SAN DIEGO (KGTV) — The 19th annual True Blue Luncheon celebrated the bravery shown by three officers who shared their experience in the Rolando shooting almost a year later.The very shield that protected Officers Francisco Roman and Dan Bihum was at the luncheon, helping SD Police Foundation donors understand what their money is going toward. The shield is hefty, with a steel plate inside, according to Officer Trevor Philip.Bihum said he saw two bright flashes, "two of the rounds struck me." "He literally fell right in front of me it was probably one of the hardest moments of my life," Roman said.RELATED: Body camera video shows San Diego Police shooting in RolandoThat night, June 23, 2018, the distress call from a neighbor concerned about Joe Darwish turned into a gunfight injuring two officers and ultimately ending with Darwish's death.The shield was handed to Roman and Bihum while they were trapped in the hallway."As soon as Francisco got the shield in front of them he took another volley of gunfire and two of the rounds hit the shield," a SWAT Officer said."Just a great feeling because we had some form of protection," Roman said. Both officers struggled to share, as they relived the moments on that day."The shield absolutely saved our life," Roman said tearing up. He looked away, clenched his jaw and continued, "it definitely saved us for sure."Thursday, they shared their story with a room full of donors in the Harbor Island Sheraton. Their goal is in sharing their trauma, they hoped to inspire San Diegans to open their wallets and help them buy 758 more shields so that their brothers and sisters in blue are protected. The money raised by the luncheon goes to the San Diego Police Foundation, who helps buy whatever the department needs. In 2018, the luncheon raised 0,000. SAN DIEGO (KGTV) — Sunday, San Diego County health officials reported 568 new coronavirus cases and three new community outbreaks, including one at a preschool.The county's new cases were out of 8,943 reported tests, a 6% positive rate, and brought the region's total to 23,682 cases.The three new community outbreaks were reported in a restaurant/bar, in a manufacturing facility, and in a preschool, the county said. SAN DIEGO (KGTV) - The coronavirus pandemic, combined with a recently enacted state law, has created a new problem along San Diego's streets and boardwalks.Business owners say they're being overrun by vendors who set up makeshift stores and crowd sidewalks and walkways, while also luring customers out of long-established businesses."It's pretty much a free-for-all," says David McDaniel, the owner of Paradise Cove near Crystal Pier. "Anybody can sell anything, anywhere."He's partially correct. A new state law, Senate Bill 946, went into effect in 2018. Passed by the legislature and signed by Gov. Jerry Brown, it decriminalizes street vending, telling cities that they can create their own guidelines and can only enforce them with tickets for vendors who violate the rules, instead of criminal charges.Several cities in San Diego County, including Carlsbad and Vista, were quick to establish their regulations. San Diego still hasn't.As more vendors set up shop, the Pacific Beach Town Council is asking city leaders to move the process along."We're calling on city leaders to end the swap meet on our boardwalks now," says Brian White, the President of the Pacific Beach Town Council. "We have lots of pedestrian traffic, bicycles, skateboards. There really is no room for this type of vending activity."Earlier this month, the Town Council sent a letter to Mayor Kevin Faulconer and the City Council asking for specific rules.The San Diego City Council started to establish new rules for vendors in 2019. Faulconer sent a draft ordinance to the Economic Development Committee.It would have prohibited vendors on the boardwalk and other high traffic areas. It also would require business permits, set hours for vending, establish distances from public facilities, require vendors to follow health and safety rules, and several other rules.That ordinance passed the committee unanimously on July 25, 2019.The city then held three public forums about it in October. But it never went to the full council for approval."It is an issue that's becoming a real problem. SAN DIEGO (KGTV) - The fate of a beloved torrey pine - saved from the chopping block more than seven years ago - is once again in question.Along tree-lined Long Branch Avenue, one tree has captured the hearts of Jeff Ray's family."My kids loved it.  They touch it all the time.  It's wonderful," said Ray.The towering torrey pine is believed to be about 90 years old."It signifies the beauty of nature and the history of the area," said Ray.The history includes safety concerns. In 2010, with the sidewalks buckling, city experts deemed it a safety hazard, concerned the leaning tree would fall over. Upset neighbors hired their own arborist. Eventually, the city relented, deeming the tree stabile and repairing the sidewalks.  Since then, the tree has been granted Heritage status, giving it extra protections. Still, safety concerns remain.  On Wednesday afternoon, a city advisory panel met and the city's forester told the group the tree isn't just learning. It's actually on the move."The tree has moved an inch-and-a-half in the last two-and-a-half years. The city is recommending removal of the tree based on safety," said City Forester Brian Widener. 1192

SAN DIEGO (KGTV) -- The Del Mar Fairgrounds announced layoffs Thursday amid the coronavirus pandemic.According to the fairgrounds, staffing will be reduced by 58 percent due to a loss of revenue."Due to the COVID-19 pandemic and the subsequent ban on mass gatherings, the 22nd District Agricultural Association|Del Mar Fairgrounds (22nd DAA) has suffered severe financial losses to its income streams."The fairgrounds says since March, revenues have fallen by 66 percent "Combined with the postponement of the San Diego County Fair and no patrons for this year’s summer horse racing meet, revenues are estimated to be down 92 percent by the end of the summer."The fairgrounds will give employees 120 days of continued employement with an official layoff date of October 15.“It is with a heavy heart that we must make the difficult decision to reduce staffing at this time,” said Tim Fennell, CEO and General Manager of the Del Mar Fairgrounds. “Until it is safe to host events again, reducing our staffing levels is crucial to the survival of the Del Mar Fairgrounds. We must preserve this community treasure in order to continue its legacy for future generations as an economic engine for the region and a beloved entertainment and education destination.
