BEIJING - Zhang Bing grew up in remote Inner Mongolia, where his family herded sheep and raised chickens. Today he's a manager in a glittering karaoke club 1,000 kilometers (600 miles) away in a booming eastern Chinese city. Zhang, 26, is part of a huge wave of rural workers streaming into China's cities in search of work and opportunity. A UN report released Wednesday said more than half of China's population - now 1.3 billion people - will be living in urban areas within 10 years. Government officials say an estimated 150 million people moved to China's cities between 1999 and 2005, providing labor to fuel the country's breakneck economic growth. "From 1980 to 2030, the population of China will go from being 20 percent urban to almost two-thirds urban. We're in the middle of that transformation. Within the next 10 years we'll cross that halfway mark," said William Ryan, the United Nations Population Fund's information adviser for Asia and the Pacific region. The agency's State of World Population 2007 report says more than half the world's population will live in cities and towns in 2008, with the number expected to grow to 60 percent, or 5 billion people, by 2030. Asia is at the forefront of this demographic shift, expected to nearly double its urban population between 2000 and 2030, from 1.4 billion to 2.6 billion. Zhang moved to Tianjin after high school and earns about US0 (euro370) a month at the Oriental Pearl karaoke club. He saves two-thirds, and is thinking of opening a store to sell knockoff purses. He said he expects to have a wife, house and car - "an Audi, definitely" - within 10 years. Like 80 percent of migrant workers in China, Zhang is under 35 and works in the service industry, which along with construction and manufacturing employs most migrant workers. But his story, told in the UNFPA's youth supplement, is atypical. Although most workers have only a middle school education, Zhang finished high school and attended business school in Tianjin. His salary is much higher than the average worker's 500 to 800 yuan (US to 5; euro48 to euro78) a month, according to Duan Chengrong, a demographics professor at Renmin University. In comparison, a typical Beijing urbanite makes about 2,000 yuan (US0; euro193) a month. Migrant workers generally cram themselves into rented housing on the outskirts of town, with an average of five square meters (50 square feet) of living space per person and no heat, running water or sanitation facilities, Duan said. At many construction sites, the workers lodge in ramshackle dormitories, or even in tents pitched on a nearby sidewalk. China's government has taken measures to "avoid the emergence of urban slums and the transformation of rural poor to urban poor," said Hou Yan, deputy director of the social development department in China's Development and Reform Commission. She mentioned programs such as establishing a minimum living standard, providing medical and educational assistance, and supplying affordable housing and basic public services. Hou did not give details of the programs. China's urbanization is unique in that it stems largely from migration instead of natural population growth. The Communist government that took control in 1949 imposed residency rules as part of strict controls on where people could live, work or even whom they could marry. It was not until recent years that rising wealth and greater personal freedoms eroded the system, allowing farmers to move to cities. The UNFPA estimates that, in less than a decade, China will have 83 cities of more than 750,000 people. Zhang, who spoke at the news conference where the UNFPA report was released, believes cities are the future of China. Before taking the job at the karaoke club, he made money teaching Chinese to foreign students, selling phone cards and running a copy shop. "In order to get employed, what is most important is to be diligent," he said. "Only when you work hard can you get good results."

He misused 798 million yuan raised from investors, buying himself luxury goods and lending money to others.One investor committed suicide after realizing he had been duped, the Yingkou court heard. Wang's actions also caused huge economic losses for investors and many subsequently suffered depression, the court said.All of Wang's property was confiscated, while the managers received fines ranging from 100,000 yuan to 500,000 yuan.Also in Liaoning, police in December arrested the chairman of a company that went bust trying to make an aphrodisiac tonic from ants after thousands of angry ant farmers demanded payment.Wang Fengyou, chairman of the Liaoning Yilishen Tianxi Group, was in criminal custody on allegation of instigating social unrest.The company had organized thousands of ant farmers to supply it with insects on condition that they paid a contractual bond. However, it stopped paying its suppliers in November and the angry ant farmers feared they would lose their bonds and payments due.Thousands of ant farmers had gathered at the company offices to demand their money, but Wang allegedly paid company executives and employees to organize protests outside government buildings instead.

