SAN DIEGO (CNS) - Barrels holding an unknown substance were found on a Rancho Pe?asquitos sidewalk today, and San Diego Fire-Rescue investigators were looking into it.The unidentified drums were found unattended around 9:30 a.m. on Kika Court near Mercy Road.Hazmat crews took samples from the drums but were unable to determine what substance was inside, San Diego Fire-Rescue spokesman Jose Ysea said.Investigators left the scene, and a contractor was called in to remove and dispose of the material. 510

SAN DIEGO (CNS) - After reviewing options provided by the state of California regarding the coronavirus epidemic, the San Diego Air & Space Museum will close beginning Saturday, a spokesman said.Because of higher case numbers, San Diego County now sits in the purple tier of the state's four-tier coronavirus monitoring system, the most restrictive state rating. Many nonessential businesses will be required to move to outdoor-only operations. These include restaurants, family entertainment centers, wineries, places of worship, movie theaters, museums, gyms, zoos, aquariums and cardrooms.Amusement parks are closed. Bars, breweries and distilleries will be able to remain open as long as they are able to operate outside and with food on the same ticket as alcohol."We continue to highlight our internal/daily COVID-19 health safety protocols as the gold standard, in conformance with the CDC, the state of California and San Diego County," the museum's David Neville said."Accordingly, our staff looks forward to reopening at the soonest opportunity and is continuing efforts to work with the county and state to use valid science doing so. SAN DIEGO (CNS) - A teenage suspect was behind bars today in connection with the 7-month-old slaying of another young man in a Southcrest- area neighborhood.Raheem Malik Meals, 18, was arrested Friday on suspicion of murdering 20-year-old Ismail Abouabid on Jan. 15, according to San Diego police.Patrol officers responding to a report of a possible traffic accident in the 4000 block of Boston Avenue shortly before noon that day found Abouabid mortally wounded behind the wheel of a parked vehicle, bleeding from the head, Lt. Matt Dobbs said.Abouabid, who had recently relocated to San Diego from Erie, Pennsylvania, was pronounced dead at the scene.Witnesses told investigators three male teenagers had been with the victim just prior to his death and walked off toward a nearby park just before he was found.Police initially reported that Abouabid had been shot to death but later backed off from those statements.``The mechanism for the (victim's) injury is not being released at this time,'' Dobbs said Tuesday.The lieutenant also declined to disclose a suspected motive for the alleged slaying or reveal what led investigators to identify Meals as a suspect in the case. 1186

SAN DIEGO (CNS) -- Hundreds of thousands of San Diegans are expected to cast their ballots in person today, Election Day, with over 1 million ballots already received.The San Diego County Registrar of Voters said more than 1.1 million ballots have been received and nearly 60,000 residents have voted early in-person as of Monday, well more than double when compared to this point in the 2016 presidential election.Of the 1.95 million registered voters in the county, 1,114,627 had already turned in their ballots as of election eve. Over the weekend, 44,370 residents cast early votes at the county's polling locations and another 10,391 have voted early at the registrar's office since Oct. 5.ELECTION 2020: Latest Results, Key Races & Ballot MeasuresMail-in ballots were sent to all registered voters in the county on Oct. 5, even those who had not requested one.Voters who prefer to cast their ballots at their assigned polling place on Election Day can do so between 7 a.m. and 8 p.m. Tuesday.An in-person voting location tool can be found on the county's voting website, SDvote.com.The day before the 2016 election, San Diego County had recorded 507,127 mail ballot returns. SAN DIEGO (CNS) - A San Diego City Council committee signed off Thursday on the proposed sale of a vacant city-owned property on Cortez Hill to a nonprofit agency for less than ,000 to create more than 100 units of affordable housing.The .4-acre property at 1449 Ninth Ave. was most recently the site of the now-vacant Cortez Hill Family Center, which housed homeless families.The City Council's Land Use and Housing Committee unanimously approved the proposal to sell the property for ,593 to Community Housing Works, which develops, rehabilitates, preserves and operates affordable apartment communities in San Diego and throughout the state.The sale will now move to the full City Council for consideration.According to a staff report, the low price is justified because "the property sale furthers the public purpose of providing low-income rental housing for 55 years, the number of affordable housing units will be increased, and the city will be relieved of administrative costs and liabilities associated with managing and maintaining the property."Councilman Chris Ward, the committee's chairman, said the building has served an important role, and he's grateful to Community Housing Works for proposing to create a net affordable housing gain."We are eager to get started and to keep working," said Mary Jane Jagodzinski, Community Housing Works' vice president of housing and real estate development.The proposal calls for Community Housing Works to demolish the existing three-story structure and its 48 units and build anywhere between 75 and 110 units, at least 44 of which would be for people or families making 30% or less of the Area Median Income. The other units would be available to people making between 30 and 80% of the region's AMI. The property would also have up to three manager units.The city acquired the property -- formerly a Days Inn hotel -- in 2001 for transitional housing for homeless families. The San Diego Housing Commission administered homeless services at the facility from 2010 until last year, when nonprofit homelessness services provider Alpha Project took over.The building was vacated by families in April after the city opened Operation Shelter to Home at the San Diego Convention Center for those experiencing homelessness during the COVID-19 pandemic. The rest of the people at the city's transitional homeless shelters -- such as Cortez Hill -- were shuffled to central locations to allow for easier tracking of the virus and to prevent spread of the illness.Alpha Project vacated the building on May 8 and the city officially declared the property "surplus" on May 19.The city's sale is contingent on the development of affordable housing on the property.
