SAN DIEGO (KGTV) - 36 students reportedly felt sick at a Bay Terraces elementary school due to possible construction-related fumes, according to the San Diego Fire Department.San Diego Fire-Rescue crews responded to Zamorano Fine Arts Academy around 10:30 a.m. following the reports of students feeling ill. Crews said the kids complained of not feeling well and were being held in the school's cafeteria. An ambulance brought one child to a nearby hospital, SDFD said. Around 11:45 a.m. SDFD began releasing students who were being held in the cafeteria. A nearby construction site was in the process of pouring resin when the smell caused some children to start feeling sick, according to San Diego Unified School District. The resin is non-toxic, but fire crews were called to check out the students. 835

SAN DIEGO (KGTV) - A group of Hillcrest residents are fighting a proposed housing tower they say would take the sunshine out of their neighborhood and add traffic. Greystar Development wants to build a seven-story, 111 unit mixed-use housing complex near 7th and Robinson, not far from Whole Foods. The complex would replace the parking lot AT&T employees currently use for the company's building across the street. The lot borders a neighborhood filled with Spanish-style homes. The city gave Greystar a density bonus because it includes nine very low-income units. It also determined the developer would not have to do a costly and time-consuming environmental impact report."Housing, housing, housing is the only thing they're going to consider. And they're not going to consider the impact on the neighborhood that's there," said Tom Mullaney, who heads a group called Uptown United, which is appealing the project. Uptown United is fighting the city's determination that Greystar doesn't have to do an environmental impact report. That goes before the City Council April 23.Mullaney said Uptown United also wants the project scaled back. Jim Ivory, Greystar's senior director of development, said in a statement that company included community input in designing the project, which has the backing of the city's Uptown Community Planning group."We are proud of the design that has evolved in the last 18 months," he said. "Staff and community input has been incorporated along the way for the betterment of the project."Some in the neighborhood also welcome the project. Herbert Ross, who lives down the street, says the AT&T lot has become a public nuisance."The hangout that it's become for people who are homeless who don't clean up after themselves, I think anything would be an improvement to the area," he said. But Michael Bayless says the project would take away the direct sunlight he gets in his home office."I just came from Seattle to escape the lack of sun," he said. "It would be depressing."Greystar's development would also include retail at street level, and a 190 spot parking garage. It would also construct an 86-space parking garage for AT&T employees to use. A city spokesman was not able to comment Friday.  2305

SAN DIEGO (KGTV) - A candidate for the County Board of Supervisors says he may open his own doors to the homeless.Attorney and North Park resident Omar Passons is now leaning towards renovating his detached garage and housing homeless.Passons first began mulling it over after reading a recent local opinion piece touting the idea of a so-called "foster care system" for the homeless, matching transients with willing homeowners.Passons says the foster homes would likely house those needing transitional housing - perhaps several weeks - with applicants screened by a city or county agency. He plans more research on the topic, but says the idea could fit as one part of a comprehensive plan to combat homelessness."Because of the housing shortage, this becomes - at least in a portion of the circumstances - a lower-cost alternative to standing up an 80-unit building.  I do think there is space for creative solutions, and I hope this starts to open people's minds to what is possible," said Passons.Passons posted his idea on the Nextdoor app, which drew a sharply divided reaction.  Among those voicing concerns is his neighbor Anastasia Colfer, who has frequently found transients sleeping in her yard."If the transients aren't screened properly, then we have got major problems," said Colfer.  1322

SAN DIEGO (KGTV) - A California Highway Patrol officer wrestled with a man who walked in lanes of SR-52 in University City Monday. The CHP received calls from concerned drivers about a man on the highway at Genesee Avenue and sent an officer to the scene about 1 p.m.When the officer arrived, the man refused to leave the road and wrestled with the officer who tried to arrest him.Two drivers stopped to help the officer subdue the man, the CHP said. Other CHP and San Diego Police officers arrived later to assist with the arrest. The man suffered a small scratch but the officer was not hurt.Officers did not release a motive for the man’s behavior or his identity. 673

SAN DIEGO (CNS) - Virulent Newcastle disease was detected this weekend at a property in central San Diego County, a state veterinarian said Sunday. Friday's detection was identified when a private veterinarian submitted dead birds to the California Animal Health and Food Safety Laboratory System, according to state veterinarian Dr. Annette Jones. Response team members from the California Department of Food and Agriculture and the U.S. Department of Agriculture are working through the Labor Day weekend on control measures, including restriction of bird movement, mandatory euthanasia of infected and exposed birds, and surveillance testing near the property where infection was detected. "We are moving quickly to investigate the origin of disease as well as any movement of birds or equipment that could carry infection," Jones said in a statement. Detections of virulent Newcastle disease have decreased greatly over the last few months, she said. "Our priority remains to stop the spread of the virus and eradicate the disease," Jones said."We have made significant progress toward this goal by identifying and clearing remaining pockets of disease, but this case reminds all bird owners in Southern California to remain aware of VND signs, practice good biosecurity, stop illegal movement of birds from property to property, and report any sick birds immediately to the Sick Bird Hotline, 866-922-2473."Members of the 'home flock' community encourage keeping your birds where they are, wash your hands, change your clothes and shoes after contact with the birds to prevent the spread of the disease. The disease put California on a quarantine, keeping businesses from buying new chickens, leaving cages empty. The incident, according to CDFA, started May of 2018.Chickens and chicks were not at the San Diego County fair this year, according to Heather Thelen, Owner of Hawthorne Country Store, due to the outbreak.Symptoms owners should look out for:Sudden death and increased death loss in flock;Sneezing, gasping for air, nasal discharge, coughing;Greenish, watery diarrhea;Decreased activity, tremors, drooping wings, twisting of head and neck, circling, complete stiffness; andSwelling around the eyes and neck. The disease does not affect meat humans consume. People can catch the disease through touching a chicken's bodily fluids, and a person could come down with mild flu symptoms. 2406
