A dog named Joey was half a mile down the Three Sisters Falls trail in Descanso Saturday when he started panting heavily, a sign of heatstroke. “Dogs are lower to the ground, absorbing heat from above and below,” according to the SDHS. SAN DIEGO (KGTV) -- The Trump campaign is asking for a recount in Wisconsin and there could be other recounts before this election is over. But recounts rarely flip the result of an election.From 2009 to 2019, there were 5,778 statewide general elections, according to the non-partisan group FairVote. In that span there were 31 completed recounts.Only three of the 31 recounts flipped the outcome of the race, FairVote found. Those recounts were a Washington governor’s race in 2004, an auditor’s race in Vermont in 2006, and a 2008 race in Minnesota that made Al Franken a U.S. Senator.Deb Otis, a senior research analyst with FairVote, said in all three of these cases, the original margin heading into the recount was razor thin: less than .05 percent.“We generally see a shift in votes during recounts on the order of a few hundred votes or maybe 1000 votes,” said Otis. “The margin in Wisconsin right now is around 20,000 votes. We have not seen a statewide recount shift votes anywhere near 20,000.”The most memorable recount was in Florida in 2000, in the race between George W. Bush and Al Gore. That recount shifted the margin by 1,247 votes. SAN DIEGO (KGTV) - The restrictions due to the pandemic are exposing us to another threat.Between restaurants and gyms being outside and SDG&E urging energy conservation during the heat wave with all of us at home, we're more exposed to the heat and the potential dangers that come with it.Nurse Practitioner Samantha Gambles Farr works in the ICU for UC San Diego Health and said she's seen a handful of cases in the last month, which is more than normal.Each year, the Center for Disease Control and Prevention says an average of 658 people die from extreme heat in the U.S.Gambles Farr said it's important to know the difference between heat exhaustion and heat stroke, "when you have heat exhaustion, your skin will be cold, clammy and you'll be sweaty. When you bridge over to heat stroke you'll have no sweating, you'll be red, and your body temperature will be over 103 degrees."Other symptoms for heat exhaustion include:? Muscle cramping ? Fatigue ? Headache ? Nausea or vomiting ? Dizziness or faintingSymptoms for heat stroke:? A body temperature greater than 103°F (39.4°C) ? Red, hot, and dry skin (no sweating) ? Rapid, strong pulse ? SAN DIEGO (KGTV) - The San Diego City Council unanimously voted Tuesday to give final approval to place a measure on the November ballot that would change the city's police oversight structure.The current version is the Community Review Board; the ballot measure would replace it with a Committee on Police Practices."It is so desperately what the community wants and needs, so that we can build trust between the police department and the community," said Andrea St. Julian, co-chair of San Diegans for Justice, the group that wrote the ballot measure.The new committee would be appointed by the City Council, as opposed to the old board which was appointed by the mayor. The new committee would also have an independent lawyer and oversight from city staff not associated with the mayor's office or San Diego Police Department.St. Julian said these changes will help avoid conflicts of interest that the old board dealt with, especially because the CRB's lawyer was the City Attorney, who also acted as the lawyer for the police department.The new committee would also have broader power for investigations. It would be required to investigate any police shooting, as well as any time someone died while in police custody or while interacting with police.The committee could also investigate any other complaints against an officer and review all disciplinary action taken within the department."When a full investigation can be done by community members or at the direction of community members, people feel much more comfortable with the results," said St. Julian.Mayor Kevin Faulconer and County District Attorney Summer Stephan have both said they support the measure. SAN DIEGO (KGTV) - The Supreme Court ruled Wednesday in favor of providing employers the option to opt out of providing free birth control to their staff, based on religious beliefs.The 7-2 vote was polarizing."It's a huge win for religion," Pastor Andy Ballon said."We are extremely disappointed," Planned Parenthood Affiliates of California’s President/CEO, Jodi Hicks said.Pastor Ballon said the vote is a victory because it allows people of faith the freedom to not do something they don't believe in. "We believe that life starts at conception, so we believe we should have the right to chose to not provide or not pay for these contraceptives."Ballon said women have options to access birth control outside their healthcare plan provided through work.One of those options is Planned Parenthood."We know what [the vote] means. It will have a devastating effect on women trying to plan how they want to live their lives quite frankly," Hicks said.She explained those plans could involve pursuing higher education or a career.Hicks said 5.5 million women in California could have to pay if their employers opt out.
