SAN DIEGO (KGTV) - San Diego Fire-Rescue crews rescued a paraglider who crashed into a dangerous Torrey Pines bluff Friday.SDFD crews arrived at the site of the crash at around 1 p.m. Sky10 footage showed the person clinging to the cliff, wrapped in the wreckage of a broken glider, just over a section of Blacks Beach.Lt. Rich Stropky says the man was in training to become a paragliding pilot. He apparently attempted to make a left hand turn away from the bluff but lost control near Saddle Back ridge, said Stropky.RELATED: Cliff, air rescue numbers on rise in San Diego CountyCrews were able to airlift the person from the cliffside just after 2 p.m. He was immediately brought to a nearby hospital for his injuries. SAN DIEGO (KGTV) - San Diego city leaders are set to discuss an audit of the city's gang registry and a new plan to curb gang progress.It's not necessarily that there are now fewer gang members, but how they are counted that is facing scrutiny. One former member of the city's commission on gang violence said these measures are not enough.Bishop Cornelius Bowser was on San Diego's Commission on Gang Prevention and Intervention, but left earlier this year, claiming it was ineffective.The commission lacks vision," Bowser said. SAN DIEGO (KGTV) -- San Diego Gas & Electric this week turned off power to tens of thousands of customers due to high wind conditions, but almost three days into the shutoff, some customers say they’re running out of options and need their power back now.East County resident Cynthia Chisum told ABC 10News, “It isn’t fun. We’ve lived in this house for 45 years. So, I know about power outages. But we’ve never had one of these preemptive power outages.”Chisum isn’t new to red flag warnings and what that comes with, as precautions are taken to make sure everyone stays safe.But this time Chisum is running out of options. Her family has been relying on candles, lamps, and battery powered equipment to make it through. Their big problem is the freezer -- without any power, their food is close to rotting.“We have a freezer full of fish that my husband caught during a fishing trip and we hate for all that to go spoiled,” Chisum said.Chisum said it was windy Wednesday night, but since then it’s been calm. That’s why she believes her power should be restored quickly.SDG&E posted an update on their website laying out their restoration plans, saying “crews are conducting visual inspections of each impacted circuit to determine whether there were any wind related damage before power can be restored.”The utility also said crews are looking for safety hazards such as downed lines, debris or tree branches caught in power lines. If no damage is found, power can be restored quickly.For those impacted by the outages, SDG&E has set up drive-thru resource centers where customers can get water and snacks or charge devices. 1646

SAN DIEGO (KGTV) - San Diego Fire-Rescue is bringing on more firefighters and preparing for a Red Flag Warning and Heat Advisory in the week ahead.Starting Monday Deputy Fire Chief David Gerboth said, "our helicopters will be on 24 hours a day. We're staffing up five additional brush engines. These are engines that are specially designed to work in these rural areas."He explained the engines have off-road capabilities and can fight fire in areas similar to Japatul Valley where the Valley Fire burned more than 9,000 acres in a day.The National Weather Service issued a Red Flag Warning for San Diego County mountains and valleys Monday from 5 a.m. to 5 p.m.A Heat Advisory follows, 10 a.m. Tuesday to 8 p.m. Thursday, "91 to 102 degrees for the San Diego valleys."This combination dire according to Gerboth."Near-record high temperatures, a mild Santa Ana event and combine that with our vegetation that burns is reaching critically dry levels. So it's very receptive to burn and it's spreading and burning quickly when it does," Gerboth said.He said now is the time to have a plan in place to evacuate. He said to ensure you know your evacuation route, have a go-bag and have your important documents in one place.It is not too late to clear debris from your rain gutters. SAN DIEGO (KGTV) - San Diego County will expand enforcement efforts to track down businesses knowingly operating in violation of the current public health order.After a bit of a lengthy back and forth, the board of supervisors voted unanimously to expand the current enforcement team.Currently, the county’s newly developed Safe Reopening Compliance Team focuses on egregious cases, outbreaks, and complaints.There are only ten staff members presently on the team, 13 more will be added on during phase one to continue looking into egregious cases and outbreak investigations.A Healthy Compliance Call Center also went live, where members of the public can report violations of the public health order by calling (858) 694- 2900.Tuesday’s vote to include a phase two will add 22 staff members at .8 million to follow up with businesses or entities that are still operating in violation of the public health order.The funding will come from the CARES Act.Two other enforcement options were on the table for supervisors consider, but they were voted down by the majority.Dr. Wilma Wooten, the county’s public health officer, has already sent several letters ordering businesses to close down until they comply with the order.A handful of gyms and churches in the county have stayed open inside despite being ordered to close or move their operations outdoors.This week the San Diego County District Attorney’s Office filed five misdemeanor charges against a Ramona gym owner for failing to comply. 1505
