TAIYUAN, July 1 (Xinhua) -- Eight of nine miners trapped underground Wednesday at a flooded coal mine in north China's Shanxi Province were confirmed alive, while another remains uncontactable, said local mine safety authorities.As of 11:30 p.m. Wednesday, eight miners trapped 1,380 meters below ground had contacted the rescuers and they would be rescued soon.The accident happened around 5 p.m. at Shengping Coal Mine in Jixian County when 23 miners were performing repair work underground. Fourteen miners managed to escape.The Shengping Coal Mine, owned by the Shanxi Coal Transportation and Sales Group Co., Ltd., has an annual capacity of 900,000 tonnes of coal.

ZHOUQU, Gansu, Aug. 16 (Xinhua) -- A new round of rains started to pound the mudslide-flattened Chinese town of Zhouqu Monday night, which has increased the possibilities of new mudslides occurring.The weather bureau in the Gannan Tibetan Autonomous Prefecture in northwest China's Gansu Province, which administers Zhouqu County, issued a rainstorm warning Monday night, warning about the likelihood of new geological disasters.Rains started pounding Zhouqu at around 10 p.m., which, according to Gansu's provincial weather bureau, could last for five days and precipitation in some regions may reach 60 to 80 mm.The massive landslide on August 8 killed 1,254 people as of 4 p.m.Monday, with 490 still missing.Residents are ferried by a boat in landslide-hit Zhouqu County, Gannan Tibetan Autonomous Prefecture in northwest China's Gansu Province, Aug. 16, 2010. BEIJING, July 9 (Xinhua) -- Chinese spent less in June amid surging commodities prices and floods in many of the country's southern provinces, according to the latest reading of an index that gauges consumer confidence on Friday.The Bankcard Consumer Confidence Index (BCCI), compiled by the Xinhua News Agency and the national bank card association China UnionPay, slid to 86.30 in June, down 0.09 points from May.Compared with the same period last year, the June BCCI figure was 0.24 points higher. The index hit a record high of 86.89 in March.The reading in June indicated Chinese bank card spending was affected by surging commodities prices and the floods in southern China.Consumers also turned more conservative in spending due to sluggish performances of domestic stock markets and property markets in June.China's month-on-month economic growth rate is likely to have slowed in June given signs that electricity demand declined remarkably that month and the Purchasing Managers' Index (PMI) for China's manufacturing sector dipped 1.8 percentage points for two months in a run to 52.1 percent in June.Xinhua and UnionPay jointly started compiling the BCCI index in April 2009 based on bank card transaction data and analysis of structural changes in urban consumption. 

HANGZHOU, June 26 (Xinhua) -- Accompanied by lively Chinese folk tunes, a group of men were playing the tambourine at a party on Saturday evening in Hangzhou, capital of east China's Zhejiang Province.Those watching could hardly have imagined that the energetic performers,all dressed in red and white costumes, were drug addicts who were also infected with HIV, even if the duplicate short crew cuts they wore somehow provided a hint of their unusual condition.One of the performers, surnamed Yue, said the group had practiced for more than a month to stage the best possible performance at the annual party of the drug rehab center, which fell on June 26, the International Day Against Drug Abuse and Illicit Trafficking.As China's first drug rehab agency to offer centralized treatment of HIV-infected addicts, the center has helped some 200 addicts beat their drug habits since 2003.Among 2,200 drug users receiving compulsory treatment in the center, 65 have tested positive for HIV.Now, they must obey a regular daily schedule, including three meals, physical exercise, entertainment and skill training that will enable them to earn a living after returning to their regular lives."I've adapted well to the regular life in the center. My physical and mental conditions are getting better,"said Yue, 34, who contracted HIV after sharing syringes with other drug users.Yue began using drugs in his hometown in southwestern Guizhou Province. After seeking a job in Zhejiang, he tried to kick the habit, but failed."The infection of HIV doubled my misery. Fortunately, I've gone through the hardest time in my life following the one-year free treatment here. Now I just want to live," he said.Unlike other drug addicts, many of those who are infected with HIV were forced into being admitted to the rehab center against their wills. Further, some even exhibited their intentions of taking revenge on society, said Ni Zhanwen, a police officer in charge of the center's management of HIV-infected inmates.In November 2008, a newcomer scratched the face of Ni's predecessor, Wang Jianxin, causing him to bleed.Wang was taken to the provincial center for disease control and prevention. He was asked to take medicine and be tested for HIV, which could be transmitted through blood.But Wang came back to work three hours later. "If I quit the job, the inmates would've felt discriminated. That would have just added more difficulty to the center's work in the future," he said.In the past, police in the center wore protective clothing, gloves and gauze masks to prevent infection, due to a poor understanding of HIV, thus losing the trust of some inmates."We took off the protective outfits immediately after realizing the problem. But I've been concerned that the management staff could contract the virus in a bleeding fight or other accidents. Luckily, it has never occurred," Ni said.Besides potential health hazards, the center's police officers also suffered discrimination from others.A 27-year-old police officer, surnamed Meng, said his girlfriend left him after the girl's parents learned he worked in the drug rehab center.Last year, some 173,000 drug addicts were forced into treatment in China while 68,000 former addicts had stayed drug-free for more than three years, according to figures released in March in the 12th annual report on controlling drugs by the National Narcotics Control Commission.Statistics from a national database showed the county had about 1.33 million registered drug addicts by the end of 2009.

BEIJING, Aug. 17 (Xinhua) -- China's Supreme People's Court (SPC) has urged more efforts to clear the backlog of cases as a campaign to complete long-delayed verdicts had seen positive results.Various local departments were urged to be "fully aware" of the importance of the speedy execution of court orders and tackling the backlog of cases, said a statement released Tuesday after a meeting on backlogged cases.The meeting was jointly held by the Political and Legal Affairs Commission of the Communist Party of China (CPC) Central Committee and the SPC.Statistics cited in the statement show that since a campaign on clearing backlogged cases started in November 2008, long-delayed verdicts for more than 333,000 property cases had been completed.In addition, more than 3 million cases not involving properties had also been cleared.The two organizations urged police, banks, financial administrative departments, tax departments and other units that might be involved in case execution to fully support and coordinate the enforcement of court orders.The statement also called for harsher punishments and restrictions in real estate, credit rating and other fields for defendants who refused to follow court orders."The campaign is in accordance with the people's interests... and will have positive effects on promoting social harmony and stability," said Wang Lequan, deputy secretary of the Political and Legal Affairs Commission, at the meeting.
