rodent.Experts say their burrowing is damaging to waterways and flood protection infrastructure.Nutrias have also been reported in Oregon, Louisiana and Maryland. 727

RIPON, Wisconsin — An assistant professor at a Wisconsin college is getting national attention for the research she just published about a dog's empathy for its owner.The idea came to Ripon College's Julia Meyers-Manor when her collie tried to save her mom from a pile of pillows when she was just playing with her children.In her study, Meyers-Manor observed whether dogs would open a door if their "trapped" owner was on the other side crying or humming, and if so, how much of an effort they would make to "rescue" the person. She also recorded the dogs' heart rate variability.Meyers-Manor said dogs can "feel" your emotions. One dog named Molly rammed through the door and leaped into her owner's arms."If we're distressed they become distressed," Meyers-Manor said.The animals, however, had a hard time deciphering whether the human was being truthful."In the crying condition the dogs basically ran in, and if they did, they did it within 20 seconds," said the assistant professor.About 50 percent of the dogs rammed through the door. SACRAMENTO (KGTV) -- Governor Gavin Newsom signed a bill Monday requiring California State University undergraduates to take an ethnic studies course to graduate. The change comes amid national calls to dismantle systemic and unconscious racism, starting with public education.The bill was authored by local Assemblywoman Shirley Weber, chair of the California Legislative Black Caucus and longtime professor of Africana Studies at San Diego State University.“What we are seeing in Washington and on American streets right now demonstrates the necessity of understanding the experiences and perspectives of these historically marginalized and oppressed groups who have nonetheless contributed to the building of our country,” Weber said in a statement. “This is great day for students and for the state. I am grateful to the Governor for joining me in moving California forward.”The bill, AB 1460, requires all CSU undergraduates to take at least one three-unit course in ethnic studies. The course must focus on Native Americans, African Americans, or Latina and Latino Americans.The legislation will go into effect beginning with students graduating in the 2024-25 academic year.The bill represents the first change to the CSU general education curriculum in over 40 years. 1283

(KGTV) -- A billion-dollar plan to upgrade California’s water system would increase a ratepayer’s water bill upwards of a month.  However, the Metropolitan Water District and Department of Water Resources said the upgrade is necessary to update a 50-year-old system, improve water reliability, and protect the Sacramento-San Joaquin Delta environment.“It’s absolutely essential that we take care of this,” said Department of Water Resources Director Grant Davis. “This resource is akin to the heart and lungs of the state of California.”San Diego County gets roughly 30% of its water from the delta.  MWD officials said it’s still cheaper than desalination or purified recycled water.If approved by several state water agencies and organizations, California WaterFix would take years to complete.  The Metropolitan Water District, which sells the Delta water to the San Diego County Water Authority, will vote on WaterFix October 10th.  The Westlands Water District voted against the project Tuesday.  However, water officials were unclear what impact that would have on the overall project. 1150
