BEIJING, Sept. 8 (Xinhua) -- China on Wednesday handed out the first group of Internet map service licenses to 31 Chinese and joint-venture operators, after authorities tightened market access amid worries that booming Internet map services might undermine state security.The 31 operators, including a national-level map publisher, several map service providers affiliated with major Chinese portals such as Baidu.com and Sina.com, and nearly a dozen state-owned local research institute or mapping bureaus, obtained a class-A license from the State Bureau of Surveying and Mapping.Operators who obtain a class-A license will be allowed to conduct services including map searching and locations, marking geographic information, downloading and copying of maps, and map transmissions and quotations. Class-B licenses will restrict companies to offer services of map searching and locations, as well as geographic information marking.All Internet map services providers will have to apply for a license, while those operating without the license will be prosecuted in China in accordance with the law, said an official from the State Bureau of Surveying and Mapping, who required anonymity.The official did not elaborate on the deadline for license applications.Foreign-owned or foreign-invested Internet firms can apply for the license in the capacity of joint ventures or through cooperation with Chinese businesses, according to the official.Nokia Alliance Internet Services Company Limited, a joint venture between Nokia and New Alliance, which is part of the Shanghai Alliance Investment Limited, is among the businesses that have obtained a class-A license.

BEIJING, Sept. 19 (Xinhua) -- An outraged Chinese public has been flooding the Internet with its intense displeasure and protests over Japan's illegal detention of a Chinese trawler and its crew in the past few days.Japan detained Chinese captain Zhan Qixiong and his fellow crew of 14 members on September 7 after the trawler they were abroad collided with two Japanese coast guard patrol vessels near the Diaoyu Islands in the East China Sea.The crewmembers and the boat returned to China on September 13, but Japan extended the illegal detention of Zhan by 10 days on Sunday.Since the incident, "Diaoyu Islands" and "Zhan Qixiong" have become the most searched terms in China's Internet community, the world's largest online community with more than four billion Internet users.Also, Internet bulletin boards on several major Chinese news portals have been overwhelmed with tens of thousands of messages saying that the Diaoyu Islands have always been an integral part of China and it's within the rights of Chinese fishermen to fish in the waters around the islands.Above all, these messages call for Japan to immediately and unconditionally release Zhan."The seizure of our trawler and captain causes an enormous damage to the Chinese people. BEIJING, Sept. 15 (Xinhua) -- The Chinese government on Wednesday stressed the importance for the country to improve river controls and prevent mountain floods in the wake of this year's frequent natural disasters.The statement was issued following an executive meeting of China's State Council, or the cabinet, which was chaired by Premier Wen Jiabao on Wednesday.In contrast with large rivers, the medium and small rivers in China are the Achilles' heel of the country's river control work, which surfaced in the wake of a series of flood-triggered disasters this year, according to the statement.Over the next five years, China will increase efforts to control medium and small rivers, remove dangers and consolidate medium and small reservoirs, as well as preventing mountain floods in a bid to protect the safety of people's lives and property, according to the statement.The central government will take flood-prone areas with dense population as priorities in dyke building and river regulation works, it said.Further, reservoir consolidation work should seek to increase the modulation capacities of water resources.The construction of flood storage regions along large rivers and lakes, including China's Dongting Lake and the Poyang Lake, should also be intensified.China will set up more radar stations and meteorological stations in flood-prone areas, and make thorough investigations across the country in order to have a panoramic view of the areas with hidden natural disaster dangers like flood, mudslide, landslide and collapsing mountains .Also, the country will strengthen ecological protection by planting more trees and vegetation to guard against soil erosion, according to the statement.To that end, the central government promised to provide financial support to local governments by increasing input and expanding funding channels, as well as strengthening supervision of construction.Floods, landslides and mud-rock flows in China killed 3,185 people and left 1,067 missing this year, as of the end of August, according to statistics from the Chinese National Committee for Disaster Reduction and the Ministry of Civil Affairs.The Chinese central government has spent 2.43 billion yuan (361 million U.S. dollars) on flood control and drought relief as of Aug. 23 this year, according to the Ministry of Finance.The meeting also noted that maintaining ecological diversity, including three tiers of ecosystems, species and genes over the next 20 years, is the basis of the existence and development of human beings and also a guarantee of safe ecological security and food safety.China will continue to improve laws and policies and promote international collaborations to protect ecological diversity, it added.

TAIYUAN, Sept. 16 (Xinhua) -- China will flex its muscles to boost the low-carbon economy and green industry, in a bid to help upgrade the development mode of exports, said a senior government official Thursday.Gao Hucheng, Vice Minister of Commerce, said at an energy forum in Taiyuan, capital of Shanxi Province, that China has risen to become one of the world's largest exporters, though it is not a strong exporter yet, remaining at the low end of the global value chain.China's exports leaped in recent decades, mainly dependent upon low labor costs and sales of energy and resources.Further, China needs to put more efforts into producing high-end products and improving their quality through low-carbon and green technologies to expand the share of green products in exports, he said.The global financial crisis hurt the world economy and promoted nations to look to green industry for new growth, he said, and adding strategic new industries could be "a new growth point" for China's foreign trade.China would encourage major products, technologies and services in new energy and energy-saving sectors to tap the global market and support enterprises to invest abroad, Gao said, without giving details.Further, he said there was "no land boundary" in terms of low-carbon and green technology and expected international cooperation in this field.China was opposed to protectionist measures in any form, he added.
