SAN DIEGO (CNS) - A motorist who fled from officers near Hoover High School Wednesday led police on a meandering, roughly 45-minute road chase, running stoplights and driving the wrong way on one-way streets before pulling over near Lindbergh Field and making a failed attempt to escape on foot.The man drove off when patrol personnel approached him at about 12:15 p.m. to check on his welfare in response to a report that he appeared distraught while sitting in a white Chevrolet Malibu parked in the 4400 block of El Cajon Boulevard in the Teralta East area, according to San Diego police.The fleeing motorist, whose name was not immediately available, traveled over various mid-city streets before heading west on University Avenue through City Heights, North Park and Hillcrest.Early on in the chase, the driver ran over a spike strip laid out by police in his path, winding up with at least one flat tire on his car, Officer Tony Martinez said.After crisscrossing streets near Scripps Mercy Hospital, the man -- who appeared to be talking on a cellphone throughout the pursuit -- headed south on Fifth Avenue, driving against light traffic on the one-way northbound thoroughfare.Reaching downtown San Diego, the motorist crisscrossed the busy urban center for about 15 minutes, often driving at slow speeds, blowing through red lights and traveling in the wrong direction on one-way streets as police cruisers and an SDPD helicopter tailed him and officers placed more spike strips ahead of him.Eventually, he proceeded west through the Cortez Hill and Little Italy districts on B Street, then north on Pacific Highway, at one point driving onto a sidewalk to evade the pursuing police personnel.Just after 1 p.m., the fleeing man drove into a car-rental lot near San Diego International Airport, pulled over, jumped out of his vehicle and ran off into a parking garage.Officers gave chase and got the man into custody following a brief struggle, police said.No injuries were reported. 1998

A map of areas at risk of power shutoffs is available at sdge.com/ready.Power shutoffs are approved by state regulators as a safety tool to mitigate fire risk during dangerous weather conditions, SDG&E said.High temperatures Monday are forecast to reach 76 degrees near the coast and inland, 73 in the western valleys, 67 near the foothills, 59 in the mountains and 71 in the deserts.The winds are expected to calm by Tuesday night, then temperatures throughout the county will warm to slightly above average by Thursday, forecasters said. 1467

Gavin Newsom will reverse the decision. Jesus Cecena, 59, was convicted of killing Officer Archie Buggs, 30, who was shot four times after he stopped a car driven by Cecena in the Skyline neighborhood.Cecena fired five times at Buggs, then paused, walked toward the fallen officer and fired a final bullet into his head at point-blank range. The officer died in the street, his hand still on his service revolver.Cecena was granted parole Wednesday during a video-conferenced hearing at Valley State Prison in Chowchilla. He was previously granted parole in 2014, 2015 and 2017, but each time the decisions were reversed.Cecena's latest parole hearing -- his 18th -- included a discussion of his criminal record, psychiatric factors, parole plans, and statements by representatives of the victim's family.``We are deeply disappointed that the killer of one of San Diego's finest officers was granted parole,'' Stephan said. ``This crime impacted the entire San Diego community and caused great pain for the family of Officer Archie Buggs.`` This fallen officer was so respected by the law enforcement community that a substation was named after him,'' she said. ``We are hopeful that Governor Newsom will review this parole grant and reverse it once again to keep this killer incarcerated.''In 1979, Cecena was sentenced to life in prison without the possibility of parole, but the sentence was reduced to a seven-year-to-life term in 1982 due to him being underage at the time of the shooting. 1708

  

SAN DIEGO (CNS) - California restaurant owners from across the state, including San Diego County, filed government claims today seeking refunds of state and local fees assessed during the COVID-19 pandemic, saying public health orders have forced them to shutter their doors or operate under capacity restrictions even as they're charged fees for liquor licenses, health permits and tourism assessments.The claims were filed in San Diego, Los Angeles, Orange, Sacramento and Monterey counties. Claims will also be filed in San Francisco, Fresno and Placer counties, according to the restaurant owners' attorneys.Plaintiffs' attorney Brian Kabateck said, ``Restaurant owners are obligated to pay these government fees just to operate, yet the same government entities who have collected those fees have forced these businesses to close their doors or drastically restrict operations due to the pandemic. We simply want the government to return those fees to those restaurants who followed the law and closed.''The state has 45 days to respond to the claims, which are necessary precursors to a potential class-action lawsuit.The move was supported by the California Restaurant Association, whose president and CEO, Jot Condie, said, ``Even when the restrictions are lifted, the devastating impact on the restaurant industry will extend for years. Restaurants have not received any form of relief. Easing fees would help enable establishments to stay open and keep vulnerable workers employed.'' Restaurants, like many other industries, have been hit hard by the pandemic, leading to the permanent closures of many establishments.A survey by the California Restaurant Association found 63% of responding owners said they have not received rent relief. About 41% said their restaurants could remain economically viable with a 50% indoor capacity limit, which is only permitted in counties within the yellow or orange ``tiers'' in the state's color-coded status system.Kabateck said, ``It's offensive and tone deaf for these entities to enforce these rules and charge fees for licenses and permits these businesses can't use.'' 2131

  

SAN DIEGO (CNS) - California Highway Patrol officers arrested fewer people than last year for suspected drunk driving in San Diego County so far during the Christmas holiday enforcement period, the agency said today.CHP officers arrested 33 people in the county between 6 p.m. Friday and 6 a.m. Sunday, an officer said. That's down from 40 arrests in the area at the same time last year.Statewide, the CHP arrested 639 people for suspected DUI violations Friday night and early Sunday, up from 604 in 2017.There were 20 traffic fatalities reported by law enforcement agencies across the state during the period -- including one in San Diego County. There were four fatalities reported statewide at this point in the Christmas holiday last year. 752
