RANCHO CORDOVA, Calif. (AP) — Gov. Gavin Newsom says he wants a Southern California county to reimpose stay-home orders amid a surge in positive coronavirus tests there and through much of the state. Imperial County, with a population of 175,000 people on the state’s border with Mexico, has been the slowest in the state to reopen. "Some counties, like Imperial, haven't been able to move into that attestation process, because they can't meet that criteria," Newsom said of the county's struggle to reopen. "We reserve the right to toggle back if we don't see movement at the local level."Newsom said the state is working with the county to send additional resources to help local officials address coronavirus cases. Despite this, the governor said interventions are not making enough of an impact, leading to reinstituting the stay-at-home order.The county's positivity rate has averaged 23% in the last week, compared with 5.7 % percent statewide. Newsom said there is also a need to decompress the county's hospital system, which other counties have helped do by accepting patients."I just sent 76 ventilators down to Imperial County. We are in the midst of the first wave of this pandemic. We are not out of the first wave. This disease does not take a summer vacation," Newsom said. (KGTV) — A local mother said her son and another teenager were attacked during a Black Lives Matter protest in Ramona.Heidi, who wanted to use only her first name, said her son Miguel had been peacefully protesting during the first week of June. Miguel recently graduated from high school. “I feel like our new generation is going to change something in the future,” he said.During the protest on June 5 in Ramona, he and his mother said men attacked him and his friend. She said the attack was unprovoked. Miguel said he moved his friend out of the way and that’s when the same man attacked him.“He hits me, I try to grab him so he won’t go away,” Miguel said. “Next thing… I get hit in the back. I was unconscious after that.”Heidi said the second hit came from a different man. She was at home when the Sheriff’s Department called her. “As a mother, it was very heartbreaking,” Heidi said.This is the second attack on protesters caught on camera that ABC 10News has covered recently. On June 7 in Imperial Beach, a man sucker-punched Marcus Boyd, a local businessman.Heidi said Miguel went to Pomerado Hospital with a concussion, sprained neck, and jaw. She is disappointed with where the Sheriff’s investigation stands. “Our officer was very, very nice. Are they doing all we think they should do? No.” Heidi said.Miguel plans to go to EMT school and eventually become a law enforcement officer. He said despite being attacked, he would still protest for causes he believes in.“I don't want my son to get hurt. but that being said, I'm not raising a man that's going to be afraid to voice his freedom of speech and liberty,” Heidi said.A Sheriff’s spokesperson told ABC 10News: “Deputies from the Ramona Sheriff’s Substation took a report about this incident. This is being investigated as a battery. As this is an open and active investigation, we can’t go into a lot of details to avoid jeopardizing the outcome of the case.” 2137

Rattled by a string of explosions, which has put the city on edge for the last two weeks, a possible new explosion was reported Tuesday evening near a Goodwill store, the Austin Police Department said on its Twitter account. But after an hour of investigating, the police department said the explosion stemmed from an an incendiary device. The department said the incident was likely not connected to a previous string of explosions. One male said to be in his 30s was transported to the hospital. Their condition is serious, but the injuries are not expected to be life threatening. Tuesday incident comes just hours after a package detonated at a FedEx package handling facility in Texas.The package's intended destination is unknown.  770

(AP) — California authorities have returned a pet tortoise to its owner after the wandering animal was spotted in another resident's backyard.The Record Searchlight reported the 41-year-old tortoise named Dino ambled away after a storm blew open the latch on its outdoor enclosure in Red Bluff.An animal regulation officer says the tortoise was found about a half-mile (0.8 kilometers) from the home of owner Cindy Haase.Authorities used watermelon to lure the 150-pound (68-kilogram) tortoise before lifting it into a vehicle for transport.Tehama County sheriff's deputies and the state forestry and fire protection department helped return Dino to Haase.Tortoise Acres Rescue and Sanctuary owner Katie Hoffman says this is breeding season and roaming pet tortoises seeking companionship are "a daily occurrence this time of year." 856
