LONDON (AP) — An American tourist from Louisiana helped stop a hammer-wielding thief who unsuccessfully tried to steal the Magna Carta at Salisbury Cathedral, working in tandem with a church employee to prevent the man from escaping.Matthew Delcambre, of New Iberia, Louisiana, told The Associated Press that he and his wife Alexis were sightseeing in the southwestern English city when a man tried to shatter the glass encasing the precious manuscript in the church's Chapter House. LOS ANGELES (AP) — The FBI is looking for three suspects who kidnapped a Chinese man after a business meeting in the Los Angeles area last month, but authorities haven't heard from the kidnappers since they demanded a million ransom and the man remains missing, investigators said Monday.Ruochen "Tony" Liao, 28, was abducted by three men on July 16 in San Gabriel — about 10 miles (16 kilometers) east of downtown Los Angeles — according to Gene Kowel, an assistant special-agent-in-charge at the FBI's office in Los Angeles.Liao, who owns a Southern California car dealership that sold high-end cars, such as Porches and Bentleys, had just finished an evening meeting with several business associates when three men pulled up in two vehicles — a Toyota minivan and a Range Rover — and abducted him, officials said.After they kidnapped him, the abductors contacted Liao's family and demanded that they pay a million ransom, but the money was not paid, Kowel said.On Monday, the FBI released a sketch of one of the men they believe was involved in the kidnapping, who they suspect may have been an acquaintance of Liao. LOS ANGELES (CNS) - An initiative to split California into three states has received enough signatures to qualify for the November ballot, its author said Wednesday.Venture capitalist Tim Draper said backers of what he has dubbed "CAL 3" would submit petitions with more than 600,000 signatures to election officials next week. The initiative needs signatures from 365,880 registered voters - five percent of the total votes cast for governor in the 2014 election - to qualify for the ballot."This is an unprecedented show of support on behalf of every corner of California to create three state governments that emphasize representation, responsiveness, reliability and regional identity," Draper said.   Splitting California into three states would require congressional approval. One proposed state would be called California or a name to be chosen by its residents after a split.
