SAN DIEGO (KGTV) — San Diego Police have released bodycam footage of an officer-involved shooting that ended with one man dead in City Heights on Thursday.The video shows SDPD officers responding to the 4200 block of Menlo Ave. at about 4 p.m. SDPD said officers were called after reports of a man with a handgun confronting two women."The man manipulated the slide of the gun as if he were loading it and pointed the gun towards the women," according to an SDPD news release. The women drove away and then called 911.The video, which includes bodycam video from two officers and witness video, shows officers arrive to the scene and begin to yell to the man to drop the gun and step away. (SDPD has posted the full video here.)Police can be heard in the video telling the man not to pick the gun up after putting it on the ground, but that he was not complying.RELATED: Man dies after officer-involved shooting in City Heights“The male initially complied and raised his hands, at which point a firearm fell from his clothing onto the ground near him, they continued giving him directions to back away from the weapon, but he refused to comply," SDPD Lt. Matt Dobbs said Thursday.Police say the man picked the gun back up and pointed it at officers. That's when several officers shot at the man, according to Dobbs. The man was hit at least once. SDPD said the man was still moving and in control of the gun, and pointed it in officers' direction, prompting police to fire again.Police continued to yell to the man to get away from the gun, before SDPD says officers used a combination of non-lethal options, including a bean bag round and canine, to take him into custody.SDPD says the man was given medical aid, but he was pronounced dead at the scene. His name has not been released, but police say he appears to be a Hispanic or light-skinned African-American man in this 30s or 40s.A weapon was recovered at the scene, according to police, but it isn't known if the weapon was real or operational. SDPD said a witness provided cell phone video showing the man picking the gun back up and pointing it at officers.SDPD says seven officers fired shots. They are not being identified. As with all officer-involved shootings, the officers will be placed on administrative duty. No officers were reportedly injured.After the department's Homicide Unit completes its investigation, the San Diego County District Attorney’s Office will look at the incident to determine if the officers bear any criminal liability for their actions.The Internal Affairs Unit will also conduct an investigation, and the Shooting Review Board will evaluate the tactics used by the officers.The Community Review Board on Police Practices will conduct a review of the incident and provide any appropriate recommendations. The Federal Bureau of Investigations and the United States Attorney’s Office will also monitor the investigation. 2919

Police found the bodies in a car parked on Jaime Avenue at Doti Point Drive after a neighbor reported a suspicious vehicle just before five pm Sunday. According to police, the bodies are that of two women and a man, possibly in their late teens or early twenties. They say the bodies were in such poor condition. They were unable to determine race. The medical examiner is working to determine the cause of death and their identities. Neighbors say the car was parked on the street for three days, but that's not uncommon.“A lot of people will park and they will walk to those apartments behind here or they park and they go to someone’s house over here, so it’s not really that suspicious," said Kevin Totten. Totten grew up in the neighborhood. He said it's usually quiet and is home to mainly families."It seems like someone did what they did, to these three innocent people and drove around and was looking for a spot to dump a car with three bodies in it," said Totten. After neighbors started noticing an odor, one of them called police Sunday evening."Once the wind would kind of blow, you can smell like, it’s hard to explain. I’ve never smelled that before. I thought well maybe it was like trash, but then a more pungent odor than that," said one mom who didn't want to be identified.The woman said once police arrived she noticed fluids coming from the car. "Once the police were here and they were kind of looking to see what was going on you could see the car and what looked like blood dripping from it. I’m like do I need counseling? Do my kids need counseling? It’s a lot to take in,” said the woman. Police aren't releasing any information about the investigation. Neighbors say the car was an older model BMW either silver or gray in color. They also said it had out of state plates. "Whomever the victims are, the families, hopefully they can figure who they are and sort of bring closure to them," said the woman. 2085

SAN DIEGO (KGTV) - San Diego gun owners could soon face more requirements when it comes to storing their firearms.City Attorney Mara Elliott announced the proposal Tuesday. It would require gun owners to store their guns in a Department of Justice approved lockbox or trigger lock, unless the owner or authorized user is carrying the firearm or it is in their immediate control. Elliott said state law requires locks to accompany guns sold in California but does not always require their use. "Safe storage laws work when it comes to protecting our kids," said Elliott, who made the announcement next to a playground at Mission Bay. Elliott pointed to the 2013 death of 10-year-old Eric Klyaz, who was fatally shot when playing with a gun in a friend's garage. "Two families were torn apart that day, but the impact of his death cut deeper than that," Elliott said. Violators would face up to six months in jail and a ,000 fine. Elliott said police wouldn't be doing door-to-door checks, but could cite someone when responding to a different call.Still, Michael Schwartz, who heads the San Diego County Gun Owners PAC, said law is duplicative and that education is the better approach. "This is something that invades someone's choice in their home," he said. "Whether or not you have a child, maybe you're a single woman who lives at home, and now she's taking away a number of choices that a single woman has to be able to defend herself in her own home."The proposed ordinance says it will not substantially burden a person's ability for self-defense at home. SAN DIEGO (KGTV) - Republican Assemblyman Randy Voepel is being called a valor thief, but his accusers have not produced hard evidence to back up their claims. Navy veteran and Republican state assembly candidate Larry Wilske addressed the media on Monday in front of downtown's USS Midway. He and others say the former mayor of Santee, Voepel, misrepresented his military service record. "This is serious business. It's a slap in the face to veterans," says Wilske. Wilske was joined by private investigator and retired Master Chief Petty Officer Terence Hoey, who has been looking into Voepel's military records.  "He's not a purple heart recipient, although he's repeatedly stated that he is and his chief of staff has doubled down on his claim," says Hoey. They're also alleging that Voepel falsely claimed he had combat experience in Vietnam. However, military discharge documents sent to us by Voepel's staff show that he served on the USS Buchanan and was awarded a ribbon for combat action, and was awarded other honors related to his service in Vietnam. The Wilske supporters believe the discharge documents have been forged. “This document has been altered, thus rendering the form essentially void,” says Hoey. Voepel’s staff denies that Voepel ever claimed to have been awarded a purple heart and 10News couldn’t find proof of the claim, anywhere. Additionally, a military service record provided by Hoey does not include a purple heart award in his list of decorations. Wilske and his supporters say there are multiple credible witness testimonies and video evidence that’ll reveal the whole truth, but they have yet to be fully produced. Wilske and Hoey deny that their allegations of stolen valor are tied to political mudslinging. “The one thing we can't square here is that round peg with Voepel and his wild and comedic claims,” adds Hoey. There was one alleged witness at Monday’s press conference. He said he’s a veteran who met Voepel at a recent political event and claims Voepel lied to his face about his service history. Voepel’s staff is unsure as to whether the two have ever even met.  Voepel denied our request for an interview. He denies all allegations of stolen valor. 2273

  

SAN DIEGO (KGTV) - Ridesharing companies like Uber and Lyft could shut down in California as early as Friday due to a judge's ruling ordering the companies to classify their drivers as employees, not contractors. Uber and Lyft have warned their users and drivers about the possible shutdown. Both companies have appealed the ruling. The issue stems from Assembly Bill 5, a law that classifies contractors as employees, giving them the right to unionize, have access to minimum wage, overtime, paid sick leave and workers compensation benefits. Some Uber and Lyft drivers are in favor of AB5, but many others say they would like to continue working as independent contractors because of the flexibility the job allows them.
