SAN DIEGO (KGTV) - Many residents living in and around the polluted Tijuana River Valley expressed frustration this week with a plan to use taxpayer money to fund a campground instead of working on a fix to the raw sewage pouring over the border from Mexico into San Diego County. California Senate Bill 507 was signed by Governor Jerry Brown last month and allotted .5 million towards a campground and only 0,000 to study potential fixes to the sewage.“It seems like it’s the bastard child of San Diego and it just sucks.  It’s not fair,” said Ginger Sacco of the Citizens Against Sewage group.Sacco told 10News they were under the impression the bill, which was backed by Senator Ben Hueso and Assemblyman Todd Gloria, would be used to fight the sewage problem.  Instead, Sacco said they only learned last week most of the money would fund a campground backed by San Diego County Supervisor Greg Cox.“I can’t imagine people in their right mind wanting to camp down here knowing all the sewage and toxins that have been coming through here,” said Sacco.A spokesman for Supervisor Cox emailed 10News a statement:“The .1 million comes from a 1988 State park bond act that was specifically designated by the voters for the purchase of land to expand the Tijuana River Valley Regional Park. At this time, after the purchase more than 1,800 acres, there are no additional lands necessary for inclusion to the Regional Park, therefore, we sought State legislation to slightly shift those park funds for the creation of the park and open space amenities.0,000 of that money was allocated to study potential fixes to the sewage spills on the U.S. side….County taxpayer money designated by the voters for a County park is not the proper funding source for an international water pollution prevention and treatment project costing hundreds of millions of dollars.”A spokeswoman for Senator Hueso said she issued news releases that mentioned the campground element.  Sacco said the residents never saw or heard about the campground until recently.An SB 507 promotional YouTube video featuring Assemblyman Gloria focused heavily on the sewage damage but doesn’t mention the campground.  His spokesman sent 10News a statement:“Assemblymember Gloria has been and remains committed to exploring solutions that will stop the pollution in the Tijuana River Valley. The purpose of the video was to highlight the State’s commitment to funding a feasibility study for the development of infrastructure on the U.S. side of the border.As mentioned in the video…this bill starts us on a path toward a long-term solution. It is worth noting that without SB 507, the State would not be funding a feasibility study. In fact, none of this money would be coming to the Tijuana River Valley.” 2807

SAN DIEGO (KGTV) -- Mayor Kevin Faulconer is among local leaders expected to leave for Mexico City Sunday morning. The trip, which includes Imperial Beach Mayor Serge Dedina, is meant to strengthen ties between the border. The mayors plan to discuss border infrastructure projects, pollution in the Tijuana River Valley and economic ties with leadership in Mexico. So we certainly wish that not to be something to be toyed with,” said Jason Wells, Executive Director of the San Ysidro Chamber of Commerce. The San Ysidro Port of Entry is the busiest land crossing in the U.S. with nearly 100,000 vehicles and pedestrians crossing every day. 1098

  

SAN DIEGO (KGTV) - Less than a week before the election, there are reports of political yard signs being stolen and vandalized, and in some cases, appearing in yards.Sunday night, just before midnight in a cul-de-sac in El Cajon, surveillance video shows a car driving slowly before it stops to let someone out."A shadowy figure, looks young, maybe 10 years old, gets out of the vehicle, runs in, and grabs a political sign," said Brandon Spaulding.Spaulding says the sign being taken belonged to his neighbor and it read "Trump/Pence, Make America Great Again." That same night, Spaulding's sign, which had been vandalized days before, also disappeared.The apparent thieves in the Sunday's thefts: a child and an adult."Very disappointed and frustrated ... being a terrible role model. As parents, you’re supposed to teach children the different between right and wrong. I was always taught to love my country, and part of that is freedom of speech. Respect people's rights to say what they want to say," said Spaulding.Spaulding isn't alone. Local Republican Party officials say they've received more than a 100 reports of stolen Trump signs, a greater number when compared to previous presidential elections.In Coronado, police responded Wednesday to seven homes, where yard signs reading "Racism Lives Here" appeared in front of the homes of Trump supporters who were displaying signs or flags.It isn't just Trump backers being targeted. On the Nextdoor mobile app, ABC 10News found numerous examples of signs supporting presidential challenger Joe Biden stolen.Just south of Balboa Ave., Margo Thomas woke up Wednesday to her Biden/Harris yard sign gone."To me, it just feels like you’re stifling free speech," said Thomas.There is still no mistaking who Thomas is backing. SAN DIEGO (KGTV) - Loved ones gathered at Sunset Cliffs Friday to remember a high school student who died after jumping from 20 feet up, and drowning.10News learned the 15-year-old Anthony Womack and some friends skipped school to spend time at Sunset Cliffs on Wednesday.His friends told San Diego Lifeguards that the teen jumped into the water but immediately started to panic. The friends said they were unaware that Womack did not know how to swim.Friday night more than 100 people gathered to remember and mourn his loss."It was amazing seeing him every single day, seeing how happy he was walking to class," student Christian Perez said."I was walking to PE and heard someone say Anthony's drowning, and I ran up to them and said what happened and they said Anthony, Anthony's dead. Right when I heard that my whole body just froze, I had no words to say, I just started bursting out tears," he said.As the news spread, Christian said everyone was stunned, "the whole school was quiet, walking through, all the friends, it felt empty not having him there."Anthony's Grandma spoke with friends who were at the cliffs the day he died, giving her closure knowing exactly what happened. She also said it was only the second time he ever ditched school."He passed but he's still here, he's in all their hearts, their eyes and their minds, they all know him," Anthony's uncle, Garney Crews, said.At the vigil Crews brought the students together on the cliff, where Anthony jumped, "they had all their heads down, they were mourning , we don't want that. Anthony wouldn't want that."Instead he worked to spread the light his nephew shone, "hopefully it changes their heart and they become happy and they learn from it and they strive from it and they grow from it and when they pass this point at sunset cliffs, it's not just another place where water hits the rock, it's the place where their friend was taken to a higher level."Saturday there will be a car wash to fund-raise for Anthony's funeral, at the Church of God of Prophecy from 8 a.m. to 1 p.m. 2062