CHONGQING -- A bus fire that killed 27 people in southwest China's Chongqing Municipality on Tuesday had been an arson attack, local police said on Wednesday.Xiao Yonghua, a former employee of the company that operates the ill-fated Yutong bus, hid gasoline in his baggage before he got on the bus that left Wansheng district for downtown Chongqing at around 5:00 pm on Tuesday, said Wang Yunsheng, deputy head of the municipal public security bureau.In less than 20 minutes, the bus carrying 38 people caught fire. The driver pulled over, and the panic-stricken passengers tried to flee. But the flames started in the front of the bus and blocked the exit.Twenty-seven were killed in the accident, including 17 men and 10 women, and the remaining 11 people were injured.One passenger, Zhang Dazhong, said he had to jump out of the window to survive but was injured on the head.Xiao, 50, was sitting with his wife, 38-year-old Zhang Xiaoya, in the first row on the left side of the bus, right behind the driver, said Wang.Both died in the fire.Lab work has confirmed the presence of gasoline traces on their seats.Until September 20, Xiao was deputy manager of the Wansheng branch of the Guanzhong Public Transport Company that owned the bus.He was suspended from his post because of family disputes, and was unhappy with the punishment, the company said.The Ministry of Public Security sent experts to join the investigation in Chongqing.Hospital sources said the 11 injured are out of danger.By 5:00 pm Wednesday, 26 of the dead have been identified by their families.

  

The Board of Airport Authority Hong Kong awarded a franchise to building a new cargo terminal at Hong Kong International Airport (HKIA) to a subsidiary of Cathay Pacific Airways Limited here Tuesday.     According to the contract, Cathay Pacific Services Limited, a subsidiary of the parent airways, will design, construct and operate the 10-hectare new cargo terminal during the non-exclusive,20-year franchise.     The new terminal and recently completed enhancements to the cargo apron, taxiways and aircraft stands will equip HKIA to meet future demand for cargo services and to maintain its position as the region's premier air cargo hub.     "The new cargo terminal will reinforce the competitiveness of HKIA as a regional and international air cargo hub." Airport Authority Chief Executive Officer Stanley Hui said, adding "it will provide additional choices for airlines, shippers and freight forwarders.     "I believe it will bring substantial economic benefits, in the form of new jobs and business opportunities, to Hong Kong," he said.     Scheduled to open in the second half of 2011, the new terminal will have an annual capacity of about 2.6 million tons and increase the airport's total general and express cargo handling capacity to 7.4 million tons per annum.     According to Cathay Pacific Services, construction of the new terminal will create over 400 jobs. When it starts operation, the facility will employ more than 1,700 people.     The decision to build a new cargo terminal was made after the Airport Authority held extensive consultations with Hong Kong's air cargo and logistics industry.     In December 2006, the Airport Authority called for pre- qualification proposals, which was followed by invitation for submission of business plans. The Airport Authority assessed the business plans and decided to award the franchise to Cathay Pacific Services as a result of an open and competitive tender process.     The Airport Authority also invited the Independent Commission Against Corruption as an independent advisor to oversee the process.     Driven by the rapid expansion of the Chinese mainland's economy and robust global trade, cargo throughput at HKIA rose 4.5 percent in 2007, to 3.74 million tons. The air cargo industry handled over1.9 trillion HK dollars (243.6 billion US dollars) worth of goods in 2007, accounting 35 percent of Hong Kong's total external trade.     HKIA has remained the world's busiest international cargo airport for the 11th consecutive year.

  

The Chinese-African People's Friendship Association (CAPFA) will nominate 10 Africans Who Have Deeply Moved Chinese People next month, in a moved aimed at cementing civilian diplomacy between the two sides.The 10 candidates are expected to be unveiled at the next Forum on China-Africa Cooperation (FCAC) late next year.Chen Haosu"CAPFA's recognition will benefit both peoples by enhancing mutual understanding and trust," Chen Haosu, president of the Chinese People's Association for Friendship with Foreign Countries, said.The awards will go to Africans "who have made great contributions to bilateral ties", Wang Tong, an representative of the CAPFA, said, adding that the association is identifying criteria of eligible candidates.The first round of nominations will involve all 131 councilors of the CAPFA, Liu Hongmin, also from the association, said."Our councilors include big Chinese entrepreneurs such as Huawei Technologies and ZTE, among others," he said. "They are the most suitable to put forward nominees because of their significant investments in Africa."Liu said the 10 winners will be just one part of the second China-Africa Friendship Award. The other part will be the 10 Chinese Who Have Deeply Moved the African People. This will be the second time such awards have been givenThe first 10 winners - which included doctors, journalists, scholars and politicians - were announced in Beijing during the FCAC in November 2006."These awards reflect sincere friendship and intense people-to-people communication, though China and Africa are distant from each other," Dai Yan, a former councilor in Ghana, said."But both peoples still have a long way to go to truly understand each other because of cultural differences," he said. More African people have traveled to China as bilateral ties have developed over the past years.The number of Africans coming to Guangzhou, capital of Guangdong province, has increased by 30 percent every year since 2003. Most of these newcomers are traders.The city now has about 20,000 African residents, Huang Shiding, of the Guangzhou Academy of Social Sciences, estimated.Beyond the world of business, "500-600 African students are studying in universities and colleges in Beijing," Wang said.Meanwhile, on the other side of the globe, a growing number of Chinese people have settled down in Africa.In one reflection of the impact they are making, people in Nigeria crowned tribal chieftains from China in 2001 and 2007.
