MOSCOW, March 19 (Xinhua) -- Chinese and Russian officials and experts have expressed optimism on further expansion of Sino-Russian ties on the eve of a visit here by Chinese Vice-President Xi Jinping.A Chinese Foreign Ministry spokesman said Thursday that Xi’s visit to Russia would further promote bilateral cooperation.Xi was invited by Russian Prime Minister Vladimir Putin to attend the inauguration of the Year of Chinese Language, and the opening ceremony of the second round of dialogue between the Chinese and Russian ruling parties, Qin Gang said."The Year of Chinese Language will promote mutual understanding and friendship between the Chinese and Russian people, which would also enhance the two countries' cultural cooperation," he said.At a press conference for the upcoming Year of Chinese Language held here on Wednesday, Li Hui, Chinese ambassador to Russia, said the language year would be conducive to nurturing language talents and deepening the bilateral relationship."I hope that, through the Year of Chinese Language, Russian people, particularly the young people, will understand Chinese society and traditional culture,” he said.China held the Year of Russian Language in 2009 and, with this year's reciprocation in Russia, is an effort to further consolidate the bilateral strategic partnership of cooperation.Li said previously the Year of Chinese Language, with its many events, would write a new page in China-Russia ties and elevate bilateral relations to a new high.In a recent interview with Xinhua, Alexander Lukin, director of the Center for East Asia and Shanghai Cooperation Organization Studies at Moscow State University for International Relations, said Russia-China ties, which have been developing smoothly, are at their best in history.The current ties between Russia and China are entirely equal and are based on practical interests, Lukin said."The two countries have almost no contradictions. Both support a multi-polar world and oppose a global structure dominated by a certain country," he said.Several leading Russian Sinologists, who attended a recent reception for the traditional Chinese lantern festival, all hailed the achievements made in Russia-China relations in recent years.Russian First Deputy Foreign Minister Andrey Denisov and Mikhail Titarenko, chairman of the Russia-China Friendship Association, said the frequent high-level exchanges in 2009, joint celebration of the 60th anniversary of the Russia-China diplomatic relations and the success of the Year of Russian Language had played a key role in deepening bilateral relations.They said Russia-China relations would maintain sound development in 2010 and a series of grand events, including the Year of Chinese Language, would further boost bilateral ties.

ADDIS ABABA, Jan. 29 (Xinhua) - The Chinese government attaches great importance to cooperation with Africa in the Information and Communication Technologies (ICTs) sector, Chinese Envoy and Deputy Foreign Minister Zhai Jun said in a recent interview with Xinhua.The Chinese department in charge of information and communication will strengthen communication and cooperation with their African counterparts and establish consultation mechanisms, Zhai said.Meanwhile, the Chinese government will support capable enterprises to open business in Africa, in a bid to make contribution to African countries' economic development and promote modernization of communication in the continent, he said.The cooperation between China and Africa in the ICTs sector has played an active role in advancing Africa's overall communication level, promoting the continent's economic development, and bridging the "digital gap" between Africa and the rest of the world, the Chinese envoy said.Thanks to the efforts made in the past 10 years, communication facilities produced by Chinese enterprises have gained certain market share in Africa, and Chinese brands have won their renown in the African market, Zhai said.Products and services by Chinese communication facility enterprises such as ZTE and Huawei have covered 50 African countries, providing communication services for more than 300 million people, Zhai said.Meanwhile, more than 40 3G networks have been established in over 30 African countries with regional offices of Chinese communication facility enterprises scattering in 48 African countries while regional research and development centers and personnel training centers have also been established in the continent, he noted.Moreover, ICTs cooperation between the two sides have also helped generate employment, promote technology transfer and improve people's livelihood in Africa, said the minister.In Africa, Chinese enterprises pay special attention to employing local employees, who now account for over 60 percent of the total number of staff, Zhai said, adding that Chinese enterprises train more than 20,000 technical personnel for Africa every year.Chinese enterprises also do their best to make local procurement, Zhai said, noting that Huawei alone has made a 480- million-U.S. dollar procurement in African in 2008.At the same time, Chinese enterprises actively carry out social responsibilities in Africa by funding schools, hospitals and wildlife conservation, which are applauded extensively by African governments and people, according to him.Zhai arrived in the Ethiopian capital Addis Ababa Wednesday to attend as an observer the 14th African Union (AU) summit scheduled from Sunday to Tuesday.Under the theme "Information and Communication Technologies in Africa: Challenges and Prospects for Development," leaders from AU member states will assess the achievement made in Africa in the ICTs sector, while discussing opportunities, challenges and prospects of the sector's development.During the summit, participants are also expected to exchange views on issues including regional integration, climate change, Africa's stance on UN reforms and regional conflicts, among others.

  

