(KGTV) — Santee voters this November will weigh in on two measures that deal with limits on serving as a City Council member or as Mayor.Measure Q and R each intend to address term limits on City Council and Mayoral positions in the city of Santee, however, they each take a different approach to limit how long someone can serve.The text of Measure Q reads as follows:City of Santee - Measure Q: "Shall the measure amending the Santee Municipal Code to require that no person shall serve as an 'Elected Official,' defined to include the offices of Mayor and Member of the City Council, for more than twelve years, or three terms, whichever is less, with any portion of term, whether by election or appointment, counting as a full term, be adopted?"Measure Q would not allow anyone to serve as either Mayor or a City Council member, or any combination of those positions, for more than 12 years, or three four-year terms, with any portion of a term counting as a full term.The competing measure, Measure R, reads as follows:City of Santee - Measure R: "Shall an ordinance amending the Santee Municipal Code to establish a three-term lifetime limit on City Council service and a separate two-term lifetime limit on Mayoral service, be adopted?"In other words, no one can serve as Mayor for more than two, four-year terms and, separately and in addition, as a City Council member for three, four-year terms, regardless of the district a person represented. SAN FRANCISCO (AP) — San Francisco has banned all tobacco smoking inside apartments, citing concerns about secondhand smoke. But lighting up a joint inside? That’s still allowed. The Board of Supervisors voted 10-1 Tuesday to approve the ordinance making San Francisco the largest city in the country to ban tobacco smoking inside apartments, the San Francisco Chronicle reported.The original proposal sought to ban residents from smoking marijuana in their apartments. But supervisors voted to exclude marijuana after cannabis activists said the law would take away their only legal place to smoke. “Unlike tobacco smokers who could still leave their apartments to step out to the curb or smoke in other permitted outdoor smoking areas, cannabis users would have no such legal alternatives,” said Supervisor Rafael Mandelman, who wrote the amendment to exempt cannabis.It’s illegal under state law to smoke cannabis in public places.San Francisco now joins 63 California cities and counties with such a ban.The ordinance must pass a second vote of the board next week and the mayor must sign it. SAN FRANCISCO (AP) -- The fearsome NFL pass rusher Fred Dean has died. The death of the former San Francisco 49ers star on Wednesday night was confirmed by the Pro Football Hall of Fame.Ex-teammate Dwight Hicks says Dean was hospitalized last week with the coronavirus and was on a ventilator. Dean was 68 years old.Dean was a key part of the launch of the 49ers' dynasty. He was an undersized pass rusher who began his career as a second-round pick with the San Diego Chargers in 1975 and ended it in the Pro Football Hall of Fame after being named an All-Pro twice and making four Pro Bowls.Dean was an All-Pro for the Chargers in 1980 but had his biggest impact after being traded to San Francisco during the 1981 season.Dean is a member of the Chargers Hall of Fame and was named to the Bolts' 40th and 50th anniversary teams. 838

SANTEE, Calif. (KGTV) -- A victim was rescued following a crash in Santee Wednesday afternoon. According to the San Diego County Sheriff’s Department, the crash happened just after 4:30 at Mission Gorge Road and Cottonwood Avenue. Deputies responded to calls of a car hitting a motorcyclist. The victim was said to be conscious and breathing when they were taken to the hospital. SAN YSIDRO, Calif. (KGTV) - It’s been two days since 29 year old Frank Stricker drove his truck into a crowd of street vendors near the border in Mexico. Court records from Utah show Stricker should have never been behind the wheel in the first place because he has a suspended license. The court records show Stricker has been arrested six times since 2008 in Utah and has 47 criminal charges, all mostly drug related. RELATED: 'We were fleeing for our lives.' Passenger speaks out after Tijuana crashStricker was last arrested on May 6, 2019. Police say he was driving on a suspended license, without a registration and no proof of insurance. Police say he also had drug paraphernalia in the vehicle when they pulled him over. Mexican authorities tell 10News Stricker is facing charges of attempted homicide and property damages. They expect him to be arraigned Thursday in Mexican court. In the crash Monday afternoon, Stricker hit 17 vehicles, 12 vendor carts and injured three people.
