SAN DIEGO (CNS) - San Diego County public health officials reported a record-high 1,091 new COVID-19 infections and eight deaths Friday, raising the region's totals to 69,231 cases and 960 deaths.Four women and four men died between Nov. 1 and Nov. 19. Safe meaning that people should stay outdoors as much as possible and wear a face covering when they are not eating or drinking.Of the total number of cases in the county Wednesday, 4,329 -- or 6.3% -- have required hospitalization and 981 patients -- or 1.4% of all cases -- had to be admitted to an intensive care unit.Eleven new community outbreaks were confirmed Friday, three in business settings, three in faith-based settings, two in childcare settings, one in a TK-12 school setting, one in a restaurant/bar setting and one in a gym setting. A community outbreak is defined as three or more COVID-19 cases in a setting and in people of different households over the past 14 days.County officials announced Thursday law enforcement will step up COVID- 19 compliance protocols, including education and citations, amid spiking coronavirus cases.Sheriff Bill Gore said Thursday four two-deputy teams will begin making "a full-time commitment" to the county's 18 cities and unincorporated areas, ensuring compliance with public health orders. SAN DIEGO (CNS) - The Bengal tiger cub rescued during a smuggling attempt at the US-Mexico border was joined Monday by a Sumatran tiger cub from the National Zoo in Washington, D.C.The Bengal tiger was discovered last month at the Otay Mesa border crossing last month and taken to the San Diego Zoo Safari Park for care.RELATED: Smuggled tiger cub found at US-Mexico borderThe Sumatran tiger that joined the cub in San Diego is nine-weeks-old. He has been fed by humans since last month because his mother became aggressive toward him. Zoo personnel said the cub would "chuff" in a friendly tiger greeting but his mother, Damai, would not respond.Animal care staff from the Safari Park were on hand at San Diego International Airport to meet the cub and the keepers upon their arrival. The young tiger was immediately transported to the Safari Park’s Ione and Paul Harter Animal Care Center, where he will continue to receive the care he needs.“We are beyond thrilled to welcome this tiger cub to the Safari Park,” said Andy Blue, associate curator of mammals at the San Diego Zoo Safari Park. “His keepers reported he did extremely well during the flight — slept most of the way. SAN DIEGO (CNS) - San Diego County officials Saturday said the availability of respirators and the capacity of Intensive Care Unit beds in the county's fight against the coronavirus has actually grown.Dr. Nicholas Yphantides, the county's chief medical officer, said that when he looked at some data Saturday morning he saw "something pretty remarkable.""The availability of ICU beds and the number of respirators that are available has actually grown," Yphantides said.The doctor said there were many technological innovations going on at local hospitals, such as tele-consultations and call-in nurses.He also wanted to remind the public that ventilators do not run themselves."We are very mindful of our most precious commodity, and that is our health care workers," Yphantides said. At a recent town hall forum, he reminded people that doctors and nurses are human, too,"We are really in the eye of the storm right now," the chief medical officer said. Gavin Newsom issued a statewide "stay-at-home" order Thursday night, advising residents not to leave their homes except for essential needs.Essential services will remain open, including: gas stations, pharmacies, banks, laundromats, and places to obtain food, including grocery stores, farmers markets, food banks, convenience stores, take-out and delivery restaurants.Any other public event or gathering is considered non-essential and is banned under the order until further notice.Health officials have asked local hospitals and laboratories to comply with county orders to report all testing results, positive or negative. A lack of reagent fluids is limiting the number of tests many facilities can complete a day, throwing off regional estimates of testing capabilities.Under the stay-at-home mandate, all gyms and fitness centers are closed and gatherings of 10 or more are barred. The mandate also restricts childcare to "stable" groups of 10 children with one childcare provider.The "stable" vocabulary refers to the same group of 10 children each day and the same provider each day. If a daycare or related business has more than 10 children, each group needs to be in separate rooms and cannot intermingle. Social distancing is encouraged even among the subgroups.The health orders banning gatherings do not apply to public transit, airports or any other mass transportation. The Metropolitan Transit System said it would continue running buses and trolleys at least until March 31 with ramped-up sanitization procedures on vehicles and at stations.All five tribal casinos in the county will remain closed through the end of the month.On Thursday, San Diego County's family resource centers, as well as the housing and community development services office, three of the five locations of the county clerk's office and all treasurer-tax collector offices temporarily suspended in-person services. SAN DIEGO (CNS) - The San Diego City Council voted 5-4 today to extend