GUANGZHOU, Feb. 14 (Xinhua) -- As the bell struck midnight Saturday to usher in the New Year, a real-name train ticket selling experiment ended in southern China's Guangdong Province.The move has turned out to be helpful in easing ticket shortages during a travel peak season before the Spring Festival, or Chinese Lunar New Year, but failed to uproot scalpers.In 15 days, the operation initiated by the Ministry of Railways among nine stations run by Guangzhou Railway Group has benefited 600,000 travellers who went on their journeys home from Guangdong since Jan. 30 to inland provinces of Hunan, Sichuan and Guizhou, and Chongqing Municipality.The stations were in cities whose economy heavily relies upon migrant workers, including Guangzhou, Shenzhen, Foshan, Dongguan and Huizhou, all in Guangdong, known as "Factory of the World".With the real-name ticket selling scheme, gone were those long waiting queues -- which had been ubiquitous before the experiment-- at the entrances of Guangzhou Railway Station where transportation task is usually the heaviest around important traditional festive seasons such as Spring Festival.Xiong Xiaoyan, who was heading for her home province of Guizhou, southwest China, was surprised to find the ticket-checking process taking only 10 seconds."I thought the waiting line would be much longer than normal as the identity card check was supposed to take more time", she said, "I didn't expect it to be so prompt!"Huang Xin, director of the passenger transport section of the Guangzhou Railway Group, attributed the efficiency to the improved ticket check-in infrastructure. "We used to have only seven to eight ticket gates. Now the number has grown up to 108," Huang said.At each entrance gate to the platform, an identity recognition system was put into place. Inspectors could scan a traveller's ticket and his or her ID card separately on two sets of equipment: screens will immediately display the information about a ticket purchaser and the ID card holder with photos. If the names and codes on the ticket and ID card matches, inspectors will stamp the ticket and let go the traveller.Huang said that this year's pre-Spring Festival single-day traffic record had overtaken that of last year to 232,000 people on Feb. 28."I think the pilot operation has successfully passed the ticket check-in test as the extra procedure aiming to secure fairness cut rather than prolong travelers' waiting time," said Huang.Dozens of train stations in Hunan, Sichuan, Chongqing and Guizhou, home to a huge number of migrant workers, started to pilot the real-name train ticket selling scheme on Sunday.Tens of millions of migrant workers go back home before the Spring Festival for often once-in-a-year family reunions. They return to cities after the festival.The scheme runs through March 10.SCALPERS CORNERED NOT UPROOTEDBefore the name-based system was adopted, travellers had long complained about scalpers worsening the ticket shortage problem by stockpiling tickets and reselling them at higher prices as the country's railway transport capacity falls far short of its annual Spring Festival traffic demand.During this travelling season from Jan. 30 to March 10, the railways were expected to transport 210 million passengers, up 9.5 percent year on year, or 5.25 million passengers per day, according to the Ministry of Railways.Migrant worker Wang Xiangneng from central Hunan Province thought the real-name system had put a curb on scalpers. "Anyone can buy a ticket either by phone calls or at ticket booths now. It is really first-come and first-served," said Wang.Taking himself as example, Wang said that a one-way ticket for a hard seat from Guangzhou to Shaoyang priced at 51 yuan used to be sold at least 200 yuan by scalpers in the past."If we were able to secure a ticket from the station or authorized outlets, we could have several days' pay spared. That is not a small amount for us," he said.But there are people always trying to beat the new system to make illegal profits. Police in Guangdong have captured 837 illegal ticket vendors and confiscated more than 2,500 scalped tickets by Feb. 8.In Chongqing, local police have also cracked down on several ticket scalping cases.From two suspects, the police have seized 37 real-name tickets, 115 IDs for ticket booking via phone calls and four household registration booklets. The two suspects surnamed Wang and Gou separately confessed they would charge an extra 20 to 30 yuan for each ticket.Yue Jinglun, director of the Social Policy Research Institute of the Guangzhou-based Sun Yat-sen University, said there was much to be done to prevent the real-name system from being taken advantage of by scalpers."No one would deny that the trial operation has been a very positive step in securing fair distribution of scarce train ticket resources. The key is to constantly optimize the system, rather than abandoning it for fear of defects," he said.Huang Xin said the way to tackle train ticket shortage problem from the root was to expand the country's railway transport capacity. "At the core this is supply-and-demand problem," he said.

  

DAR ES SALAAM, March 17 (Xinhua) -- "China is not throwing its weight amid China-Africa cooperation, though China's influence is getting stronger as an emerging power," a senior Tanzanian media official said here on Wednesday.Mkumbwa Ally, Deputy Managing Editor of Tanzania Standard Newspapers which published the official Daily News and Sunday News among others, made the remarks in an exclusive interview with Xinhua."The cooperation between China and Africa including Tanzania is based on mutual-benefit, that's not the 'Power matters the most' policy by some western countries but the way to cooperate with others," Ally said.China's assistance to African countries has no strings-attached, which was preferred by African countries, the senior Tanzanian media official said, mentioning the assistance from China to build the Tanzania-Zambia Railway in the 1970s."The big project of Tanzania-Zambia Railway Authority (TAZARA) railway was implemented with China's assistance, which helped the two African countries, especially the land-locked Zambia a lot in development and once was the main model of transportation in Tanzania," Ally noted.He added that China's assistance to Africa was brotherly based and the fourth ministerial meeting of the Forum on China-Africa Cooperation (FOCAC) held in the Egyptian resort of Sharm el-Sheikh on Nov. 8-9 and committed to enhance China-Africa cooperation with "people-centered" development, that is "development must look at people's needs".Besides assistance, China-African cooperation is also growing in business sectors, for example, Chinese construction companies built many projects in African countries with the same quality but lower costs, which is good for Africa, meaning that the African government can spend less for the same quality, the senior Tanzanian media official noted."Economists saw China as an emerging power, which has a lot of room for growth. This is evident, and statistics showed that," Ally said.As developing countries, African countries sympathize with China because there are many similarities between the two sides faced with the problem of environment and pollution amid development, according to Ally."China presented proactive initiative at UN climate change conference in Copenhagen in December 2009 and helped a lot to find common grounds among all sides to put forward practical measures," he noted.He stressed that climate change is an issue which needs every country to take measures to reduce pollution as "a very important step to start".He also reiterated that African countries respected China's sovereignty with adherence to "no interference with internal affairs".The senior Tanzanian media official also suggested Chinese media provide more information about what China is doing and the real intention of China to correct the negative image imposed by some Western media on China.
