CORONADO, Calif. (KGTV) - Homicide detectives are investigating the discovery of a man's body on the bayside of the Silver Strand near a bird sanctuary. The report of the remains was received about 1:30 p.m. Monday, Coronado police said.Sheriff's homicide investigators responded to the scene in the 7700 block of Silver Strand Blvd., along with Coronado police.The deceased 47-year-old man was found in between the bike lane and the water line, Coronado Police said.There was no immediate report of the person's identity or circumstances of the death. 565

City of San Diego workers on the taxpayer dime were doubling the hours worked on their timecards and getting paid for it anyway. The revelation is part of a damaging new audit set to be released Friday. "Quite frankly, we're appalled," Johnnie Perkins, a city deputy chief operating officer, said in a press conference called Thursday. The audit found the a unit of 17 workers in a unit of public utilities department were working an average 3.6 hours per day, but putting eight hours on their timecards - and supervisors were approving them. The unit is charged with replacing faulty cement water meter covers and water meter boxes at homes and business across the city of San Diego. "We need to make sure that we're changing what our expectations are not just for those that are on the front line repairing our lids and boxes," Perkins said, "but for our midlevel and senior managers, what do we expect in terms of how they are going to be evaluated or held accountable for their performance, or in this case, lack thereof?"The investigation comes just months after City Auditor Eduardo Luna's department found that the public utilities department sent erroneously high water bills to nearly 3,000 San Diego families. Perkins said reforms are currently being installed. The announcement came one day after city public utilities director Vic Bianes announced his retirement, effective Thursday. Matt Vespi, an assistant director in the finance department, takes over on an interim basis.The city plans to have a permanent replacement by the end of the year.   In a statement, Mayor Kevin Faulconer said the public utilities department needs to earn back the trust of its customers."The Mayor has called for sweeping reforms that include looking into every aspect of the department’s operations and changing how things are done to better serve the public," he said. In the case of the inflated timecards, Perkins declined to say how much was lost, what the workers earned, and exactly how long it was going on. He promised taxpayers that despite the troubles, the water supply is safe, and that the city would get to the bottom of it. "We own this," he said. "If there's an issue we're going to own it, and we're going to be held accountable because it's the ratepayers and the taxpayers of San Diego who we work for, and we cannot forget that."  2439

Codeine prescriptions for children who have had their tonsils and adenoids removed have decreased since the Food and Drug Administration began requiring a black box warning on the products four years ago, according to a new report from the American Academy of Pediatrics. However, some children continue to be prescribed codeine, and other opioid prescriptions for children have continued to rise since then.Between 2010 and 2015, doctors collected data on more than 350,000 privately insured children up to 18 years old who had undergone those surgical procedures. They monitored the children's prescriptions for codeine and alternative opioids.Codeine, an opioid pain reliever, came under scrutiny due to its adverse effects on children. According to the FDA, it led to serious breathing troubles, including 24 deaths, in children from January 1969 to May 2015.In August 2012, the FDA launched an investigation into the safety of codeine use in children. COVID-19 is currently the leading cause of death in the United States, according to research from the Journal of the American Medical Association (JAMA).According to JAMA's research, daily deaths due to COVID-19 in the U.S. increased from 826 to 2,430 between Nov. 1 and Dec. 13. The 2,430 deaths linked to the virus now outpace heart disease (an average of 1,700 deaths a day) and cancer (1,600 deaths per day) — typically the two leading causes of death in the country.Between March and October, COVID-19 ranked as the third-leading cause of death in the U.S., trailing only heart disease and cancer. However, the spread of the virus has been largely unchecked in recent months, as colder winter months have moved gatherings indoors, where the virus is more likely to spread.COVID-19 was also the nation's leading cause of death in the springtime, when JAMA reports that about 2,900 people were dying each day from the virus."The failure of the public and its leaders to take adequate steps to prevent viral transmission has made the nation more vulnerable, allowing COVID-19 to become the leading cause of death in the United States, particularly among those aged 35 years or older," the Journal stated in its report. "Much of this escalation was preventable, as is true for many deaths to come."JAMA's study was published a day after the Journal reported that COVID-19 has appeared to be much more deadly to young people than initially thought. Between March and July, more than 76,000 people aged between 25 to 44 died in the U.S. — about 12,000 more than in a typical year. JAMA attributed the excess mortality among young people to the virus and added that COVID-19 deaths in the age group outpaced unintentional opioid deaths in some regions."In fact, July appears to have been the deadliest month among this age group in modern American history. Over the past 20 years, an average of 11,000 young American adults died each July.
