The majority of them are homeless.Tents belonging to the homeless were back up in downtown just two days after the city sprayed down streets and sidewalks to control the outbreak. David Ross is known as "the waterman" in downtown. He is an advocate for the homeless and regularly passes out water to those living on the street. Right now, the homeless don't have a place to wash their hands or go to the bathroom. SAN DIEGO, Calif. (KGTV) - A fire on the USS Bonhomme Richard at Naval Base San Diego started Sunday morning and as of Monday afternoon, continues to burn, adding smoke to the sky and raising concerns over air quality in San Diego.Related: USS Bonhomme Richard fire: 57 treated for injuries after fire erupts aboard Naval Base San Diego shipBill Brick is the Chief of Monitoring and Technical Services Division at the Air Pollution Control District and said there are concerns in some areas but not everywhere. He said they have received reports of people smelling the smoke as far away as Oceanside and Escondido. According to Brick, those people who are farther away may be able to smell the smoke but the particulate matter is less concentrated, so it should not pose a health risk.He said the people who should be aware of health concerns are those nearby the fire who end up directly in the path of the smoke due to wind and also those with prior health concerns such as asthma, lung or heart problems. He said if anyone is close enough to smell the smoke and also gets irritated eyes, they should also be aware that there could be health risks. For any of those people, he advises to avoid exercise, go inside and close the windows to avoid breathing in that air.Brick also said that a problem with this fire is they don’t know exactly what has burned. While the Navy has said they are still within EPA standards, Brick said the focus has been on fighting the fire so it has been hard for them to determine everything that has burned. Brick said they did take samples of the air to see if anything toxic is in the air, but those results will not come back for a few days, so he advises everyone to use caution while the fire still burns. 1751

SAN DIEGO (KGTV)-- The tenants of two galleries in North Park tell 10News the new owner of their building has raised the rent so high they're been left with no choice but to leave. Owners at The Studio Door and Good Friday will both be gone from their current location on 30th Street by the end of the summer. "It was devastating we've been searching trying to find something new another space but the rents are just so high right now, " said Chris Smith, who has been with The Studio Door for nearly four years.Smith says the rent went from ,000 a month to nearly ,000. He says the galleries were some of the only left in the area."There used to be a lot of artists and art galleries here in North Park," he said. "That's what really built up North Park to be what it is and as the rents went up they all just get pushed out." So far there's no word on what will take over the spaces once the current tenants are out. 965

  

SAN DIEGO, CA — SAN DIEGO (KGTV) - The City of San Diego calls it the "Get It Done" App, but a Normal Heights man says he wants to know when work will get done."They block the sidewalk. They've ripped through my canopy. They've killed my two lemon trees," said Mike Scaglione as he stood in front of his home. He's referring to the damage caused by palm fronds that fall from two trees on city property he says are in serious need of maintenance. "It'll be seven years tomorrow that I've lived here and in that time frame I've probably picked up 3 or 4 hundred palm fronds."Scaglione said he's been trying for several months to get the city to keep up with the trimming of the two palms outside his home. "They say they're going to, or they direct me to somebody, but it just keeps going no where until it's a dead end." Scaglione says aside from the damaged to his property, he fears a potential for much worse. "Its kind of hard to see," he says, grabbing a palm frond from a pile collected near the trees, "but if you run your hand along here there's a pretty jagged toothed edge on here that if it was to land on somebody it could rip them pretty nicely."Scaglione has been using the city's Get It Done app. Past reports show crews have responded to clean up the fronds once they're on the ground. But when it came to a neighborhood tree trim last October he says, "They came through here and trimmed every tree on the block except mine." Scaglione said he asked the crews why. "They didn't have anything that could get up that high." Scaglione estimates the trees at 40 to 50 feet.In response to an inquiry by 10News, a city spokesperson sent an email explaining San Diego is on a two-year cycle for trimming city owned palm trees. Scaglione's block was on the schedule for October. But there's still more work to be done. So, does that mean the trees in front of Scaglione's home will be trimmed? "Yes," replied the spokesperson, "It is on the schedule." Though Mike feels like he's been here before."They would look into it when they were doing similar work in the neighborhood.
