Investigators said a newer silver four-door sedan ran down the unidentified victim in the intersection of East Chase and Lincoln Ave. about 6:30 p.m. on Wednesday, Nov. 6. A witness started CPR on the 58-year-old man but he died of his injuries after he was transported to Sharp Memorial Hospital. (KGTV) -- A rally was held Monday afternoon in El Cajon to not only celebrate the holiday season, but to also call on local leaders to fully reopen businesses and schools.The “All I Want for Christmas is Freedom” rally took place at the El Cajon Centennial Plaza, located on 200 Civic Center Way.The event was organized by the group Re-Open San Diego and was a “free and safe family event to save the spirit of Christmas, enjoy food, shopping, listening to the Mayor of El Cajon [Bill Wells] play live music, and to advocate for fully reopening San Diego businesses and schools.”State Sen. Brian Jones, Rep. Darrell Issa, and Peggy Hall with TheHealthyAmerican.org will be among those speaking at the rally. Many say they believed businesses can reopen safely."Let these people get back to work and be safe, take care of their employees, take care of their customers and open up in a safe manner," Jones said. Drug kingpin Joaquin "El Chapo" Guzman will be examined by a psychologist next week after his lawyer argued the conditions of his confinement in New York have taken a toll on his memory and mental state.US District Judge Brian Cogan in Brooklyn granted permission Wednesday for Guzman to be evaluated following a defense motion alleging that solitary confinement in a cold, small cell at a federal lockup in Manhattan had the drug lord forgetting names and places and suffering from hallucinations, paranoia and depression."I'm not alleging that he's not competent" to stand trial, Guzman's new attorney, Eduardo Balarezo, told reporters after a pretrial hearing."I'm alleging that the conditions that he's been under for the last nine months or so are affecting his memory, affecting his ability to relay information that I need as his lawyer to defend him."Guzman, who is commonly known by his nickname "El Chapo," which loosely translates as "shorty," was extradited to the United States from Mexico in January and immediately brought to the federal courthouse in Brooklyn for his arraignment on a 17-count indictment.His trial in Brooklyn is set to begin in April 2018.Wednesday's hearingThe 60-year-old defendant, dressed in a dark blue prison uniform, entered the courtroom for Wednesday's brief hearing smiling and waving at his former beauty queen wife, Emma Coronel, and their six-year-old twin daughters. EL CAJON, Calif. (KGTV) - An El Cajon police officer's encounter with a group spray-painting graffiti ended in remarkable fashion early Wednesday morning.Sgt. Mike Murphy was on patrol around 2 a.m. when he got a radio call reporting people in dark clothing tagging along Heart Drive."Saw three males with dark clothing. Hit them with a spotlight and told them to have a seat, which they all did," said Sgt. Murphy.Two other patrol officers were called to the scene. The three men in their late 20s had spray paint under their nails, with fresh paint on the sidewalk and the wall of a business. Sgt. Murphy decided to take a closer look."I saw messages, not of hate, but of peace and love ... the peace sign and 'BLM.' Just had a discussion. 'You're not trying to say anything mean or hateful. Why did you choose a wall?' I understand the frustration of everything going on. Talked about, if this happened to their house, would they be upset? They apologized, and all agreed the avenue they chose was a wrong one. And they came up with, 'What if we fix this?' I said, 'I'd like to help you with that,'" said Sgt. Murphy.Sgt. Murphy, who says he had enough to make an arrest, decided to let them go and asked them meet at the same location that same evening, where he would help them clean up."Having them arrested, how is that going to help the message they're trying to put out? The vandalism would still be on the wall," said Murphy.At 7 p.m. Wednesday, the three men showed up with paint and rollers. Together with Sgt. Murphy, they painted over the graffiti."These men were true to their word. What better way to show not just how the department treats its citizens, but how the citizens treat our city. We all make mistakes, and sometimes we have to be given the opportunity to come back from a mistake," said Sgt. Murphy.The three men have decided to they will create a plywood art installation. Sgt. EL CAJON, Calif. (KGTV) - A young trick-or-treater sorting through her candy made a stunning discovery."They were excited. Loved Halloween and candy," said Jean Bilbrey.As with so many other families, Halloween night for the Bilbrey's three children - ages 11,9 and 4 - was a blur of costumes, front doors and a steady flow of treats. Their family started around Falmouth Drive and Virgina Court and walked for several hours, stopping by 30 to 50 homes. In all, they filled about six buckets' worth. This past weekend, the kids went about the task of sorting the candy."My middle daughter, who is nine, said 'Mom, Mom, I found something in my candy' and brought me a ring," said Bilbrey.It was a woman's ring, possibly a precious one. "Looks like a wedding band similar to mine. Possibly an anniversary band ... somebody wears on a hand that means something to somebody ... my first thought was we need to get this back to the owner. As a woman, my jewelry, I don't have much but what I do have is very important to me," said Bilbrey.The piece of jewelry likely slipped off while someone was handing out candy. Like any good mystery, there are a few clues, including the candy found next to the ring. "Candy corn and the Sour Patch candies. That's what she had in her hand was the candy corn," said Bilbrey.Bilbrey spread word of the ring on social media, but so far, she's come up empty."I'll keep it safe. I've got it here.
