NEW ORLEANS (AP) — Louisiana is suing the state of California over its decision to ban the import and sale of alligator products, saying the ban will hurt an important Louisiana industry and ultimately could hurt the state’s wetlands.In a lawsuit filed Thursday, Louisiana said the economy surrounding alligators has played a key role in bringing back the American alligator population and is an important factor in protecting wetlands and other species besides alligators that depend on the wetlands.“California has nevertheless attempted to destroy the market for American alligator products notwithstanding the fact that no such alligators live in California,” the lawsuit says.According to The Times-Picayune/the New Orleans Advocate, California banned alligator skins and meats in the 1970s but repeatedly issued exceptions that allowed sales. The newspaper reports that the most recent exemption expires on Jan. 1 of next year, and this time California’s legislature did not pass another exemption. The newspaper reports the alligator ban was backed by a coalition of animal rights and environmental groups.Louisiana said in its lawsuit that because most of the state’s coastal habitat is privately owned, the state does not have direct control over how it is managed. But the alligator industry provides economic incentives for landowners to take steps to protect marshlands that serve as habitat for the alligators.The state argues that if California’s ban goes into effect, “landowners will be forced to greatly reduce or cease their erosion control efforts because they will be unable to economically sustain those efforts, resulting in irreparable harm to their property as well as harm to Louisiana’s sovereign environmental interests in wetland preservation.”According to the lawsuit, California’s large economy often means that their product standards become de facto national standards so California’s alligator ban will have effects in other states. Louisiana says the upcoming ban is already having effects up and down the supply chain with the price of alligator hides decreasing, and alligator farmers reducing their investments.According to Louisiana Wildlife & Fisheries, over 300,000 alligators are harvested every year from both farm and wild sources. 2282

North Korea has agreed to refrain from conducting nuclear and missile tests while engaging in dialogue with South Korea, Seoul's national security chief Chung Eui-yong said Tuesday after returning from a meeting with North Korean leader Kim Jong Un.Chung added that Pyongyang also expressed willingness to talk to the United States "in an open-ended dialogue to discuss the issue of denuclearization and to normalize relations with North Korea."Chung said that as part of the dialogue, the two Koreas would hold a summit next month, the first of its kind in more than a decade.The last inter-Korean summit was in 2007, when South Korean President Roh Moo-hyun met Kim's father, late North Korean leader Kim Jong Il.The meeting will be held at the Panmunjom Peace House on the South Korean side of the demilitarized zone that divides the two countries, Chung said.Pyongyang and Seoul will also open a communication hotline that will enable Kim and South Korean President Moon Jae-in to speak directly.Moon sent Chung and four other top government officials to Pyongyang Monday, when they met with Kim and some of his top aides.It's believed to be the first time the young North Korean leader has ever met with any officials from South Korea since taking power in 2011.Developing story - more to come  1312

NEW YORK CITY — Terence Davis, an NBA player with the Toronto Raptors, was arrested in Manhattan Tuesday night after allegedly slapping his girlfriend, according to the NYPD.Police said the incident happened around 8:30 p.m. at the Beekman Tower, a luxury high-rise building on Mitchell Place, near East 49th Street and First Avenue.Davis, 23, is accused of slapping the woman across the face before grabbing her phone and breaking the screen, officials said.The victim was not hospitalized.Davis was arrested and will face assault charges, according to the NYPD.This story was originally published by Mark Sundstrom on WPIX in New York. 645

Netflix plans to establish one of the largest production hubs in North America with an expansion of its existing studio complex in New Mexico and a commitment to an additional billion in production spending, government and corporate leaders announced Monday.Ten new stages, post-production services, offices, mills, backlots and other infrastructure would be added to Netflix’s growing campus on the southern edge of Albuquerque. Aside from construction jobs, the project is expected to result in 1,000 production jobs over the next decade.Netflix first marked its presence in New Mexico in 2018, when it announced it was buying Albuquerque Studios and pledged billion in spending over a decade. At the time, government officials saw the move as a transformative victory for a state that has struggled to lessen its reliance on federal funding and oil and gas development.“I am glad Netflix has chosen to double-down on its commitment to our state, and our partnership will continue to grow for the benefit of New Mexicans across the board,” Gov. Businesses have cropped up around the state to support the industry, she said, and data from the state film office suggests 40% of production budgets go to small, local vendors.“So it really is trickling through our economy,” she said.As part of the proposed investment, Netflix has committed to providing training programs in partnership with the New Mexico Film Office, local universities and industry organizations.
