SAN DIEGO (KGTV) - A San Diego program has received a state grant to train law enforcement officers across California.The program, Game Changer, was founded in 2016 by Sean Sheppard after he saw large protests break out across the country against police brutality.His idea was simple. He would bring members of the public together with law enforcement officers over a sports game."To get some human bonding time," explains Sheppard. "Because that rarely takes place between law enforcement and the general public."Before, they would talk for a few hours about what issues they saw between police and the communities they serve. After, they would get to socialize at the game.Since 2016, Game Changer has hosted 60 events and continues to grow.The Game Changer model was just awarded a 2-year, 0,000 grant from the California Commission on Peace Officer Standards and Training.Once the program is accredited, law enforcement personnel who complete a Game Changer event can put it toward their required training credit hours.Members of the public are needed too. SAN DIEGO (KGTV) — An orphaned puppy at a local animal rescue will receive a state-of-the-art heart surgery to repair a rare heart murmur.Helen Woodward Animal Center said Tuesday Cowboy, a terrier-blend brought to the center last October, has an irregular heart rhythm, so intense that veterinary staff could actually feel a distinct and loud rumble if their hands were placed on his chest.The puppy was brought into the center with his mother and five siblings, all of whom have found new homes.RELATED: Puppies found abandoned in Escondido park adopted out to new homesSince Cowboy arrived at Helen Woodward, he's been cared for by center staff and a foster owner and administered a medication called Atenolol to take pressure off his heart.“We care deeply about every single orphan pet that comes into our care and go to great lengths to make sure that each one of these wonderful animals has the chance to live a long, healthy and happy life with a loving forever family,” Jennifer Shorey, Helen Woodward Animal Center Director of Operations, said. “When we learned about Cowboy’s unique condition, we didn’t hesitate to find him the expert care he needs. We’re looking forward to seeing him thrive through surgery and eventually find a family of his own.”Cowboy is now set to receive a complex surgery in May.RELATED: Sea lion pup rescued by SeaWorld from rocks in Ocean BeachCardiology specialists at the UC Davis Veterinary Medical Center in San Diego will perform the procedure, which involves placing a deflated balloon into Cowboy's heart valve and inflating it to open the stricture and ease blood flow to lower his heart pressure.The center is accepting donations to help fund Cowboy's state-of-the-art surgery. SAN DIEGO (KGTV) - A shark was seen off the San Clemente Pier Monday morning, prompting lifeguards to close a two-mile stretch of beach.Several witnesses saw the shark about 9 a.m.  It was estimated at nine feet long, lifeguards said. They did not know what type of shark it was.Few people were in the water because of cold temperatures and minimal surf, said officials. No one was hurt.RELATED: San Onofre shark victim in fair condition after surgeriesLifeguards shut down the beaches for a mile north and south of the pier and posted warning signs. SAN DIEGO (KGTV) -- A suspect fleeing from officers and an innocent Camp Pendleton Marine were killed in an early-morning head-on crash following a chase on Interstate 5 in Carlsbad. The pursuit began just after midnight Tuesday when officers attempted to stop a motorist driving a dark-colored F-150 truck for a speeding and failing to signal a turn on Coast Highway turning onto Monterey Dr. When officers got to the door of the truck, the suspect took off on Carmelo Drive near Harbor Drive in Oceanside. The suspect's wife tells 10News Christian Zurita is the man who led police on the chase. Zurita was reported traveling at speeds of up to 100 mph, and sometimes driving the wrong way on the freeway, police said.About 10 minutes into the chase, the truck entered the northbound lanes in the wrong direction near the Las Flores bridge trying to evade police. NEWS HEADLINES: Preliminary hearing begins for LJCD teacher accused of sex with 17-year-old Oceanside Police Department officers did not pursue the truck because it was going the wrong way on the highway, traveling southbound in the northbound lanes, according to investigators. Instead, officers tracked Zurita with the help of a San Diego County Sheriff's Office helicopter.OPD says at some point, Zurita turned off his lights. Moments later, he slammed his truck head-on into a light-colored Pontiac Grand Prix that was traveling in the northbound lanes.Officers approached the truck, breaking out the windows, and deploying a K9. A male passenger in the F-150 was pulled from the wreckage and rushed to Scripps La Jolla Hospital. Investigators said the victim in the Pontiac, a 19-year-old Camp Pendleton Marine, was pronounced dead at the scene. His identity hasn't been released at this time.
