North Korea outlined steps Saturday to dismantle its nuclear testing site -- and confirmed that international journalists, including from the United States and the United Kingdom, would be invited to watch this month as its tunnels are blown up.The announcement, by the Ministry of Foreign Affairs as reported by state news agency KCNA, came a day after Pyongyang pledged no longer to carry out unannounced missile tests or other activities that put flights at risk, according to a United Nations aviation agency.North Korean leader Kim Jong Un previously had announced the conclusion of North Korea's nuclear testing program and the intended shuttering of the Punggye-ri complex. He said on April 20 that his nation already had "completed its mission" to test its weapons capability.The statement Saturday gave greater details of the "technical measures" North Korea would take to dismantle the test site and "ensure transparency of discontinuance of the nuclear test."International journalists will be invited to conduct "on-the-spot coverage in order to show in a transparent manner" how the nuclear site is being put out of use, with a dismantlement "ceremony" scheduled for as early as May 23, depending on weather, the news agency said.Since space is limited, only journalists from China, Russia, South Korea, the United States and the United Kingdom will be allowed access, according to KCNA.First, explosives will be used to collapse the tunnels, KCNA said. Then, entries to the site will be blocked and all observation facilities, research institutes and guard structures will be removed. NEW YORK, N.Y. -- A man was found decapitated and dismembered in his Lower East Side apartment Tuesday afternoon, according to the New York Police Department.The man's body was found shortly after 3:30 p.m. in the East Houston Street building, officials said.Police identified the victim as 33-year-old Fahim Saleh, a globe-trotting tech entrepreneur, according to his LinkedIn page.According to a police source, it was the victim's own sister who made the grisly discovery in his luxury apartment.Investigators told WPIX that Saleh's sister found an electric saw, still plugged into the outlet, and her brother's limbs placed in bags.Mitchel Glixon was walking his dog past 265 East Houston around 3 p.m. Wednesday when the woman burst out of the lobby, screaming and crying."She just says 'he has no head' and pointed to her arms and kind of making an arm motion as she went back to the lobby. People kind of surrounded her at that point," Glixon said.Officers said the victim was last seen on surveillance video entering the apartment Monday afternoon; 24 hours later, police dogs searched the surrounding area for clues.Police sources said the surveillance video shows Saleh and a well-dressed man all in black following him into the elevator that goes right to his apartment. NEW YORK (AP) — Martha Stewart's first Uber ride was not a good thing.Stewart ordered the "most expensive version" Monday outside Tiffany's flagship store in New York City. As Stewart explained on Instagram , she wanted to be picked up on Fifth Avenue and 57th Street.Stewart wrote the first car did not show up and the second parked "halfway down" the street where she "could not see the license plate." That car was pointed in the wrong direction, delaying her journey as the car snaked through midtown Manhattan traffic.But the worst part was the car "was a mess inside and out!!!!!!!!" Nearly two dozen schools in metro Detroit were closed on Thursday due to threats. Detroit Police Chief James Craig said since the Florida school shooting on Feb. 14, DPD received a total of 40 threats, consisting of two bombing threats, 34 shooting threats, and two bombing and shooting threats.At one of the targeted schools, John R. King Academy, class was already in session when the bomb squad arrived at the school on the report of a suspicious package. The kids were dismissed for the day after it was found to be safe.Anyone arrested could potentially face charges of terrorism and making threats online. If convicted, those charges carry a 20-year penalty.Craig said in the last 24 hours, DPD has received 23 threats. Three juveniles and one adult have already been arrested for numerous threats. Craig says more people will be in custody soon."It's going to end," he said.
