SAN DIEGO (CNS) - State regulators have approved .1 million in funding for a slew of hydrogen refueling stations, including four in San Diego County, officials said Saturday.The funding, for a total of 123 stations statewide, will "expand California's early commercial light duty hydrogen refueling and fuel cell electric vehicle markets and (will) accommodate the projected FCEV roll-out in 2021-2024," according to the California Energy Commission.Funds were awarded to three companies -- FirstElement, Iwatani and Shell -- for 36 hydrogen stations to service passenger vehicles. Another 87 stations were also recommended for funding to these same awardees in subsequent funding batches.The funding awarded Friday includes stations at the following locations:1832 W. SAN DIEGO (CNS) - San Diego County schools are allowed to reopen for in-person teaching starting Tuesday, a day after a flurry of businesses throughout the county resumed indoor operations.Tuesday marks two weeks since San Diego County was removed from the state's COVID-19 watch list and nearly three weeks that the county's case rate has remained under 100 cases per 100,000 people.Remaining below that metric has paved the way for K-12 schools to reopen for in-person teaching, but many districts are expected to take a cautious approach to reopening.Schools that choose to reopen must follow state guidance, including mandatory face covering usage for students in third grade through high school, increased cleaning and disinfecting practices and implementing a six-foot distance requirement, where possible, in classrooms and non-classroom spaces.On Monday, San Diego County businesses including movie theaters, gyms, museums and hair and nail salons resumed indoor operations, with modifications, under newly issued state guidance. Restaurants, places of worship and movie theaters are only allowed up to 25% occupancy or 100 people -- whichever is less. Museums, zoos and aquariums are also required not to exceed 25% occupancy.Monday night, the county implemented a new policy that restaurant patrons sitting indoors must wear masks at all times, except when eating or drinking. Outdoor patrons may still remove masks while not consuming food or beverages.Gyms, dance studios, yoga studios and fitness centers may operate with 10% occupancy. Hair salons, barbershops, tattoo parlors, piercing shops, skin care and cosmetology services and nail salons may operate indoors with normal capacity, but a new policy states they must keep an appointment book with names and contact information for customers to track potential future outbreaks.San Diego County Supervisor Greg Cox thanked San Diegans for working hard to bring the case rate down but offered a word of caution on Monday."This is not a green light, this is a yellow light," he said. "We can't gun the engine of the economy full throttle yet."Dr. Wilma Wooten, the county's public health officer, said the county would follow state guidelines that retail businesses are to be restricted to 50% occupancy. Wooten said she was seeking clarification on grocery stores for the same restriction.All indoor businesses must still abide by social distancing and face-covering mandates, as well as having a detailed safe reopening plan on file with the county.County public health officials reported 304 new COVID-19 cases on Monday, raising the county's cumulative cases to 38,604. No new deaths were reported, keeping the county's deaths tied to the illness at 682.Of 5,731 tests reported Monday, 5% returned positive, raising the county's 14-day rolling positive testing rate to 3.7%, well below the state's 8% guideline. SAN DIEGO (CNS) - The San Diego Community College District announced Thursday it will continue online instruction through the remainder of the academic year, including the January 2021 intersession and Spring 2021 semester.SDCCD Chancellor Constance M. Carroll emailed district employees Wednesday informing them of the decision. With exceptions for a few programs that are difficult to offer virtually, all district classes have been online and all operations conducted remotely since March 23 to help curb the spread of COVID-19. Hybrid exceptions include various science and clinical laboratory sections, career classes with technical components and classes for first responders, which are offered on campus with all health protocols required. Carroll said more hybrid classes and on campus support services will be offered in the spring if the situation allows, but that the district's highest priority is the health and safety of its students and employees."It seems incredible that we are now in our sixth month of dealing with the coronavirus COVID-19," Carroll said. "I do not believe anyone could have predicted the longevity of this crisis."In her email, Carroll thanked district employees for their "dedication above and beyond the call of duty," to assist students, many of whom continue to face financial hardship due to loss of income. Seven in 10 district students work to support themselves and/or their families.To date, the district has distributed .3 million in federal Coronavirus Aid, Relief, and Economic Security Act funds to more than 8,000 students at San Diego City, Mesa and Miramar colleges, as well as San Diego Continuing Education. Another 7,000 in funding is being provided by United Way of San Diego County to assist district students and 0,000 has been contributed by the San Diego Foundation to fund student laptops.In spite of these efforts, many district students have faced the difficult choice of continuing their educations or supporting their families, especially during a period when many public schools are online. Enrollment is down 8% across the district this fall.Of particular concern, Carroll said, is evidence that some of the region's most vulnerable students -- including those from lower-income communities and traditionally underrepresented groups -- have been impacted the greatest by the COVID-19 pandemic."We must ensure that the current public health crisis and economic crisis do not prevent our students from making progress towards their educational goals," she said. "The community and the workforce are counting on our ability to continue delivering a high-quality education and effective student outcomes."However, the district has also seen a 25% increase in enrollment in the San Diego Promise, the free tuition program for eligible students. Program representatives believe the surge in new students is partly a result of more students who have chosen to start their educations at one of the district's colleges, instead of a university. 3019

SAN DIEGO (CNS) - The Department of Defense announced 0 million in awards Thursday for 5G experimentation and testing at five U.S. military test sites, including Naval Base San Diego.The DOD says the projects represent the largest full-scale 5G tests for dual-use applications in the world, with officials from the military, technology industry and academic experts collaborating to advance DOD's 5G capabilities.The San Diego portion of the testing involves a project to develop a 5G-enabled smart warehouse that improves materiel and supply handling, management, storage and distribution for the Navy's Fleet Logistics Center in San Diego and creates a proving ground for testing, refining and validating emerging 5G enabled technologies.A Naval Base Coronado warehouse operated by the Naval Supply Systems Command Fleet Logistics Center will be used to prototype a smart warehouse use case and perform at-scale experimentation.AT&T, GE Research, Vectrus Mission Solutions Corp. and Deloitte Consulting LLP will take part in designing and building the 5G test bed, network enhancements and warehouse specific applications, according to the DOD.Naval Information Warfare Center Pacific will lead the technical assessment and support the implementation and execution of the experiments, performing tests and evaluation, and ensuring the deployed 5G technology and smart warehouse applications meet the expectations of the Navy and the Office of the Under Secretary of Defense for Research and Engineering.Michael Kratsios, Acting Under Secretary of Defense for Research and Engineering, said, "The Department of Defense is at the forefront of cutting- edge 5G testing and experimentation, which will strengthen our nation's warfighting capabilities as well as U.S. economic competitiveness in this critical field."Through these test sites, the department is leveraging its unique authorities to pursue bold innovation at a scale and scope unmatched anywhere else in the world.
