SAN FRANCISCO (AP) — Pacific Gas & Electric Co. power lines may have started two wildfires over the weekend in the San Francisco Bay Area, the utility said Monday, even though widespread blackouts were in place to prevent downed lines from starting fires during dangerously windy weather.The fires described in PG&E reports to state regulators match blazes that destroyed a tennis club and forced evacuations in Lafayette, about 20 miles (32 kilometers) east of San Francisco.The fires began in a section of town where PG&E had opted to keep the lights on. The sites were not designated as a high fire risk, the company said.Powerful winds were driving multiple fires across California and forcing power shut-offs intended to prevent blazes. SAN DIEGO (KGTV/CNS) – San Diego City Council Monday passed a proposal that bans Styrofoam and single-use plastics in a 5-3 vote. In July, the City Council Rules Committee voted 3-2 in favor of prohibiting the use and sale of containers and other items made with Styrofoam.The measure, proposed by Councilman Chris Ward, prohibits the use and sale of egg cartons, food service containers, coolers, ice chests, pool or beach toys, mooring buoys and navigation markers made partially or completely of polystyrene foam, commonly called by the brand name Styrofoam.The city's Environmental Services Department must also provide a list of safe, affordable alternatives to polystyrene products should the ban go into effect.Polystyrene products don't degrade the way more natural products do, taking hundreds of years to break down. Because of this long life span, marine and terrestrial fauna can and do mistake polystyrene for food."Our growing reliance on disposable plastic to fuel our ‘culture of convenience' is not without cost. Globally, an average of eight million tons of plastic ends up in the ocean," said Roger Kube, a policy adviser with the 5 Gyres Institute, when Ward introduced the proposal in May. "Once there, sunlight and currents shred plastic debris into smaller particles called microplastics, which absorb and concentrate toxic chemicals up the marine food chain and into our bodies. From plankton to fish, and to humans that eat seafood, plastic pollution is changing the very chemistry of life."Opponents of the ban claim it will have a disproportionately negative effect on local restaurants who may not be able to afford more expensive alternatives to polystyrene containers the way larger chain restaurants can. A study by the California Restaurant Association, San Diego Chapter, found that the ban could force small food service businesses to spend up to 145 percent more for polystyrene alternatives like compostable paper."We're opposed to the ban because polystyrene is a recyclable product," said Chris Duggan, the San Diego chapter's director of local government affairs. San Diego (KGTV)- Heart- pounding moments for visitors at the San Diego Zoo Safari Park. Powerful gusts tossed riders on the Balloon Safari from side to side. Riders on the balloon held on tight during the gusty landing. “There were some points where the basket was almost tipped completely sideways,” says Jordan Lapidot, who was visiting the park with her family yesterday afternoon. “I have this image in my mind of this guy, and he’s grabbing the outside of the cage as they get just thrown.”The San Diego Zoo Safari Park says the balloon has a long cable in the middle of the cage that safely brings it down from the sky. That cable never broke during the windy ride. “They were trying to get it down as quickly as possible,” says Lapidot. The Safari Park tells 10News if the wind reads over 29 miles per hour they will shut the ride down. They sent us a statement about the incident, saying in part: “As the sudden storm arrived and winds picked up, some operations at the Park, like Balloon Safari and Flightline were closed to public use.”No one was hurt while on the ride. 1090

SAN DIEGO (KGVT) -- Parents of San Diego Unified School District students will hold a demonstration Tuesday with a goal for the school district to return to full-time, in-person education as soon as possible.Parent and family therapist Gina Smith said she started the group called "Reopen SDUSD" because she is frustrated that other San Diego County districts have set reopening dates, and many private schools are already open. The group has already started a petition which has more than 650 signatures."What sparked the fire is that other schools have reopening plans within weeks and San Diego Unifed has been silent," Smith said.San Diego Unified has not released any definitive dates or a timeline for reopening.Currently, the district is reporting a projected loss of 2,474 students. Two out of every three un-enrolled students are kindergartners. Enrolling children into kindergarten is not mandatory in the state of California.The district has a meeting scheduled for Tuesday evening, and before that meeting, hundreds of parents are expected to rally over their concerns about distance learning. Some parents say they're concerned about the mental health impact distance learning is having on their children."The isolation and lack of social interaction is a huge part that many children as young as five are experiencing depressive symptoms", Smith said.
