SAN DIEGO (KGTV) - The local protester who appeared in a controversial video getting taken away in an unmarked San Diego Police van is now speaking out, as police conduct an internal investigation.“No one should feel fear from the people that are supposed to serve and protect us,” Shayla Piccini told 10News on Monday as she shared the story of her arrest from last Thursday on Park Boulevard.The video shows a protester being taken away in an unmarked van as one officer warns her family around her not to follow them or he will shoot.“You see both of her legs kind of go up in the air because she's going [into the van] head first. That’s way too much force needed for this 20-year-old lady here,” said attorney Dante Pride.“That whole ride, I was asking several questions like, ‘Who are you? Where are you taking me?’ I was getting stares and no answers,” said Piccini.Piccini said she spent the day at a protest in Downtown San Diego. After several hours, the group was walking back to their car when she saw several police motorcycles driving past them. At that moment, she held up her cardboard sign.San Diego police say detectives witnessed her step off the sidewalk and swing the sign at a passing motorcycle officer, which she denied.In the foreground of the video, you can see men in what look to be marked police vests. But the people who handcuffed and detained Piccini in an unmarked van, are in plain clothes.One man wearing military-style tactical gear can be heard in the video saying, "You follow us, you will get shot. You understand me?"Piccini's cousin Brandi Matthews said she thought he was talking to her. “When he said the words, ‘I'll shoot you,’ I automatically just dropped to my knees to demonstrate that I'm not trying to hurt anybody...I just want to know where they're taking my cousin,” she added.According to San Diego Police, the statement about shooting those attempting to follow was made by a SWAT officer who had a pepper ball device. SDPD also told 10News that his comment was a valid announcement of use of force.Police said due to the large crowd still in the area, and the detectives felt the need to leave immediately.Piccini spent the night in jail on suspicion of assault on an officer. SAN DIEGO (KGTV) - The California Restaurant Association has a grim forecast for the restaurant industry as communities across the state begin to see more and more restaurant closures.When the coronavirus pandemic started, the CRA projected that 20 to 30 percent of restaurants could close their doors for good because of the pandemic. That projection is looking to be on the higher end now, according to Jot Condie, the CRA's president and CEO."With this second shutdown, it's likely to be closer to 30 percent," Condie said. "A lot of restaurants that we're learning are closed, are doing it quietly. There are no signs posted, no banners saying we're closed for good."He said while many variables are at play, even when restaurants can reopen completely, many restaurant owners will not be out of the woods yet."After the opening, you'll see a sort of shaking out of the industry in those first 18 months," Condie said.Condie said the restaurants most at risk are fine dining and independently owned.He also said the impact will likely vary in various parts of the state. Condie believes that San Diego County and Southern California's restaurant industry may fare better than the rest of the state because of better weather throughout the year. SAN DIEGO (KGTV) - The Barrio Logan College Institute is moving into a newer, bigger location, thanks to the generosity of an area businessman.Nicholas Aguilera, who's father started Diego and Son Printing in 1972, is letting the BLCI lease the company's old building for 20 years, with an option to buy."I think it's awesome, it's fantastic," Aguilera says. "I think my dad would be very, very happy and proud."Aguilera says his father always wanted the business to be part of the community. Turning it's original location into an educational site fits with Diego's vision and passion for improving the Barrio."I see a future for our students," says BLCI Interim CEO Barbara Ybarra.The Institute works with kids from the 3rd grade through high school. It helps mentor them as they try to become the first person in their family to go to college. Ybarra says 100% of the students that complete the program go to college.The new building will allow the BLCI to serve even more students."These upgrades are going to help them compete technologically with the other students they're competing against to get into college," says Ybarra.She also says there's symmetry in taking over the old printing building."Diego used to print notebooks and pads of paper for the students to use and take to school," she says. "I see it coming full circle. It's a great legacy for their family."The BLCI is trying to raise .5 million to buy the building. So far they've been able to secure .1 million in donations. SAN DIEGO (KGTV) — The mother who reported her 3-year-old son missing in Linda Vista Tuesday morning has been arrested. According to police, Maria Flores was arrested for filing a false police report. Flores reported her son, Kevin Serrano, missing from a home in the 2500 block of Ulrich St. just after 10 a.m., according to San Diego Police.At 3:00 p.m., police reported the boy was found unharmed in the 7500 block of Mesa College Drive. Officers said the child's caregiver called them and said he had been dropped off in the morning.Flores told police that Kevin was last seen at home. Police deployed officers on foot, patrolling on motorcycles, and air resources to help search for Serrano.“This is highly unusual. We’re taking this extremely seriously," police said during a press conference. "The door was unlocked and closed, according to the mom ... The clock is ticking for us, we’re extremely worried." 952