the rent repayment period for commercial and residential renters to Dec. 30, giving renters who have lost income due to the COVID-19 pandemic a few extra months to repay back rent.Council President Georgette Gomez's initial motion Tuesday would have extended the repayment period for the eviction moratorium to March 31, 2021. Councilwoman Jennifer Campbell amended the motion to the December date as a compromise.On March 25, the council voted unanimously to begin an emergency eviction moratorium for renters. The moratorium requires renters to demonstrate through documentation that the pandemic has caused ``substantial loss of income,'' according to city staff. Renters are also required to follow rules in leases, but landlords cannot evict a tenant for nonpayment due to COVID-19.The moratorium expires Sept. 30. If tenants are in good standing with landlords, they can work out a repayment plan for back rent through Dec. 30, but otherwise things could get dicey for tenants.``We are all in it together,'' Gomez said before discussion of the motion. ``The economy is not fully restored. This is not an ideal policy, but it's a necessity for what we are dealing with.''Gomez represents District 9, which encompasses Southcrest, City Heights, Rolando and the College area. It has also been one of the most impacted areas during the pandemic.According to a member of Gomez' staff -- which gave the presentation on the topic -- the city had started 15,659 rental relief applications using federal Coronavirus Aid, Relief, and Economic Security Act funds. Disbursements from that pool of relief money are scheduled to be handed out in late August or early September. Those funds will go directly to landlords, however, and not renters.Council President Pro Tem Barbara Bry voted no on the motion Tuesday, not because she didn't agree that people needed help paying rent, but because the arbitrary nature of the rental relief program could leave the city open for lawsuits, she said. She added that not enough renters know the impact of not paying rent.``It's a cruel hoax,'' she said. Bry said that by not paying rent on time, tenants could be destroying their credit and leaving themselves with mountains of debt and no place to turn once the moratorium ends.In a public comment period, several dozen San Diegans called in, many urging the council to extend the moratorium -- which was not the motion in front of council -- and many to forgive rent and mortgages outright. About an equal number of landlords called in to urge the council to allow for evictions again, as many said they were paying two mortgages and not receiving income.The repayment plan extension to December will pass a critical few months, including local, state and national elections. On Nov. 3, San Diego voters will select a new mayor and five new members of its City Council -- something that could cause significant shakeup in how the city is run.``I think in three more months we will be able to tell better what the future holds,'' Campbell said. Councilmembers Chris Cate and Scott Sherman were opposed to the extension on legal grounds, as the gap between when the moratorium was passed to the date proposed in Tuesday's initial motion would have been more than a year. They claimed this could cause trouble for landlords trying to evict delinquent tenants or to collect back rent.Because the repayment extension passed with just five votes, it is susceptible to a possible veto by Mayor Kevin Faulconer. SAN DIEGO (CNS) - The San Diego County Board of Supervisors voted unanimously Tuesday to extend an agreement with Southern California Edison to receive emergency planning funds from the utility as it removes spent nuclear fuel from the decommissioned San Onofre Nuclear Generation Station.The county's Office of Emergency Services entered a similar memorandum of understanding with SCE in 2015, through which the company provided radiological emergency planning funds to five jurisdictions around the plant, including San Diego County, through the end of Fiscal Year 2019-20.A county staff report estimates SCE will pay the county 6,500 in the remainder of the agreement.The remainder of the spent fuel is planned to be moved from spent fuel pools to dry cask storage by the end of this summer, but the memorandum approved by the board runs through the end of Fiscal Year 2049 or whenever all spent fuel is removed from the site -- whichever comes first.The federal Nuclear Regulatory Commission and the State of California do not require decommissioned nuclear power plants to reimburse local jurisdictions for emergency planning, but SCE has agreed to continue paying jurisdictions surrounding the plant, for planning and preparation for radiological emergencies.San Onofre hasn't produced power since a steam leak in 2012, and SCE closed the plant the following year and began decommissioning activities.When the California Coastal Commission voted 9-0 last October to allow SCE to begin dismantling the plant, the canisters were being moved from a "wet storage" facility to a newly constructed "dry storage" facility on the site. San Onofre is located on 85 acres of the Camp Pendleton Marine Corps base and is home to 3.55 million pounds of spent nuclear fuel, the San Diego Union Tribune reported last year.The nuclear waste is being stored in self-cooling canisters which take in cool air and expel hot air. 1925
