    BEIJING, Oct. 8 (Xinhua) -- President Hu Jintao on Wednesday urged China to carry on the spirit of unity, courage, "people first" and scientific thinking that characterized the May 12 earthquake relief effort.     At a ceremony in Beijing's Great Hall of the People to honor outstanding organizations and individuals for their contributions to the rescue and relief work, Hu said the spirit should be promoted among the Communist Party of China (CPC) members and the public.     This would help advance the sound and rapid economic and social development.     He said that in face of the major disaster, the CPC Central Committee had listed quake relief as the most important and urgent task for the Party and country as soon as possible.     Quake relief headquarters under the State Council had been set up and a system to coordinate the military and local governments had been established to mobilize the nation to advance the quake relief and reconstruction.     "We organized the fastest quake relief work with the most people mobilized in China's history, saved as many as possible lives and minimized the losses from the disaster," Hu said.     The 8.0-magnitude quake was the most destructive one since the People's Republic of China was founded in 1949, with more than 30,000 aftershocks, affecting 500,000 square km over more than 10 provinces, autonomous regions and municipalities, including Gansu, Shaanxi and Chongqing.     It was felt in 417 counties, 4,667 townships and 48,810 villages. It left 69,227 dead with 17,923 still missing. About 15.1 million people were displaced, Hu said.     Direct losses exceeded 845.1 billion yuan (124 billion U.S. dollars) as infrastructure was destroyed and industrial and agricultural production was affected, causing major environmental damage.     Party committees, governments, grassroots cadres and the people in quake-hit regions had responded quickly to the devastating quake, making the utmost effort to help themselves and others.     Hu praised the 146,000 troops, armed police, reservists and police which had been mobilized for the anti-quake work, describing them as the "main force" and "commandoes." His actions saved dozens of schoolchildren before he was buried in hail of concrete and bricks.     He died on the way to hospital, only 10 days after getting married.     Policewoman Jiang Min is another heroine whose story is now known all over China.     She lost 10 family members, including her two-year-old daughter and her mother, when the quake almost leveled her hometown, Beichuan County. Despite her tremendous grief, Jiang kept helping others affected in the quake.     Hu Jintao said the May earthquake was "a great test of Chinese will, courage and strength, as well as the Party's ruling capability."     "The relief work showed the great strength of the CPC and the socialist state, the great strength of the 1.3 billion Chinese people, the great strength of the reform and opening up, and the great strength of socialism with Chinese characteristics," he said.     During his speech, Hu suggested people who attended the ceremony stand in silent tribute for compatriots who died in the quake and the martyrs who sacrificed themselves in the relief work.     RECONSTRUCTION NOW A MAJOR FOCUS     Hu said the anti-quake work had again proved China's system of socialism had great vitality for development with the advantage of "concentrating strength on big events."     This proved people are the real driving force for the country's development. In addition, it proved the army is the "iron great wall" to protect the people and proved the CPC's core leadership role in developing socialism with Chinese characteristics.     "We have gained precious experience in dealing with emergencies and combating major natural disasters," Hu said.     Hu said the Sichuan quake caused huge loss of life and property and damaged economic and social development.     The quake relief work had tested and demonstrated the great achievement of the last 30 years of reform and opening up.     He stressed to fully implement the rebuilding policies after the disaster to build happy new homes for the quake-affected people, solving the problems concerned with their livelihood.     Reconstruction should be scientifically planned and carried out step by step.     "We should realize the goal of 'homes and jobs for each household, social security for everyone, improvement to local infrastructure, development of the economy and improvement to the environment,'" he said.     People's basic living conditions and public service facilities should be resumed first and the working conditions should be resumed as soon as possible.     "Currently, we should help the people get through the winter season safely."     Hu urged the quake-affected people to work hard and other regions to provide support to the rebuilding.     In addition to Hu, Chinese Party and state leaders including Wu Bangguo, Wen Jiabao, Jia Qinglin, Li Changchun, Xi Jinping, Li Keqiang, He Guoqiang and Zhou Yongkang, and about 6,000 people attended the ceremony.     Premier Wen, who presided over the ceremony, said the outlines and policies of the rebuilding would be well implemented

