RIVERSIDE, Calif. (AP) — Prosecutors have filed eight new charges against a Perris father accused of shackling and starving some of his 13 children, alleging that he lied on government forms about their schooling. The Riverside County district attorney's office said Friday that David Turpin was charged with eight felony counts of perjury related to paperwork he filed yearly with the California Department of Education certifying his children were receiving a fulltime education in a private day school.John Hall, a spokesman for the district attorney's office, said one charge was filed for each year the paperwork was completed from 2010 to 2017.Turpin and his wife Louise previously pleaded not guilty to torture, child abuse and other charges in a case that has drawn international attention since the couple's 17-year-old daughter escaped the family's Perris, California, home in January and called 911.Authorities said evidence of starvation was obvious, with the oldest sibling weighing only 82 pounds, and the children were shackled as punishment, denied food and toys and allowed to do little except write in journals.Turpin, who appeared in court briefly Friday wearing a sage green button down shirt and yellow tie, didn't enter a plea to the new charges during a brief hearing in Riverside. His attorney declined to comment after the hearing. The couple, who are each being held on million in bail, is due back in court May 18 and has a preliminary hearing scheduled for June 20.State records show Turpin listed the family's home address in Perris, California, as the site of a private day school. The children, who were removed from the home and initially hospitalized, ranged in age from 2 to 29. 1721
SACRAMENTO, Calif. — Vice President-elect Kamala Harris has named veteran Democratic strategist Tina Flournoy as her chief of staff. Flournoy’s appointment as Harris’ top staffer adds to a team of advisers led by Black women. Flournoy has served as chief of staff for former President Bill Clinton since 2013. That follows a career that took her to top posts at the Democratic National Committee, in the presidential campaigns of former Vice President Al Gore and former Secretary of State Hillary Clinton and with the American Federation of Teachers. Former colleagues describe Flournoy as a no-nonsense operative who has both policy and political chops. 663
SACRAMENTO, Calif. (AP) — California Gov. Jerry Brown has sworn in former top adviser Joshua Groban to the state Supreme Court in what aides say is likely to be his final public appearance before leaving office next week.Brown has now placed four justices on the seven-member court. The Democratic governor said Thursday that it cannot be considered a "Brown court" because each justice acts independently, sometimes unpredictably. The 45-year-old Groban, of Los Angeles, oversaw Brown's appointment of about 600 judges since 2011.He gives the court a majority of Democratic appointees for the first time since 1986. The Harvard Law School graduate fills the vacancy created by the retirement last year of Justice Kathryn Mickle Werdegar.Groban received the approval of all three members of the Commission on Judicial Appointments last month. 849
SACRAMENTO, Calif. (AP) — Gov. Jerry Brown has reappointed two leaders of California's embattled high-speed rail board days before leaving office.Brown on Wednesday gave Dan Richard and Tom Richards new four-year terms. They serve as chairman and vice chairman, respectively, of the California High-Speed Rail Authority's board of directors. It oversees the project to construct a high-speed train traveling between San Francisco and Los Angeles in less than three hours. The project is years behind scheduled and tens of millions of dollars over budget. A recent audit faulted the authority for poor contract management and decision making.Brown's action comes five days before he hands the governorship over to fellow Democrat Gavin Newsom. The terms of two other governor-appointed board members have expired, meaning Newsom may still have a chance to choose members. 876
