SAN DIEGO (KGTV) - Alarming audio files and documents from the San Diego Sheriff’s Department’s Internal Affairs Division have been released about the sexual misconduct investigation into ex-deputy Richard Fischer who was accused of assaulting 16 women. Team 10 has started pouring through the records.In one audio clip, an Internal Affairs interviewer is heard questioning, "As you're buckling her, did you say, 'I hope your husband doesn't mind?'" He responded, "I don't recall saying that." He was apparently being questioned about his interaction with a handcuffed woman who was in his patrol car. "Okay. Well, do you recall if your arm or your palm of your hand touched her breast?" she asked. He said, "No. I would say I can't recall for sure if I accidentally touched- rubbed against- not rubbed. Um, unintentionally touched her breast with my arm as I buckled her in."In another clip, a woman is heard describing how she says Fischer placed her hand on his private area. She said, "Oh my God. I was, like, in a panic. I didn't know what to do."The hours of audio recordings and hundreds of pages of reports from the Department have now been made public. For months, San Diego police agencies have been working to release past records related to officer misconduct, following last year's groundbreaking order by the courts. It came after ABC10 News and other media sued to keep some police unions from blocking departments from giving up files.Fischer pleaded guilty last year to multiple assault charges, following accusations that he groped, hugged or tried to kiss more than a dozen women while he was on-duty.Records released show copies of texts from a woman who he pulled over. They read, in part, “He asks me if I wanted to make out. I swear to God [redacted] every single word of this is true."Several times throughout the audio recordings, he's asked about women who he had met while he was on calls or doing traffic stops. "Did you, um, ask her, if [she] were older if she would ever go on a date with you?" asked the interviewer. "I don't believe I did. No,” he responded. "Is it possible you asked her that?" she asked. He replied, "[I’m] probably [going to] say ‘no’. I don't remember asking her that."This May, Fischer was released from jail on custody credits, just months after being sentenced to four years behind bars. 2351

SAN DIEGO (KGTV) -- An apartment building was badly damaged following a two-alarm fire in Serra Mesa Thursday afternoon. According to firefighters, the blaze started at an apartment complex on the 3300 block of Ruffin Road around 1:20 p.m. Once they arrived on scene, firefighters were able to extinguish the blaze in 20 minutes. A total of two units, one on the first floor and another on the second, burned in the fire. Two additional units were later determined to have been involved in the blaze. Two adults and two children were displaced from one of the units while two adults and two pets were displaced from the other. SDFD crews have put out a fire at an apartment complex at 3399 Ruffin Rd. Firefighters searched the two apartments involved and no one was inside. SAN DIEGO (KGTV) - A teacher at Shoal Creek Elementary School in Carmel Mountain is being honored as the 10News Classroom Hero.Throughout her teaching career, Lisa Ransom's message to her first graders has been: aim high and give back. “My goal for them is to see what they can do and to put away what they can’t do and work on moving forward,” said Ransom. In her first grade class, she puts extra emphasis on reading and writing, skills she believes are crucial for the children's future and development. “Knowing they are able to read is one thing but knowing that they are able to read to understand and read to learn, and to write to communicate ideas and thoughts. It’s something that is going to carry them throughout their lives,” said Ransom. Ransom’s love for her students is why Cate O’Reilly, a parent who has had three of her children in Mrs. Ransom’s class throughout the years, nominated Lisa Ransom as our Classroom Hero. “Everything she does is really about building up their self-esteem and helping them navigate through this tricky first grade,” O'Reilly said. SAN DIEGO (KGTV) - A water main break in Mira Mesa flooded a music and art studio, filling up rooms full of musical instruments and equipment.The sound of gushing water early Saturday night led to a flood of emotions for musician Anastasya Korol."There is a river rushing in the back ... Shocked and really sad as it started to sink in," said Korol.That night, city officials say water from a break in a 55-year-old, 36-inch steel pipe, flowed into the back of a building in the Via Excelencia Business Park. One of the businesses flooded was the San Diego Music and Art Cooperative, a music and art studio for independent artists. It's used for rehearsal space and classes.Korol says among the seven pianos damaged was the piano she played as a child. "It's upsetting to lose it ... The water goes up through the wood, warps the wood and sound board," said Korol.Also waterlogged: dozens of other instruments, from guitars to violins, along with a long list of sound equipment, artwork and art supplies. Studio founder Mathew Rakers says the total loss is hundreds of thousands of dollars."It's crazy to put years and years of work into something and see it wash away in a matter of hours," said Rakers.Rakers plans to file a claim with the city. Attorney Evan Walker, an expert in flood cases, says such cases could take anywhere from six months to two years to wrap up."You're dealing with a bureaucracy, and when you're dealing with litigation, things tend to get complicated," said Rakers.He says filing with your insurance - if you do have flood insurance - is usually speedier. A delay is something Rakers says his artists can't afford."I'm worried. The biggest loss if the loss of incomes. It will put a lot of people out of work," said Rakers.A Gofundme campaign has been set up to help the studio with expenses.If you are filing a claim, you have until six months after the flood to file.
