NEW YORK (AP) — The U.S. Justice Department is asking to take over President Donald Trump’s defense in a defamation lawsuit from a writer who accused him of rape. Federal lawyers also asked a court Tuesday to allow a move that could put the American people on the hook for any money E. Jean Carroll might be awarded. The Justice Department lawyers argue that Trump was “acting within the scope of his office” when he denied Carroll’s allegations last year that he raped her in a New York luxury department store in the mid-1990s.She says his comments besmirched her character and harmed her career.The filing complicates, at least for the moment, Carroll’s efforts to get a DNA sample from the president as potential evidence and to have him answer questions under oath.It comes amid concerns that Attorney General William Barr has gone out of his way to intervene in other legal cases involving Trump or his allies. Northwestern University in the Chicago suburb of Evanston was under a lockdown order for nearly an hour after reports came in Wednesday afternoon of a person on campus with a gun and shots fired. It turns out that the whole incident was a hoax. According to ABC News, an Evanston Police official said that the report was a swatting incident. The emergency call to police claiming there was a gunman on Northwestern's campus came from out of state.  Swatting pranks have been taking place in recent years involving a call to police prompting a SWAT unit to respond to a person's home. The prank sometimes end up being deadly. In December, a 28-year-old Kansas man was shot and killed by police after a prankster claimed the man was holding his family hostage after shooting his father. When police arrived, the man reached for a waistband, causing police to kill the man. It turns out he was unarmed, and the call came from 1,400 miles away. Northwestern University originally reported that a person with a gun was located near Engelhart Hall. Evanston Police said that several streets nearby were closed. After an initial search, Evanston Police said they could not find any victims, gunmen or crime scene. Students and employees were being told to seek shelter around 2:40 p.m. local time. An hour after the initial lockdown order, Northwestern said that only those in Englehart Hall remained in shelter. An all clear was given shortly after 4 p.m. local time.  1540

North Korea has agreed to refrain from conducting nuclear and missile tests while engaging in dialogue with South Korea, Seoul's national security chief Chung Eui-yong said Tuesday after returning from a meeting with North Korean leader Kim Jong Un.Chung added that Pyongyang also expressed willingness to talk to the United States "in an open-ended dialogue to discuss the issue of denuclearization and to normalize relations with North Korea."Chung said that as part of the dialogue, the two Koreas would hold a summit next month, the first of its kind in more than a decade.The last inter-Korean summit was in 2007, when South Korean President Roh Moo-hyun met Kim's father, late North Korean leader Kim Jong Il.The meeting will be held at the Panmunjom Peace House on the South Korean side of the demilitarized zone that divides the two countries, Chung said.Pyongyang and Seoul will also open a communication hotline that will enable Kim and South Korean President Moon Jae-in to speak directly.Moon sent Chung and four other top government officials to Pyongyang Monday, when they met with Kim and some of his top aides.It's believed to be the first time the young North Korean leader has ever met with any officials from South Korea since taking power in 2011.Developing story - more to come  1312

No charges will be filed against two Baton Rouge police officers in the 2016 shooting death of Alton Sterling after an investigation determined the officers' actions were "well-founded and reasonable," Louisiana Attorney General Jeff Landry said Tuesday."This decision was not taken lightly. We came to this conclusion after countless hours of reviewing the evidence," Landry said.Landry's announcement in Baton Rouge -- coming 10 months after federal prosecutors determined they wouldn't file civil rights charges against the officers -- was made moments after he met Tuesday morning with Sterling's relatives to tell them of his decision.Outrage over Sterling's death led to renewed "Black Lives Matter" protests across the nation.Sterling, 37, was shot and killed by one of two police officers who confronted him outside a convenience store in July 2016. Cell phone video showed Sterling, a black man, pinned to the ground by the white Baton Rouge police officers before he was shot; police said Sterling was shot because he was reaching for a gun.The officers were responding to a call about a man with a gun. The call was from a homeless man who said that after he approached Sterling for money, Sterling showed him the weapon.In May 2017, federal prosecutors found there wasn't enough evidence to warrant civil rights charges against Officers Blane Salamoni, who shot Sterling, and Howie Lake II.The feds determined the officers' actions were reasonable under the circumstances -- including that the two used several less-than-lethal techniques before using force; that Sterling struggled with the officers and failed to follow orders; and that video evidence couldn't prove or disprove Salamoni's assertion that Sterling was reaching for a gun.Despite the federal findings, Sterling's five children filed a wrongful death lawsuit last summer, alleging their father's shooting violated his civil rights and fits a pattern of excessive force and racism within the Baton Rouge Police Department.Abdullah Muflahi, the owner of the Triple S Food Mart in Baton Rouge where Sterling was shot, also sued Baton Rouge and its police department.
