OTAY MESA (CNS) - Authorities Tuesday released the names of a 70-year- old man and the two San Diego police officers who shot him in Otay Valley Regional Park in Otay Mesa when he allegedly pulled out a handgun that turned out to be a replica.Around 6 a.m. Thursday, Officers Jeremy Huff and Filip Perry from the Neighborhood Policing Division were in the park, near the 500 block of Beyer Way, to conduct an outreach and cleanup operation in conjunction with other city agencies when they encountered Carlos Soto, who was staying in an illegal encampment, according to Lt. Andra Brown of the San Diego Police Department."When officers approached the man, he produced a handgun," Brown said. "Officers gave the man commands to get on the ground. The man then reached for the handgun and officers used their services weapons."Soto was taken to a hospital, where he underwent surgery for non-life- threatening wounds, the lieutenant said.No officers were injured and detectives recovered the handgun at the scene, but it turned out to be a replica firearm, Brown said.Huff has been with the department for eight years and Perry has been with the department for nine months.Anyone with information about the shooting was asked to call the SDPD's Homicide Unit at 619-531-2293.Anonymous tips can be called in to Crime Stoppers at 888-580-8477. 1347

On Aug. 26, 2017, 15-year-old Damon Grimes was involved in a police pursuit while driving an ATV in Detroit. That pursuit ended in a crash that claimed Grimes’ life.Reporters at Scripps station WXYZ in Detroit requested video from the crash under the Freedom of Information Act, and received 25 hours worth of video from police body cameras and dash cameras, surveillance video and cell phone video shot by witnesses that tell the story of the senseless death.Officials did not provide footage from the dash cam of the pursuit by Michigan State Troopers, Mark Bessner and Ethan Berger.At 5:31 p.m., video shows Damon Grimes riding his ATV down Rossini Avenue and Gratiot in Detroit. At that time, Trooper Mark Bessner requested priority to chase an ATV.“He flipped. Flipped!” Detroit Police Officer Williams said, video shows.“Yup, tell them there’s an accident,” said DPD Officer Boersman, who was first on the scene.Grimes had hit a parked Ford F-150 with his ATV and he flew off the four-wheeler.“0-9, he’s slowed down, we tased him and he crashed out. On a typical day, police officers make more than 50,000 traffic stops.According to the Stanford Open Policing Project, which looked at nearly 100 million traffic stops, there are significant racial disparities in policing.Black drivers are stopped more frequently than white drivers, and Black and Hispanic drivers are more likely to be searched.“The public has to have confidence and trust in highway safety enforcement and law enforcement and that trust has been reduced because of recent events,” said Jonathan Adkins, Executive Director at the Governors Highway Safety Association.The association came out with its first ever recommendations on how to reduce racism in traffic enforcement. They include making sure the demographics of law enforcement officers match the communities they serve, collecting data on race in traffic enforcement, incorporating that data in grants and funding, and getting perspectives from minorities and low-income communities.The association doesn't believe widespread agency defunding or pulling officers from stops is the answer.“If someone is speeding, driving aggressively, driving drunk, you don’t want a social worker pulling them over, that needs to be a law enforcement officer with a weapon to protect him or herself,” said Adkins.The association points to more training on racism, bias and de-escalation.Another important component to building public trust is positive stops.“If someone is doing the right thing and you have an encounter with them, give them a dollar certificate for ice cream, give them an award, thanks for having your child buckled up correctly in the backseat,” said Adkins.Adkins says at the same time, you don’t want to pull back on traffic enforcement. OCEANSIDE, Calif. (KGTV) -  A group called "Take Back Oceanside" with some 300 members strong is vowing the clean up the filth and violence they say has crept into their neighborhood along the San Luis Rey riverbed.Organizer Drew Andrioff says the crime is out of control."We believe other coastal communities are giving the transients bus and train tickets here, and the city is limited in what they can do. It's gotten so bad no one wants to take their kids out. Police don't come down here after dark because the camps have traps....trip wires and sharp bamboo," said Andrioff.Police estimate nearly 500 homeless people are living along the riverbank.  The Oceanside Police Department has made over 1,000 arrests in that area since the first of the year.Lifelong Oceanside resident Donna McGinty says the crime is seeping into the city."Every atrocity imaginable is happening down there.  Prostitution is rampant.  The transient groups have their own little government down there and it's well organized," she said.Pictures taken by the neighborhood group show used needles, hundreds of shopping carts, heaping trash, a machete, and a polluted river. The group plans to attend the Oceanside City Council meeting on October 17 to ask for help. 1283
