BEIJING, Jan. 9 (Xinhua) -- The United States Treasury Secretary Timothy Geithner will discuss economic ties and exchange views with Chinese officials on the global economic situation during his trip to China, Foreign Ministry spokesman Liu Weimin said on Monday.Liu said at a regular press briefing that Geithner will visit China from Jan. 10 to 11 as the U.S. President's special representative. BEIJING, Dec. 11 (Xinhua) -- A draft regulation on school bus safety management was made public Sunday by the Legislative Affairs Office of the State Council, with the public invited to submit comments on it.The draft stipulates that local governments above the county level should take "overall responsibility" in school bus safety, and authorities of education, public security, transportation and product quality supervision should also properly perform their respective duties.The government will establish and improve a system of mandatory technical standards for the quality of vehicles used as school buses, the draft stated. Primary school students queue up to get on the school bus to go home after school in Deqing County, east China's Zhejiang Province, Nov. 21, 2011. Local government of Deqing County has invested 20 million yuan (3.14 million U.S. dollars) to order 79 school buses, which are specially designed for children with smaller seats and seat belts as well as bright yellow color to have better warning function. Among the 79 buses, 14 ones have truck-style front ends, and this appearance like a long nose can effectively reduce the impact force and better protect children's safety. Drivers of such kind of school buses are required not to exceed 60 kilometers per hour. Nearly 6,000 children from 25 primary schools have benefited from the operation of this kind of school bus in Deqing County.China issued a set of technical standards for school buses for primary school students last year, and the drafting of another standard for buses for the kindergartners is also underway.According to the draft, the government will adopt a license system for school bus operation.Vehicles that are up to school bus standards and with a unified appearance will be first in line to obtain approval from education authorities, and the draft also requires buses to register at the traffic administrative agencies before they can be used as school buses.Instead of compulsory annual safety checks, the draft would require school bus owners to renew their safety qualifications every six months.Drivers should also check the safety condition of the buses before each commute, the draft said.The draft asks schools and the school bus service providers to intensify safety management and maintenance and assign special staff on buses to look after students on board.

BEIJING, Oct. 11 (Xinhuanet) -- Scientists have discovered that blind optimism is related to brain's frontal lobes which are associated with processing errors, according to a British study published Monday in the journal Nature Neuroscience.Scientists at the University College of London scanned brains of volunteers who were asked to estimate their personal likelihood of involving in negative events, like a divorce or cancer,  before and after given the average probability of these events occurring.They found that the volunteers who estimated lower probability (or the more optimistic ones) than the given one raised their estimates a little bit later while those estimated higher probability altered their estimates much more.Through the brain scanner, scientists saw there was less activity in the volunteers' frontal regions when the information given was worse than expected while more activity when the information was better than expected. It suggested that the more optimistic people neglected the negative predictions."The more optimistic we are, the less likely we are to be influenced by negative information about the future," said Dr. Tali Sharot, lead author of the study. He added being optimistic clearly had some benefits, "but it can also mean that we are less likely to take precautionary action, such as practising safe sex or saving for retirement. So why don't we learn from cautionary information?"

BEIJING, Jan. 20 (Xinhuanet) --The air quality has worsened in the Chinese capital since Wednesday, triggering renewed discontent among residents.Without rainfall and wind to dispel pollutants, particulate matter has been accumulating in the air. Most monitoring stations measured PM 10 (particulate matter smaller than 10 micrograms) at higher than 300 micrograms a cubic meter.In southwestern Beijing's Fangshan district, the Liangxiang station recorded 516 micrograms of PM 10 a cubic meter, the highest reading of the day, according to the Beijing Municipal Environmental Monitoring Center.More than 150 micrograms a cubic meter is considered hazardous to health.Beijing has been shrouded by heavy smog off and on this winter, and the ongoing air concerns are wearing on residents particularly as they prepare to celebrate the Spring Festival holiday next week."I almost got choked by the smog when I stepped out of the office building on Wednesday," said Yang Yanli, 24, an accountant. "The smell is so terrible, as though I'm inhaling chunks of coal, that it has spoiled my holiday mood.""PM 10 intensity has been particularly high these days," said Wang Qiuxia, a researcher at the Green Beagle, a non-governmental organization based in Beijing.Unlike the smog that hit mostly the southern part of the capital on Jan 1, the smog in recent days has shrouded the entire city, according to the Beijing environmental protection bureau.Worse yet, it will linger until Saturday, when the wind will pick up and disperse it, the bureau predicted.The Chinese Center for Disease Control and Prevention suggests people stay at home to protect themselves from respiratory and heart problems triggered by heavy smog."The intensity of indoor pollutants is 30 to 60 percent lower than those outdoors during a hazy day," said Xu Dongqun, an officer with the environmental bureau. "I suggest people with respiratory problems put off traveling if the smog lingers."But many people said they had to brave the foul air to travel, especially migrants who are eager to reunite with their families during Spring Festival."No one likes to travel when the air is this bad, but do you have any choice when Spring Festival is coming?" asked Feng Xiao, a public servant at China's General Administration of Sport. The 24-year-old plans to travel by train from Beijing to her hometown in East China's Shandong province on Friday.