He emphasized the willingness to further deepen friendship between China and Romania and advance China's relations with Central and Eastern Europe in an all-round way. Since the two countries established diplomatic relations nearly 60 years ago, bilateral relations have been growing smoothly despite major changes in international situation and conditions in both countries. The two countries have been always supporting each other on international affairs and domestic development.     Over the past few years, China and Romania have maintained frequent exchange of visits by high-ranking officials. Chinese President Hu Jintao visited Romania in 2004, when the two countries lift their relations to an all-round partnership of friendship and cooperation.     "The true friendship and deep passion that the Romanian people cherish toward the Chinese people will always remain on the historical record of bilateral relations," Jia said in the speech.     In the speech entitled "continuing the past, opening up the future and jointly creating a better tomorrow of friendship and cooperation", Jia said the two peoples have become friends of all weathers and that China-Romania relations have become an example of international relations.     Jia put forward four proposals on further advancing bilateral links.     First, the two countries should enhance political trust. They should continue to respect and treat each other as equals, never interfere in each other's internal affairs and pay attention to each other's concern. They should maintain high-level contact and carry out even closer exchanges and cooperation between their governments, legislatures and political parties so as to lay a solid political foundation for sustained development of bilateral links.     Secondly, the two countries should expand trade and economic cooperation. They should expand trade and investment according to the principle of mutual complementarity, equality and mutual benefits. They should continue to give a full play to the role of their joint economic commission, encourage and support their companies to increase contact and explore new ways and methods of cooperation.     Thirdly, the two countries should deepen cultural and humanitarian exchanges. They should continue exchanges and cooperation in such fields as culture, science, technology, education, sports, public health and tourism so as to add new content to bilateral links. They should further expand people-to-people exchanges, exchanges among local authorities and young people so as to consolidate the foundation of China-Romania friendship and add vigor to the development of bilateral links.     Fourthly, the two countries should step up coordination and cooperation on international issues. They should join effort to build a fair, unbiased and rule-based multi-lateral system with the United Nations assuming the core role.     Jia said China-Romania friendship is deep-rooted and fruitful and will enjoy an even better future. He called for the people of the two countries to join hands in strengthening their traditional friendship and all-round cooperation.     Jia arrived in Bucharest Sunday for a four-day official goodwill visit to Romania. Romania is the first leg of his four-nation Europe tour, which will also take him to Hungary, Slovenia and Croatia.

  

BEIJING, Sept. 12 (Xinhua) -- The government has cut back on import taxes on spare parts of large equipment and canceled the import tariff exemption on some complete sets.     The adjustments were made to support the domestic manufacturing of large equipment, said the Ministry of Finance.     Taxes levied on domestic enterprises for importing key spare parts of large equipment, including ultra- and extra-high voltage transmission equipment and transformers, large petro-chemical equipment and large coal-chemical equipment, would be refunded and injected into the enterprises as investment from the nation, it said.     The policy applied to imports after Jan. 1, 2008, depending on the date of declaration of imports.     In the meantime, the import of some complete sets of equipment by enterprises approved after Sept. 1, 2008 would no longer enjoy the tax exemption. Both domestic and foreign-funded projects are subject to the new policy, the ministry said.     Imports of such equipment by enterprises approved before Sept. 1 would continue to enjoy the previous tax policies until March 1,2009.

  

SHANGHAI, April 16 (Xinhua) -- A press release from the Chinese Foreign Ministry said here Wednesday that the six-nation talks on Iran's nuclear issue had reached an "important consensus" to formulate a plan to restart negotiations on Iran's nuclear issue.     The press release said that the attendant parties had profound and constructive discussions on the next steps, however, it did not offer any further information about what the consensus was. Officials from China, United States, Russia, Britain, France, Germany and the Council of European Union gather in Shanghai to discuss a plan to restart negotiations on Iran's nuclear issue April 16. The involved parties all agreed to maintain close communication and consultation in an effort to continue their discussions on some unsolved issues concerning the plan, the press release added.     At the invitation of Chinese Assistant Foreign Minister He Yafei, officials from China, United States, Russia, Britain, France, Germany and the Council of European Union gathered in Shanghai to discuss a plan to restart negotiations on Iran's nuclear issue.     However, the meeting was overshadowed by Tehran's latest defiant moves, by announcing that the country had tested a new advanced centrifuge and started to install 6,000 new centrifuges at Natanz nuclear plant. Chinese Assistant Foreign Minister He Yafei(C) speaks at the meeting attended by officials from China, United States, Russia, Britain, France, Germany and the Council of European Union in Shanghai April 16."Today a new machine was put to test," Iranian President Mahmoud Ahmadinejad said in a televised speech on the occasion to mark Iran's National Day of Nuclear Technology on Tuesday evening, adding that "It is smaller," but its capacity "is five times greater than the current machines", according to Iran's official IRNA news agency.     According to the press release, during the meeting, He reiterated China's call for a peaceful resolution of the issue through diplomatic negotiations, urging the concerned parties to reinforce their diplomatic efforts, demonstrate their flexibility to work out a concrete and creative plan to resume the negotiation on the final comprehensive and long-lasting settlement of the issue.     The meeting itself is aimed at further carrying out the consensus reached in a statement by the six foreign ministers, the press release added.     The 15-member United Nations Security Council adopted Resolution 1803 on March 3, which included travel restrictions and bans for more Iranians, an expansion of asset freezes, curbs on dual-use nuclear items, export credit, financial monitoring, cargo inspections on aircraft and vessels, and possible "next steps."     The foreign ministers of the six countries issued a statement after the vote, saying that Resolution 1803 reflected "the international community's serious concerns about the proliferation risks of the Iranian nuclear program."     "We remain committed to an early negotiated solution to the Iranian nuclear issue and reaffirm our commitment to a dual-track approach," the statement said. "We remain ready to negotiate future arrangements, modalities and timing ... once the conditions for negotiations have been established."
