At least 48 people were shot within a 24-hour span on Sunday in New York, capping off a violent Fourth of July weekend, police said.Among those shot, 10 of them were fatal.Since Friday, there were 63 victims of gun violence, continuing the rising trend this summer.Most of the shootings were on Sunday, though there were a number of incidents on Saturday, including one in which no one was hurt. Police opened fire in Astoria, Queens on Saturday night when they spotted an individual shooting at someone else. A suspect was taken into custody in that incident.Police also witnessed violence first hand outside the 40th precinct in the Bronx Saturday night. A bullet pierced the front window of their marked cruiser.While in Brooklyn, a flaming firecracker was tossed inside a patrol car with an officer sitting inside.In a pair of tweets from Manhattan police commanders, the chiefs called out city leaders, saying the city is under attack, and they are demanding action.Former police commissioner Ray Kelly criticized Mayor Bill de Blasio for limiting anti-crime units as “crime is raging out of control in New York City.”Police are searching for suspects in multiple shootings.According to the NYPD, there were 575 incidents with 705 victims from Jan. 1 through July 4 of 2020. There were 369 incidents with 423 victims in the same time period last year. Attorney General William Barr compared calls for a national lockdown to slavery on Wednesday.Speaking at Hillsdale College, the event's host asked Barr to explain the "constitutional hurdles for forbidding a church from meeting during COVID-19."Barr then launched into a four-minute response where he said a national lockdown would be akin to house arrest.He accused state governors of using their executive powers to stifle citizens and businesses."Other than slavery, which was a different kind of restrain, this is the greatest intrusion on civil liberties in American history," Barr said.The attorney general said he's OK with requiring masks, but not shutting down businesses.The comments came a day after Barr equated prosecutors at the Justice Department to pre-schoolers. 787
As the coronavirus pandemic surges across the nation and infections and hospitalizations rise, medical administrators are scrambling to find enough nursing help — especially in rural areas and at small hospitals.Nurses are being trained to provide care in fields where they have limited experience. Hospitals are scaling back services to ensure enough staff to handle critically ill patients. And health systems are turning to short-term travel nurses to help fill the gaps.Adding to the strain, experienced nurses are “burned out with this whole (pandemic)” and some are quitting, said Kevin Fitzpatrick, an emergency room nurse at Hurley Medical Center in Flint, Michigan, where several left just in the past month to work in hospice or home care or at outpatient clinics.“And replacing them is not easy,” Fitzpatrick said.As a result, he said, the ER is operating at about five nurses short of its optimal level at any given time, and each one typically cares for four patients as COVID-19 hospitalizations surge anew. Hospital officials did not respond to requests for comment.But the departures are not surprising, according to experts, considering not only the mental toll but the fact that many nurses trained in acute care are over 50 and at increased risk of complications if they contract COVID-19, while younger nurses often have children or other family to worry about.“Who can actually work and who feels safe working are limited by family obligations to protect their own health,” said Karen Donelan, professor of U.S. health policy at Brandeis University’s Heller School for Social Policy and Management. “All of those things have been factors.”Donelan said there is little data so far on how the pandemic, which has killed more than 231,000 people in the country, is affecting nursing overall. But some hospitals had a shortage even before the virus took hold, despite a national rise in the number of nurses over the past decade.With total confirmed coronavirus cases surpassing 9 million in the U.S. and new daily infections rising in 47 states, the need is only increasing.Wausau, Wisconsin-based Aspirus Health Care is offering ,000 signing bonuses for nurses with at least a year of experience and hiring contract nurses through private staffing companies to handle a surge in hospitalizations that prompted the system to almost quadruple the number of beds dedicated to COVID-19 patients.Aspirus, which operates five hospitals in Wisconsin and four in small communities in Michigan’s Upper Peninsula, also is moving nurses around between departments and facilities as hot spots emerge, said Ruth Risley-Gray, senior vice president and chief nursing officer at Aspirus.Outside help still is needed, in part because some nurses have gotten sick from or were exposed to the cornavirus during the current wave, which “came with a vengeance” starting in August, Risley-Gray said. At one point in mid-October, 215 staffers were in isolation after showing symptoms or being exposed to someone who tested positive, and some are just starting to return to work.Aspirus recently was able to hire 18 nurses from outside agencies, and may need more if the surge continues.Because the pandemic is surging just about everywhere in the country, hospitals nationwide are competing for the same pool of nurses, offering pay ranging from ,500 a week to more than ,000, said April Hansen, executive vice president at San Diego-based Aya Healthcare, which recruits and deploys travel nurses.She said demand for their services has more than doubled since early in the pandemic when the greatest need was in hot spots like New York and New Jersey and then moved to southern states. In recent weeks the virus has been spiking across the country, with the new hot spots in places like the rural upper Midwest and southern-border communities such as El Paso, Texas.Now placing nurses where they’re needed is “like a giant game of whack-a-mole,” said Hansen, whose company has about 20,000 openings for contract nurses.In North Dakota, where infection rates are exploding, hospitals may cut back on elective surgeries and seek government aid to hire more nurses if things get worse, North Dakota Hospital Association president Tim Blasl said.In Texas, Gov. Greg Abbott recently announced he was sending 75 nurses and respiratory therapists to El Paso to help handle the city’s surge. Wisconsin Gov. Tony Evers, meanwhile, issued emergency orders making it easier for nurses from elsewhere to practice in his state and for retired nurses to come back.