SAN DIEGO (KGTV) - Following a heated battle over new regulations for short-term vacation rentals Wednesday, the San Diego City Council approved new regulations in a 6-2 vote.The new rules will go into effect July 2019.The rules, which were based on a plan by Mayor Kevin Faulconer, adopt the city’s first license-based system to manage the rentals, charge cost-recoverable fees to administer licenses and enforce code violations, establish a “Good Neighbor” policy to preserve neighborhood quality of life, hire additional staff to respond to complaints about nuisance properties, and implement a per-night fee that would generate funding for affordable housing projects.RELATED: San Diego City Council approves new rules on short-term rentalsAlthough the plan initially called for homeowners to be allowed two licenses for a primary and secondary home, the council later amended the provision before the plan passed its first vote in July.Faulconer’s proposal was changed to allow a host to be issued a license for a primary residence and a dwelling on the same land as the primary residence.Faulconer also had a provision in his plan allowing no limitations on the number of licenses available to hosts within Mission Beach when it was introduced in June. SAN DIEGO (KGTV) - Dockless scooter users can now ride without a helmet as long as they are over the age of 18. A new law signed by Governor Jerry Brown went into effect January 1 lifting the helmet requirement for adult scooter users. AB 2989 removes the mandate for riders of motorized scooters to wear a bicycle helmet as long they are older than 18. It also forbids riding a motorized scooter on highways with a speed limit greater than 25 mph and roads with a speed limit greater than 35 mph, unless there is a marked bikeway. DUI laws still apply to scooter users and riders must have a valid driver’s license or permit. Helmets are required for those under the age of 18. People can still be cited for lying the scooter down on a sidewalk to impede traffic or riding scooter with a passenger. 807

SAN DIEGO (KGTV) - Family members are mourning the COVID-related death of an Olympic gold medalist and lifelong San Diegan.More than 4 decades ago, Arnie Robinson Jr. stood at the top of the Olympic podium."He was always so driven and so focused," said Arnie Robinson Jr.'s son, PaulPaul says his father first started feeling sick in mid-November."Labored breathing, coughing," said Paul.Robinson Jr. tested positive for coronavirus but after a week and a half, he started feeling better. A week later, on December 2, he was with a caregiver at this Skyline Hills home."Out of the blue, he struggled to take breaths," said Paul.That day, Robinson Jr. passed away at his home at the age of 72."You’re just in a state of shock and disbelief over how it happened," said Paul.It was disbelief and grief over a father and local sports legend.A high school track star at Morse High, Robinson Jr. went to San Diego Mesa College and San Diego State University, before winning a bronze medal in the long jump at the 1972 Olympics and a gold medal at the 1976 Olympics in Montreal."I think that’s one of the things that drove him. Wanting to achieve something really, really big ... setting it out there and making it happen," said Paul.That commitment was his calling card. He served in the Army and later, worked a track coach at Mesa College for three decades.In 2004, he was diagnosed with brain cancer, a grade 4 glioblastoma and given six months to live. He went through several round of chemo and radiation."After some research, a complete 180 on his diet. Looking back on it now, he saw it as another challenge," said Paul.Some 16 years later, he was in remission when he tested positive for COVID-19. Paul believes he contracted it from one of his caregivers, who also tested positive.His message to others: wear masks and take every precaution."Respect COVID for what it is. Once COVID comes and closes in, there’s nothing you can do," said Paul.Robinson Jr.'s family has started a Gofundme campaign in hopes of seeding projects related to youth sports. 2061

  

SAN DIEGO (KGTV) — Happy birthday, SeaWorld San Diego!The park will celebrate its 55th birthday this week with deals for guests and special in-park entertainment.
