CAMP PENDLETON, Calif., (KGTV)-- Thousands of US Marines stormed a makeshift town today as part of the largest amphibious exercise in Camp Pendleton's history. With their guns drawn and light on their feet, the Marines at Camp Pendleton have one objective: secure the Red Beach Combat Town. The town is a collection of makeshift structures off Las Pulgas Road just west of Interstate 5.The scenario was this: The soldiers are fighting the enemy from a near-pier threat. The Marines got battle-ready at sea, aboard the USS Somerset and USS Macon Island, thanks to their special partnership with the US Navy. "We spend a lot of time on ship, a lot of time coordinating with the sailors themselves inside the welded deck inside the ship," Amphibious Assault [AAV] Section Leader, Sgt. Kenneth Larkin said. "Being able to rely on each other for the safety of our vehicles and our members, it's phenomenal."From ship to shore, the men and women arrive on their AAV. They creep onto shore at seven mph, then book it on land. The crew drops off the infantry, ant the combat simulation begins. This scenario kicks off this year's Steel Knight Exercise. With 13,000 Marines and sailors participating, it is the largest iteration of the Steel Knight Exercise at Camp Pendleton."The Marine Corps prides itself on being amphibious, so this is one of those exercises where the division gets involved. The entire division of Camp Pendleton," Infantry Platoon Sgt. Ethan Rhoades said. "It basically hones our skills to actually go from ship to shore and to seize an objective likely would in a real-time conflict."For two weeks straight, the men and women will repeat the aerial and amphibious exercises. Tough training in the elements will prepare them for real-life scenarios. "Just know that America's sons and daughters are working hard in the First Marine Division to prepare to win this nation's battles," 1st Marine Division Spokesperson, Lt. Cameron Edinburgh said. "This what we're trained to do. And get it done no matter what happens," Sgt. Rhoades said. 2061

CARLSBAD, Calif. (KGTV) -- Border Patrol and the Coast Guard are investigating after a Panga Boat washed ashore in North County Monday morning. According to agents, the 18-foot-long boat was found early Monday morning on Tamarack State Beach in Carlsbad. Agents discovered several life jackets and gas cans inside the vessel. CARLSBAD (KGTV) - In response to a four year construction project that recently kicked off, California Highway Patrol has lowered the speed limit on a stretch of interstate 5 by 10 miles per hour. The stretch is about eight miles long, through Encinitas and Carlsbad. The entire project will eventually go all the way to the 78. The project with add HOV lanes over the next four years. The new speed limit will help to protect workers in the area working closely to the passing vehicles. California Highway Patrol officer Mark Latulippe tells 10News, "the days of well we just put the signs up and we’re giving you a grace limit, are over". They've put up dozens of signs to warn people of the change, dropping the speed limit to 55 miles per hour. Despite the many signs drivers are ignoring the change and sticking to their normal speeds upwards of 70 miles per hour. The signs have been up for about a month but Latulippe says, "we are sending enforcement units out now to start that ticketing process of trying to slow this down". Drivers can now expect to get pulled over and ticketed from here on out. Because the area is a work zone, the tickets will be double the normal speeding fine. 1202

  

CHARLESTON, SC -- Jacob Kosinski has a lot to celebrate after graduating from his Christian-based home-school program summa cum laude with a 4.89 grade-point average. His mom, Cara Koscinski planned a graduation party for her 18-year-old son and ordered a cake from Publix for the big occasion. Koscinski ordered the cake online and provided the information she wanted on the cake. She wanted it to say "Congrats Jacob! Summa Cum Laude class of 2018." When she typed the message into the cake message option, the Publix website didn't' like the middle word in the phrase.The website put three hyphens in its place, so the finished cake read "Congrats Jacob! Summa --- Laude, class of 2018."Koscinski explained the meaning of the word in the special instructions box on the website and ordered the cake. She even pointed out that "the system is mistaking the word 'cum' for something inappropriate vs. Latin."Koscinski sent her husband to pick up the cake before the celebration, and when he returned from the store, the lines remained in place of "Cum." Koscinski shared her frustration on Facebook and said her son, Jacob, "was humiliated!!!" "Shame on Publix for turning an innocent Latin phrase into a total embarrassment for having to explain to my son and others (including my 70-year-old mother) about this joke of a cake."Koscinski called Publix and explained the situation to the assistant manager. Publix offered to give them a replacement cake but Cara declined. Instead, the grocery store gave Cara a refund for the cake and a store gift card.  1608

  

Calls are growing to defund the police. For some advocates, that means divesting from law enforcement in favor of supporting communities. Others want to dissolve departments entirely. Both ideas center on reimagining policing as we know it.“I definitely think there are partnerships to be made and there's opportunity to be had, but that reimagining really first comes with having the resources to dream,” said Isaac Bryan, Executive Director of the UCLA Black Policy Project. “Right now, we don't have that because over half of our budgets, the discretionary funds go to law enforcement and policing.”Bryan says he'd like to see more discussions about restorative or transformative justice and alternatives to incarceration.Bryan says Minneapolis has opened the door for these conversations. The city council there is actively working to disband police, despite pushback from the mayor.An advocacy organization gives us a better idea of what that might look like.MPD150 says first responders should be mental health providers, social workers and other community members. It argues law and order would be better served through education and services that low-income communities typically lack.That's something Bryan agrees with, pointing to the high arrest rates of those experiencing homelessness in Los Angeles.“We're using our resources the wrong way and that's a clear-cut example that I think folks in this city and in large municipalities can think critically about,” said Bryan. “What if we used that money to build housing, or to feed folks, or to provide other pathways to opportunity.”Former vice president and current Democratic presidential nominee Joe Biden says we don't need to cut funding but increase it. His campaign argues more spending is necessary to help improve law enforcement and community policing. 1832