“This has been a challenge, and we’ve been pleading with the community members to protect themselves and others,” by wearing masks and social distancing, said Aspirus’ Risley-Gray, who said the positivity rate among community members tested by Aspirus rose from under 10% in September to 24% last week.To combat the emotional toll and fatigue that comes with caring for COVID-19 patients, including just donning and removing protective equipment all day, Aspirus has been giving nurses microbreaks and quiet places to get away and collect themselves when they feel overwhelmed.Travel nurses say the need at small hospitals tends to be greater than at larger facilities.Robert Gardner, who’s currently assigned to a hospital in a small town about 20 miles west of Atlanta, said he did search and rescue in the Coast Guard during Hurricane Katrina and the pandemic is “a lot worse.”He worked at a large New Jersey hospital when that state was swamped by the virus in the spring, and now worries that flu season could bring further chaos to hospitals. As many restaurants navigate reopening during the COVID-19 pandemic, some have had to close their doors for good. Many of the hardest hit are buffet-style restaurants as national and state agencies are trying their best to safely keep buffets operating."The toughest part of restaurants right now is if you’ve got a buffet, how do you provide that safely? And so what we’ve guided folks currently is that you can have a buffet but you have to have somebody serve you," says Rob Mortensen, President and CEO of Hospitality Tennessee. The group is working closely with the National Restaurant Association and government officials to provide guidelines for restaurants and hotels during the coronavirus pandemic."As I worked with [Tenn. Gov. Bill Lee] on guidance for restaurants and attractions, our biggest issues are around buffets and big sporting events where you have tens of thousands of people together, because it’s hard to reduce that contact," says Mortensen.Many people are used to being able to serve yourself at a buffet but experts are now advising buffet-style restaurants to instead have restaurant employees serve customers. Even hotels that normally offer a morning buffet are instead offering their guests breakfast to-go."I would say look at how you’re doing things. If it makes sense to serve people from the buffet I think for the next short bit that’s going to be the most challenging thing we’re going to address," says Mortensen.Recently, national chain Sweet Tomatoes, also known as Souplantation in Southern California, announced it's closing all 97 of its locations permanently due to COVID-19. In a statement on their website, Sweet Tomatoes thanked their 4,400 employees and their customers who have shown an outpouring of support for the salad bar and buffet since it first opened more than 40 years ago."That’s extremely sad and I would say, you know one of the things in my role watching this over the last four months as my wife has said I’ve probably aged 20 years, because it’s hard and you know the difference between keeping somebody safe and a business going under I mean the hardships there are on both sides," says Mortensen.Mortensen expects a real fundamental change in how buffets will operate for the foreseeable future, with many looking to reinvent themselves in order to stay open. 2335
Automakers are racing to develop driverless cars, putting increasingly complex technology on the road despite concerns from safety experts and the National Transportation Safety Board about a lack of regulations.Unlike rules for the design of a seatbelt or airbag, the federal guidelines for automated vehicle systems are voluntary. The U.S. Department of Transportation says keeping rules at a minimum will speed up the introduction of life-saving technology, a goal made all the more urgent as traffic deaths climbed again last year to 37,461, with 94 percent of those caused by human error.That lack of mandatory rules for self-driving cars has given automakers and technology companies the green light to police themselves, said Jackie Gillan, president of Advocates for Highway and Auto Safety. The group is calling for the government to issue mandatory safety standards for driverless cars.“Before we introduce this technology we need to have some assurance and accountability by the industry that this technology is not going to kill or injure consumers,” Gillan said.The National Transportation Safety Board makes recommendations after investigating major transportation incidents. The board recently called on DOT to issue new safety rules after its investigation of a May 2016 fatal crash of a Tesla Model S operating on autopilot near Williston, Fla. The Tesla slammed into a tractor-trailer, its cameras and automatic emergency braking system failing to spot the blank side of the truck against the white sky.It was the first known deadly wreck of a car driving with that level of automated sophistication. The NTSB said the driver relied too heavily on the car’s traffic-aware cruise control system and autosteering feature, but also blamed Tesla’s autopilot for allowing the driver to not interact with the car for prolonged periods of time.Investigators found the driver had his hands on the wheel for only 25 seconds during the 37 minutes the car was on autopilot. After the crash, Tesla updated its software that requires drivers touch the wheel every so often when the car is driving itself to ensure a human is paying attention to the road. Now if a driver repeatedly fails to touch the wheel, he or she will “strike out” and cause the car to slow down and stop in its lane with its hazard lights on, disabling autopilot for the remainder of the trip. 2378
